i was along the parade route. it's neat to see all the people in the stadium, wow, all those people really turned out for this awesome day. for today it could be awesome if you like the sunshine. so get out there and enjoy it. but in the meantime we're going to start you off on a dry note. that will continue, but we're also dealing with some patchy fog up there this morning as well. we can look at these temperatures and we're cold. 32 degrees in arnold, 30 right now in perry hall and mount airy coming in at 35. these temperatures are above average, so we'll take this. it looks like these temperatures are going to keep going up. we'll see 50s pretty soon and those winds are going to kick up more as we go throughout the day as well. so the fog here now, that's going to get out of here and it's going to be replaced by some breezy conditions as we head throughout the day. waking up at 7:00 this morning right around 31 degrees, 71 -- 37 -- 71 sounds god, right? we wish. 37 degrees by about 10:00 this morning and 40 degrees by lunchtime. with the breezes kicking in, that 40 is still going to feel like we're in the 30s for today, so you're going to want

to layer up as you head out and about. let's get a check of the abc 2 time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. you may want to use your low beams this morning because we are dealing with patchy fog across the region. no delays here on interstate 70 at colombia pike. traffic moving right along. you won't have any problems getting over to the beltway. and speaking of 695, here's a look at the northwest corner at old court road. you're looking at just an 11- minute ride right now on the outer loop from 795 down to 95. and the inner loop will be nice and clear up to 83. no problems on the east side of the beltway. on the outer loop right now from 95 to 83 you're looking at an 11-minute ride. and no concerns on 95 in white marsh, just four minutes to travel southbound from route 43 down to the beltway. that's a look at your abc 2 time saver traffic. megan and charley, over to you. all new this morning moor is on the path to financial ruin, that according to a new report due out today. abc 2 news' linda stow is here with the details. linda, what is this report revealing about the coming decades? >>reporter: charley, it shows if drastic measures are not

taken, it won't be long before the city goes bankrupt. of the report shows the city will accumulate a $745 million budget deficit over the next decade because of a growing gap in how much the city earns and the amount it spends. that deficit would be even bigger at $2 billion if you factor in what the city needs for infrastructure repairs and retiree healthcare benefits. according to the report, if the city does not enact major reforms, it will go bankrupt. the 10-year forecast was commissioned by the city from an outside firm in philadelphia. mayor rawltings blake is expected to propose financial reforms next week based on that report. linda stow, abc 2 news. thousands of people are celebrating the raven's super bowl win, violence hit the streets of baltimore. just two ploks from pratt street, police say a fight led to a triple stabbing and that a teenager is dead. this happened around 1:30 yesterday afternoon at the corner of howard and fayette. the teens were between the ages of 15 and 16 years old.

one teen is in critical condition, the other is in serious condition. abc 2 news has found a memorial page for one of the teens, that teen who was killed. police have not released his name just yet, but the teen's page has already received 35,000 likes and friends are calling. suspects do not have any suspects in custody right now, but they say cameras in -- police do not have any suspects in custody right now, but they say cameras in the area are giving them some leads. nearly 35,000 people turned out to welcome the 2012 champion baltimore ravens home with a parade and it was definitely out of this world. the players, the coaches, the lombardi trophy left baltimore city and they hit the streets. this is the floats, the floats that you can see and those military vehicles, with the help of the maryland national guard, the team rolled through the city, sharing the excitement with those cheering fans all the way to the bank, which, by the way, was filled to capacity. ed reid led the crowd one more time through the chorus of eddie money's "two tickets to

jacoby jones, returning the opening kickoff of the second half with 108 yards for a touchdown. the headline says fear the bird, revere the bird. pretty clever. now, obviously it commemorates the ravens as super super bowl xlvii champs after they beat the 49ers 34-31. it hits newsstands this week if you're curious. deliberations continue today for the jury deciding the michael johnson case and whether or not he killed 16- year-old felicia barnes. late yesterday afternoon the jury asked to watch a videotape from the state showing -- showed earlier in the trial. the state says johnson killed barnes and put her body in a container and dumped that container in the susquehanna river. his lawyers insist that the state never proved a motive in this case. a man accused of shooting a security guard at the family research council in d.c. is due back in court today. lawyers will again discuss a plea deal in the case. the 28-year-old originally pleaded fot guilty to the charges against him. the shooting happened last august and the guard who broke up that shooting survived the incident. 5:35 right now.

