a thu report claims baltimore is going broke. what this means for the future of the charm city. [ screaming ] it may have been cold outside, but the fans were on fire. it was a championship celebration like none other. we're going to have one more look at some of the best moments from the raven's victory parade. and the ravens are all over the world stage and once again one player on the cover of s.i. we're going to tell you who is front and center this week. but for now, it is wednesday, february the 6th. good morning, maryland, thanks for joining us, i'm charley crowson. i'm megan pringle. if you got down there yesterday, you know what we're

talking about, an absolutely magical day. >> head coach john harbaugh said it was going to be a celebration and a party like anything anyone had ever seen and he did not disappoint. >> lynette, it didn't seem to matter, everybody was energized, the heat and 200,000 people, i guess, keep you warm. >> everybody was all excited. i saw them all bundled up. today we need to keep that going. we need to bundle up this morning because we're talking about temperatures in the 30s once again. maryland's most powerful radar is dry right now. we did have a few flurries across the area last night. it actually started yesterday afternoon, but nothing really measuring on the ground, and we'll see more of the same as we go through today, meaning the dry weather will persist and we'll also get some sunshine in here. right now we look at the temperatures and we are 29 in chestertown, bel aire, also baltimore around the elk ridge club this morning. those winds are calm and we are looking at the humidity at 100%. so we do have some patchy fog out there. take a easy on the roadways as you step out and about this morning. we plan your day, you're waking

up around 6:00, that temperature at 30 degrees, and we will see those clouds decreasing as we go throughout the day. so i'm going to call it partly cloudy skies, that sunshine will be ample. let's get a check now of the abc 2 time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. that parade was awesome, wasn't it? >> it was. >>reporter: so nice to see so many people come out and support the ravens. if you are hitting the roads this morning, we do have a water main break to tell you about on baltimore county delaney road. lane blockages are possible, but traffic is getting through at this time. on the beltway, no delays from parkville all the way up to towson. as we check in and take a live look at the west side here at liberty road, traffic is moving right along. you won't experience any delays heading down to route four and it will remain nice and clear on the inner loop heading through pikesville. heading up to hunt valley, this is what 83 looks like, no concerns whatsoever as you make the push from schwann road down to the beltway and clear as you get on the jfx and head into

downtown. that's a look at abc 2 news time saver traffic. charley and megan, over to you. one day after rallying in the streets, baltimore is about to get some bad financial news. >> linda stow is here with the details of a report coming out. linda, we understand these are be facing. >>reporter: that's right. a report is due out today showing that baltimore city is on the road to financial ruin and if drastic measures are not taken, the city will go bankrupt. the associated press obtained the 10-year financial forecast ahead of its public release today. it shows the city will accumulate a $745 million budget deficit over the next decade because of a dproaing gap in how much the city earns and the amount it spends. that deficit would get even bigger at $2 billion. if you factor in what the city needs for infrastructure repairs and retiree healthcare benefits. according to the report, if the city does not enact major reforms, it will go bankrupt. the 10-year forecast was commissioned by the city from an outside firm in

philadelphia. mayor rawlings blake is expected to propose financial reforms next week based on that report. linda stow, abc 2 news. president barack obama will be in the state capitol of annapolis. the president is heading there to address u.s. senate democrats during their annual retreat. the event is an opportunity for each cause to talk about the strategy for the upcoming year and a calmer -- in a calmer setting than our nation's capitol. jurors are still trying to come up with a verdict in the felicia barnes murder trial. day three of deliberations will begin this morning. jurors got the case on monday and spent yesterday going over all the evidence. late in the afternoon they asked to watch two videotapes the state showed earlier in the trial. jurors wanted to see surveillance video from wal- mart of the defendant, michael johnson, buying a plastic tub. they also rewatched that infamous sex tape involving involving johnson, barnes and two other people. the state says johnson killed barnes and dumped her body in the susquehanna river. his attorneys say they never

