house republicans reluctantly passing the senate's bill. >> i will sign the law that lays the taxes on the final 2% of the americans and preventing a middle class tax hike that could have sent the country into recession. >> reporter: house republicans didn't want to raise taxes without cuts in government spending. >> there's no spending cuts. we are adding 4 billion dollars to the debt and we feel like that the senate bill failed miserablely. >> reporter: house republicans decided not to drag out the fight any longer and risk potentially taking the blame for massive tax hikes on every american worker. >> what's the alternative? allow 4 trillion dollars worth of tax hikes to hit the american people market uncertain? >> reporter: the bill shields people earning less than 400,000 a year from tax increases and extends

unemployment benefits for 2 million people. what it doesn't do however is raise the so-called debt ceiling and two months the government will reach the limit on borrowing unless congress acts. not to mention the bill delays large cuts to the pentagon and other government programs. so in march we may see another round of fighting. president obama says he hopes congress can get a deal done with a little less drama. abc news, washington. >> not all law makers are satisfied with the new fiscal cliff idea. andy harris is one republican who voted against it. released a statement reading, ioppose the legislation increase being tax on 77% of my people in my district. harris goes onto say the bill is business as usual in washington doing nothing to deal with the 16.4 trillion dollar debt. so when harris says it will raise taxes on 77% of americans he is talking about the end of the pay he roll tax holiday. basically what it means is the amount taken out of your

paycheck for social security will go up 2%. for most americans that means we will pay a thousand dollars more in tax this is year than last. this morning secretary of state hillary clinton is in the hospital recovering from a potentially serious blood clot. >> doctors treated her yesterday with blood thinners. now those familiar with clinton's rare blood type clot say that it's unlikely it developed as side effect of her recent concussion. some doctors believe it could be tied to an underlying condition or dehydration which aides say she experienced after a stomach virus. >> secretary clinton was supposed to return to work this week but with the setback people are asking what her future holds. doctors expect her to make a full recovery but the nature of the job is certainly grueling. she traveled more than 100 countries as secretary of state and logged close to a million miles during the time. she plans to step down with the start of the new second term as the president she is seen as

the leading presidential contender 2016. news time 4:35. what happened to a 10-year-old girl visiting family in cecil county? that's what investigators are trying to figure out this morning. it looks like a bullet grazed her head. she is in critical condition. and nabs say they wouldn't be surprised -- nabs say they wouldn't be surprised -- neighbors say they wouldn't be surprised if gunfire was the cause. >> reporter: investigators believe a bullet went into the air and came back down hitting the girl in the head. the 10-year-old from pennsylvania collapsed after midnight on ajs court in elkton. they are trying to figure out how far away the shooter was from the girl. investigators canvassed the neighborhood hoping to find more evidence. they don't think the bullet came interest a -- from a family members. neighbors say they heard gunshots fired when fireworks went off. >> i have kind of hill billy

neighbors that issues -- shoot guns off on new year's but i didn't think a bullet could fall out out of the sky. >> reporter: she was in critical condition on life support at last check. police want you to call if you were in the area on new year's eve. the number is 410-392-2117. linda so, abc2 news. 4:37. and this morning investigators are still trying to figure out what caused a deadly crash that killed a teen boy. the accident happened in aberdeen on new year's eve. 17-year-old austin remines was driving on bus chapel road near mount calvary church road e died after hitting a car -- he died after hitting a car going the opposite direction. a record setting year for firefighters. in 2012 there were 12 fire related deaths, the least amount the fire department has ever seen. the chief took to twitter confrat lathing his department on -- congratulating the department on a job well-done.

firefighters spent part of new year's day putting out a house fire in northeast baltimore. no one was hurt. investigators are trying to figure out what caused the fire. state law makers will head back to work. the 2013 general assembly session begins a week from today. one major issue they are expected to take up is gun control. some are pushing for more regulation in the wake of the sandy hook elementary shooting. another hot topic legalizing marijuana. supporters say it has medical benefits but state officials are concerned it's illegal under federal law. medical marijuana laws stalled in annapolis in recent years. >> now maryland's most accurate forecast. >> all right. let's talk about what's going on right now. we have lots of clouds out there right now. also, as we look towards the west, you can see in virginia and southern maryland, dealing with a little bit of a wentry mix out there. more flurry action flying around so if you are heading to southern maryland today around

school in newtown connecticut. survivors of the tragic sandy hook shooting return to class tomorrow for the first time since the massacre. but the kids will not be going back to the original school building. they will begin classes at a former middle school in the neighboring town. workers spent the last few weeks preparing the school. they have painted and moved furniture and raised the bathroom floors so they can reach the toilets. those in new york suffering from super storm sandy will not get federal help for now. new york law makers are furious congress adjourned without hoeding a vote on aid to the victims of the storm. the senate approved a 60 billion dollar measure to help with the recovery. the house drapted a smaller measure that was supposed to go up for a -- drapted a -- drafted a smaller measure that was supposed to go up for a votenewly weds said there. i dos outdoors in the winter. they got married on one of the coldest days of the winter in