a rally in annapolis today for gun rights. members of the community will demonstrate their concerns for preserving citizens' constitutional rights to keep and bear arms. this rally starts at 11:00 this morning. governor o'malley has already expressed interest in making stricter gun laws in our state. news around the nation this morning, president obama will prevent the 2012 presidential citizens metal to the six teachers and school administrators as they tried to protect students at the sandy hook elementary school. they will receive the awards posthumously at the white house. obama will present relatives with the medal which goes to the citizens of the united states of america who have performed exemplary deeds for the country and for their fellow citizens. two people were pulled from a frozen pond in new york's central park. take a look at the cell phone video posted on youtube of the rescue. witnesses say the two tourists woke out on the ice and it broke beneath their weight. one man was able to get out of the pond on his own, but the other couldn't.

witnesses say he was in the water for about 15 minutes but was helped to get out and he got out safely. >> when he first fell in, he was scrambling, trying to come out and i didn't think he was going to make it because he just stopped moving. >> come on, buddy. >> rescue crews had to bring in a ring to the man in the water. the police officers then went in through the ice and that's when the fire department arrived. they extended rescue ladders out onto the ice and the rescuers went in in a wet suit and plucked a cop and a tourist out of the pond. no word yet on how that man is doing. there are several reasons to watch the super bowl, no doubt about it. of course there's the game itself, the commercials and the half time show. >> but is the half time show in danger of getting the ax next year? have you heard about this? what could be a logistical nightmare in new york for super bowl 48 could put the half time show on ice. somebody's gotta lot of time on their hands. we're going to tell you what it took to make this giant snowman. ♪ we were skipping stones and letting go ♪

21 minutes away from 6:00 right now. we are following breaking news this morning out of owenings mills. police are trying to figure out what led to a late night homicide. one person is dead. authorities right now are calling this an active crime

scene. they've been at chase lee apartments and that is on well haven circle. they have been there since around midnight. so far there are no suspects in custody. police do say that the victim is female, but they are not releasing any sort of identity. maybe they haven't even identified her yet. there are a lot of questions right now, but we do have a crew on the way, on the scene. they should be there any minute and they'll get some answers for you. we're going to bring you all the information in a live report as soon as we can. we'll also update you on twitter as well as facebook. switching gears a little bit, this snowman puts all other snowmen to shame. it took three weeks for jason juriard to build this creation. he collected snow from the driveways of three of his neighbors. the snowman wears a hat as a garbage can, his nose a traffic cone. his buttons are made from oil pans. that's just to give you some context that this is not a small snowman. diswh it's not a small snowman, but what i find amazing, you can see, and as you said, this guy went to different

thanks for joining us. it's 5:46. a mainl decision could be coming out today regarding the boy scout's ban on openly gay members and troop leaders. abc 2 news' linda stow is here with the latest details on this. linda, i know there's been talk of this, but does it appear maybe the organization will lift the ban? >>reporter: that's yet to it be seen . the decision should be coming out soon. that's why leaders got together in dallas this week. today the executive board wraps up three days of meetings on whether to lift that ban on gay members. the proposal would allow individual scout troops to decide how they want to address the issue. the organization's current policy came under fire last

year when an ohio den leader was dismissed for being lesbian. in 2000 the supreme court ruled the boy scouts have a constitutional right to withhold membership from people who are openly gay. those who support the ban say the organization is about upholding timeless family values. >> they're entitled to continue that policy if they choose to, and if they don't, they're going to lose the heart and soul of their membership. >>reporter: even if the boy scouts decides to lift that ban, individual troops are still have the power to uphold it. linda stow, abc 2 news. time now for five things to know on this wednesday morning. he's already started the new job as secretary of state, but now john kerry is being ceremonially sworn in by vice president joe biden. here he was sworn in during a private ceremony friday after hillary clinton officially retired from the post. a large group of gun experts and gun lawmakers are going to call on congress today to act on president obama's plan to reduce gun violence. it includes background checks for all gun sales and an