proved motive. stay with abc 2 news. brian will be in the courtroom and bring you the verdict as soon as it comes down. you can follow him on twitter for all the latest information. well, this morning police are still trying to figure out what led to a deadly stabbing, the victims, three teenagers between the ages of 15 and 16. now, this happened around 1:30 yesterday afternoon in downtown baltimore just as the raven's victory celebration was wrapping up. one of the victims was killed, the other two seriously hurt. police are still searching for a motive, but they called the fight "petty." it's unclear whether or not the teens were downtown for the parade. there was a celebration fit for a champion with some unforgettable moments like this one. star linebacker ray lewis dancing out of the tunnel onto the field at m and t bank stadium one final time. the super bowl was lewis' last

professional football game. the original raven is retiring after being on the team for 17 years. a lot of you were there to say good-bye. and the numbers are coming in, and they're unbelievable. it is estimated that 200,000 of you came out to welcome the world champion baltimore ravens home with that parade, and it was out of this world. charley was there. he's at the live desk with a recap of really spectacular day. >>reporter: megan, you were there too. you were at m and t bank stadium, i was down at city hall before joining you there for the big celebration. and coach john harbaugh said this would be an event unlike anything that ravens fans had ever seen. when the final head count came out, close to 200,000, it was bigger than even the world champion ravens had expected after an hour delay. the procession of players and coaches and that lombardi trophy finally left city hall a little before noon. with the help of the maryland national guard, the team rolled through the city, sharing the moment with their faithful all the way to a capacity m and t

bank stadium crowd. now from there it was one more party with the fans waiting to welcome home the champs. >> i've never seen anything like that. >> i mean, i don't know if anybody here has it. have you seen anything like this before? this is phenomenal. we have pictures of people scaling the outside of the stadium walls and trying to get in on the second level on the concourse after they locked the stadium up. we have a very determined fan base, just like we have a very determined team. i couldn't be prouder of our fans. >> exhausting, but all worth it. i mean, unbelievable, just, you know, once-in-a-lifetime experiences, had the family out there, you know, and wouldn't trade it for anything. it hasn't sunk in yet, you know, the whole thing, but it's unbelievable. >>reporter: that celebration wrapped up with coach harbaugh and the close to 100,000 in attendance, doing cheers for baltimore and, yes, megan, did lead the crowd one more time in

the course of eddie money's "two tickets to paradise." a good time was had by all. when you consider the fact the stadium holds 71,000 and they had the 25-yard-line still there as well and people in the concourse, it was no doubt they were more than 100,000 strong at m and t bank stadium. the president of the united states even impressed with the raven's unbelievable year and super bowl win. president obama called coach harbaugh and the general manager yesterday to congratulate them on the victory. obama told the men that he was moved by the story of o.j. begans, the former ravens linebacker was diagnosed with als in 2007. he said he is looking forward to congratulating the team in person at the white house. for the fourth week in a row, another raven is gracing the cover of sports illustrated. check it out. we have a little preview for you. this it week it is ravens wide receiver jacoby jones. jones who is a new orleans native closed out the season with an amazing game on super

bowl sunday. first he caught a 56-yard touchdown pass and then that record-setting play in the second half. jones had 108-yard kickoff return matching the nfl history. also most combined yards in a game. a lot of people are thinking maybe he could have been the mp too. >> coming up on "good morning maryland," we had a chance to talk to jones yesterday. you'll want to hang around for what he has to say. in the meantime let's check in with meteorologist lynette charles. you're probably heading somewhere today, heading to work, taking the kids to school. what does it look like out there? >> we do have patchy fog to talk about. but, megan, as of now it's dry. it's going to stay that way as we go through time. we look at the satellite and radar, we see a few of the blue stuff moving through. that's indicative of some snow showers, some light flurries that moved through overnight, but most of the action now is to the north of us. we're dealing with some fog this morning, so visibility is

reduced. we have about five miles of reduced visibility now in baltimore, three in fredrick and also we're looking at five in hagerstown this morning. if you're heading along the eastern shore, eastern coming in at five. so take a easy on the roadways this morning, give yourself a lot of time. temperature wise, yes, you're going to need to bundle up. 33 in hanover, reisterstown at 34 degrees, emmettsburg 35 and 32 in stevensville. let's send it back over to megan and charley. it took almost a week to bring a hostage situation in alabama to an end. >> today we're learns new details about how law enforcement were able to bring the back to his family. plus the boy scouts may ban openly gay leaders and members. gun rights groups are calling on lawmakers to protect their second amendment rights. the rally they have planned for later today. well, megan and charley, everything is up to speed here on 97 at route 100. but we are dealing with a water main break this morning in towson. i'll have all the details

