11 minutes now on the outer loop up to 83. west side clear. if you are using 95 and white marsh no delays from the beltway all the way into the city. sentencing for the man who killed a towson student. he took a plea deal in september. the 22-year-old matt chesswick was crossing the street when he was hit. the driver was charged with manslaughter. he will be sentenced today. the army private accused of leaking government documents to wiki leaks will plead guilty for a lesser charge. it was offered during a hearing. even if the court accepts the offer, he could still receive life in prison. he has chosen to be tried by a military judge not a jury.

aaa reports one out of 7 licensed drivers between 16 and 24 have admitted to falling asleep behind the wheel. and it found the drivers are more likely to be involved in cruisie driving crashes. aaa wants to press the issue since next week is drowsy driving prevention week. i am wearing a special tie that was designed by mya harris and lost her battle with cystic fibrosis. >> while she was there, she loved to draw. >> one was put on a tie as part of the collection of miracle ties. we're live at the shops in towson to tell us about the ties and the kids who designed them a lot are with you, lin zoo. >> reporter: they are, they are troopers, they got up extra early to be with us. they were asked to draw one of

at hopkins we have lots of needs for the children and the families, everything from the toys that they get to the clothes that they have to wear to some of the furniture we need, child life is there to make certain that the children at hopkins, regardless, of how sick they can enjoy play time. we use this money for a lot of the activities that go on while they are there. so, it's the kind of thing that helps keep hopkins open to families but a better place for them. >> you did a great job. thank you. this is a community effort. it would not be possible without support. >> can you find these at any store or if you would like to give them as a present. >> i want to show you one more thing. >> they would not be here

>> a problem is getting the lights on in new york. and the mayor had harsh words for the long island power authority. he said the temperature is not doing enough to get the power restored a spokesperson said about 123,000 people lost power in wednesday's nor'easter but thousandhad it restored. long island power said some businesses can not get the power because of the damage. now those do require the door to door inspections. >> we want answer so we know what to do. and will it be december 1. when will it be restored. >> if someone looked we're ready i have no damage. >> it dumped a foot of show in the northeast. outages stretch from delaware to maine. we have seen people in new york and new jersey, they need help and here in maryland. and a lot of people recovering from the hurricane sandy.