assault weapons ban. the financial situation of the u.s. postal service is no closer to improving. the usps board has now directed the postmaster general to accelerate restructuring of the company's operations. president obama is heading to israel this spring. the trip will mark his first visit there as president. the white house says obama and israel's prime minister will discuss issues of mutual concern, including iran and syria. a sports plan being presented on capitol hill today and the focus remains the importance behind concussions by school athletes, why a high number of school athletes don't suffer other serious or deadly injuries. the blackout from super super bowl xlvii in new orleans is taking on a life of its own. an independent third-party group will be hired to investigate the incident. that's according toentergy, the company that manages the superdome. it set off a storm of speculation about the cause and many are saying it's an embarrassment to new orleans, but the national football league says it's not going to keep the city from hosting the

game once again in the future. what would a super bowl be like without any over-the-top half time show, how about a marching band or nothing at all? we could find out next year when the game goes to new jersey. it's going to be open stadium and bad weather is always a possibility. a source is telling the "new york post' if there was snow, the logistics of setting up and tearing down a half time show would be almost impossible. a spokesperson for the national football league shot down that report, saying "there will be a half time show." it's 11 minutes away from 6:00 right now. every parent thinks that their kid is really talented. parents, you know what i'm talking about, but that is until you see 2-year-old titus. >> all he needs is a basketball and a hoop. check this out. he can nail a shot from almost anywhere lying down, sitting down, standing up, across the room, no matter where he is, titus will put the biscuit in the basket. >> and, look, he does it with a huge smile on his face the whole time.

time now for a check of the forecast. lynette, how about that? >> i know, that's impressive. it is, isn't it? >> let's see if you're impressed by the weather for today. we are going to get some sunshine here finally. we were missing that yesterday, but at least it stayed dry for the parade, right? reisterstown is cold, coming in at 33 degrees. if you're heading north, maybe around glenn rock, 31 degrees, heading toward york, you're dealing with cold temperatures this morning. once again these temperatures are above average. we should be seeing 20s this morning and we're not. 32 degrees in annapolis. easton at 31. at the surface we do have high pressure just waiting to make its move. this area of low pressure, a cold front will slide off to the atlantic and with that we will begin to get more sunshine in the forecast. abc 2's most accurate futuretrend does pick up on some changing weather. so today we will get some sunshine in here, then the clouds will begin to move back in as we go into thursday, going to call it mostly cloudy. and then we do have a coastal low that's going to try to work its way in here as you go

through your friday. so starting off the day on friday, we do have a chance for a wintery mix in the forecast and that will switch all over to rain as we go throughout the day. so keep the rain dpeer at times. you don't need it today, but you will need to pull it out as you head into friday. for today that temperature coming if at 42 degrees. we have the sun and the clouds mixing together and we'll be seasonable but breezy, so that 42 is going to feel more like in the 30s as we go throughout the day. tonight, though, that temperature coming in at 25 degrees, a few clouds and we will be cold once again and this is what it looks like by tomorrow, 40 degrees, mostly cloudy with a southeast breeze and the seven-day forecast, well, we have the seasonable temperatures on tap on thursday. there's that mix that i'm talking about early, and then changing over to rain. breezy friday and saturday, but look what we have on the weekend. we dry things out nicely with milder conditions rolling in here. we're talking about 54 and 50 on monday and tuesday. let's get a check now of the abc 2 time saver traffic with lauren cook. good morning. >>reporter: good morning, lynette. we are dealing with some patchy fog this morning.

so you could run into some reduced visibility. you might want to use those low beams to combat that. in towson there's a water main break right near the towson town center. this is right at the intersection of delaney valley road at fairmount avenue. you will want to expect some lane blockages, but traffic is getting by at this time. for those of you using 83 this morning, as we head up to hunt valley, this is what it looks like right at schwann road. conditions remain clear as you get onto the jfx and head downtown. 11 minutes southbound from the beltway all the way down to east fayette street. 695 is in great shape on the outer loop from 95 up to 83. that stretch will take you lech minutes. and over on the west side you're looking at an 11-minute ride as well. traveling the outer loop from 795 down to 95. that's a look at your abc 2 time saver traffic. megan and charley, over to you. an interview with a homeless hitchhiker has gone viral. >> he gives a very colorful account of what happened while riding in a car with a stranger. you'll hear some of that coming up when "good morning maryland"