the gun control debate is heating up in our state. today people concerned with diminishing second amendment rights are rallying in annapolis. those attending this rally may want to make sure they keep their right to bear arms preserved. governor o'malley is looking at tougher restrictions. he has made it clear gun control is a top priority this session. making headlines around the nation this morning, some details are being released about a hostage standoff in alabama that ended with a kidnapper dead, his 5-year-old hostage now safe with his family. bomb experts are still searching the area where the young boy was held for a week. fbi sources say that the drones were used in the ability to conduct surveillance around the clock. now, on monday afternoon negotiations with jimmy lee dykes broke down. rescue teams stormed the bunker and released ethan. authorities say they found two bombs, one in the bunker, another in a pvc pipe.

ethan, the young boy has a mild form of autism and ad/hd. he's still being observed by doctors who say that things appear to be going well. >> he was running around the hospital room, putting sticky notes on everyone that was in there, eating a turkey sandwich and watching "spongebob." >> ethan was will celebrate his 6th birthday today. in a letter, his mother says she cannot thank law enforcement officials enough for saving her son's life. the boy scouts banning openly day troop members this week the organizational leaders are talking about a stance that could make a decision today on whether or not to keep that in place. ed payne has more. >>reporter: the boy scout's national executive board wraps up three days of meetings today in dallas. on the agenda, whether to lift a ban on gay members. the proposal would allow individual scout troops to decide how they want to address the issue. the current policy came under fire last year after ohio den

leader jennifer tyrel was dismissed for being lesbian. in 2000 the supreme court ruled that the boy scouts have a constitutional right to withhold membership from people who are openly gay. president barack obama weighed in during an interview with cbs's scott pelly saying it's time for a change. >> my attitude is that gays and lesbians should have access and opportunity the same way everybody else does, in every institution and walk of life. >>reporter: some criticized the possible change. they say the boy scouts has a history based on timeless family values. >> they're entitled to continue that policy if they choose to and if they don't, they're going to lose the heart and soul of their membership. >>reporter: but for eagle scout and scouts for equality founder zach walls, it's not just about rules. >> this is about, you know, them trying to advance an agenda of promoting a specific way of understanding the world at the expense of people all over the country. >>reporter: the boy scouts of america has more than 2 million

members nationwide. a spokesman says if the ban is lifted, the organization would not force a stance on troops, members or parents. ed payne, abc 2 news. >> secretary of state john kerry will ceremonially be sworn in today. the ceremony is going to take place at 4:00 this afternoon at the state department. kerry became the new secretary of state on february 1st, replacing hillary clinton who stepped down. his first full day of work was monday. kerry will be sworn in by the vice president later on today. it appears his own man may be getting even bigger >> i know. this story is something. we're going to show you a creation that is larger than life. take a look, see if you can figure this out. it took an engineer in idaho about three weeks to pild this giant snowman. he says he collected the snow from 16 neighborhood driveways. i bet that made those people happy. the hat is made out of a garbage can to give you an idea of how big it is, his eyes plastic buckets and his nose is a traffic cone. the buttons, by the way, are made out of oil pans. >> so some of the wider shots

of this, lynette, we've had some criticism in the newsroom that the grass is all green, the roofs are all bare and there's no snow around. so how is this snowman remaining so stable? >> because it's still cold. >> you should hang out in the newsroom. >> it's still cold out there. we're dealing with cold temperatures this morning. these temperatures below freezing. we just don't have any snow that's coming. and a few flurries. with that cold air moving in behind that clipper, we still have a chance for some flurries this morning. but all in all we will be dry and that sun will come out. but we look at the temperature in easton coming in at 29 right now, 33 in meyersville and shadyside at 30 degrees. the winds will kick up as we go throughout the day out of the northwest, so it is going to turn a little bit breezy, and we will have about five to 15 mile an hour winds sustained. this is what's going on at the surface. high pressure will begin to move in here from the ohio valley. we're going to boot this system out and then we will start to see some sunshine in the forecast as we head throughout

the day. so we look at abc 2's most accurate futuretrend, and not a whole lot to pick up on over the next few days. but then as we go into friday, that's when we'll start to see some change in the forecast. mostly cloudy skies today to partly cloudy skies. the clouds will begin to move back in as we head into tomorrow which is thursday. and then by friday we will have this coastal low developing and it will be bringing us rain throughout the afternoon. but we could start off with a little bit of a wintery mix as we go into the morning time frame. today, though, not so. 42 degrees, seasonable, but it is breezy, so that 42 is going to feel a little chillier. 25 degrees by tonight, a few clouds. it will be cold. and by tomorrow 40 degrees, mostly cloudy with a southeast breeze moving in. and here is that seven-day forecast for you. as we will stay seasonable for the most part on thursday, and then there's that mix early with rain on friday. we dry out nicely as we head into the weekend, and then that milder air will kick in by monday and tuesday. let's get a check now of the traffic with lauren cook. good morning. >>reporter: good morning,

lynette. well, patchy fog is definitely a problem this morning, so you might need to use those low beams to see more of the road and less of the fog. if you are traveling in towson, we do have a water main break to tell you about. it's right near towson town center on dave blaney ay valley road at fairmont avenue. lane blockages are possible, but traffic is still getting through at this time. if you are heading downtown, the jfx nice and clear. and everything is also up to speed traveling through both the fort mchenry tunnel and the harbor tunnel. as we check in and take a live look outside, this is the west side of the beltway at baltimore national pike. no delays as you head up towards 795. and the outer loop also going to be nice and clear there on the west side. heading out to howard county, here's a live look at interstate 70 at colombia pike. you won't have any problems heading out west towards fredrick or east towards 695. that's a look at your abc 2 time saver traffic. megan and charley, over to you. getting a day, parking at one train station will be limited. >> stay with us, coming up we'll tell you where that is and how long this is going to be an issue. also we'll tell you which city people are now earning the

five things to know on this wednesday morning. beginning today parking will be limited at the mark train station. the mta is in the process of completing a $21 renovation project. about 200 parking spots will be closed for a week. normal parking will resume on february 13th. hundreds of runners from all over the world will take on the steps of the empire state building today. they're going to race up 86 flights of stairs to the top of the building. all the race funds different charities. today we're going to find out which monopoly token will be replaced in the classic game. so far the wheel barrel, the shoe and the iron are on the chopping block for elimination. the new addition will be that of a robot, a diamond ring, a cat, a helicopter or a guitar. it is now national black hiv and aids awareness day. african-american organizations will join with public health agencies observing the day with

several events. this year's theme is "our ancestors fought so that we might be free even from hiv." sports safety summit took place on capitol hill yesterday. the foax being concussions in high school -- the focus being concussions in high school athletes. today lawmakers will be briefed on the new national action plan to protect young people in sports. a third party is being brought in to shed some light on that blackout that happened at the super bowl. the energy company and the company that manages the superdome say they have hired an independent organization to investigation the -- investigate the cause of the blackout. this morning we are learning that in the months leading up to the super bowl there were some worries and some warnings about engineers in the superdome. the official there about the stadium's power system, that is according to a letter and memo of the attorney for the superdome's management groupment the plaqueout led to a 35-minute delay during the super bowl and speculation it could be a possible cause. while management continues to find out the cause of the plaqueout, those in new orleans are moving on to the next big

event. we're talking about mardi gras. now that the super bowl is over and the teams have all left, the carnival parades start up once again tonight. tens of thousands of mardi gras revelers are expected to make their grand entrance in the coming week. >> i've been to mardi gras twice and it's a great time and just a great experience. >> i would imagine it's pretty sprefl, it seems like you go from one major event that the city takes months planning for right into another major event. >> crews are moving like clockwork to clear the stage in jackson square, the same kind of effort is now under way along river bound ways. workers must remove all the huge vinyl wraps that were in place for the super bowl xlvii and then quickly transform the city's image back into that for mardi gras celebrations. he goes down. a little nervous for a while. >> whoa! >> making the most of this
