stabbed a teen to death following the ravens rally. and a family's tragedy gives a teen girl a second chance at life. first tonight baltimore city police release pictures a multiple stabbing that left a teen dead following tuesday's super bowl celebration. tonight the detectives hope the images provide them with a break-in the case that could lead to an arrest. >> reporter: in the bustling howard street corridor thousands of ravens fans flooded the sidewalks tuesday making it difficult to notice a confrontation that would leave teen dead. it happened in front of this business. >> we had a -- lot of people coming out from the stadium, and -- all of the sudden, i hear something over there like big shout and i couldn't recognize anybody. >> police turned to a surveillance camera across the street to produce images of the

men behind the stabbings that cost a 15-year-old his life. the pictures show a pair of them on the street and then the deadly encounter that would follow moments later. at first officers didn't recognize the size of the crime. >> it was reported as a medical call, that the injuries were nonlife threatening. the victim went into cardiac arrest in the ambulance. he was taken to the hospital, went into emergency surgery and unfortunately died. >> reporter: police say the victim knew his attacker. the family is hypotheticalling their comment as investigators try to track down the killer. >> i do not want to say anything. it's -- >> reporter: police have confirmed that the victim had just come from the super bowl celebration and the same chaos, the numbers that surrounded the

murder may provide witnesses needed to solve the case. in baltimore. abc 2news. >> a mother is in jail accused of killing her 2-year-old daughter and dumping her body. police have charged the 25-year- old with the first degree murder of her daughter. a concerned neighbor called police because they hadn't seen the girl for a couple days the mother said the girl was at a relevant's, she later admitted to smothering her and putting her body in a dumpster. police have stopped the rail car carrying the contents of that dumpster and are searching. >> i have been around her for so long. i never took her for a person who would do something like that. it's rough. you have to think about other children. >> tonight she is being held without bail.

and now update on the stabbing death of a woman. a man has been charged with the first degree murder. she was found dead when swat busted in to her apartment after neighbors heard noises inside. they say the two knew each other. the suspect was arrested after a patrol officer saw him walking. now the latest developments in the investigation of a wildlife [inaudible] according to charging documents deshawn jones admitted to having sex with a 14-year-old. she claimed that the 17-year- old talked her into an empty room when they cut class and then raped her. a letter went home to parents. officials say student safety is a top priority. and now to the breaking news we first broke on the website. a loyola student is infected with meningitis. the university officials sent out a letter about the case.

those who live near the student were offered medication if they wanted. symptoms include a high fever, nausea, vomiting, a severe headache, neck stiffness and a rash. ever got a speed camera ticket in baltimore? most of us just pay the money rather than going to court to fight it. now a bill would pay you for your time if you beat the ticket. roosevelt is live with more on this one. >> reporter: the bill would also find fine the camera operator for every bad ticket that gets beat in court. the bill sponsor said the best way to make people responsible is to make them pay when they are wrong. is it public safety or scourge. it can be fair. errors in the system with several cameras ticketed stopped fares that forced them to hire a new camera vendor but

thousands of dollars of bad tickets had been paid because to fight the ticket its time most don't have. >> parking, going downtown. it's just a way to compensate you to go to court and feel comfortable going. >> reporter: that compensation would be 150 to $200 if you get a bad ticket in baltimore. under the bill if you take a ticket to court and can beat it because of machine error you should be paid for your time and the vendor would loose about $250. he said it's all about responsibility. >> each ticket they issue they will get paid. so this way they will be responsible if they make you pay. >> reporter: the bill co sponsor said they will see dozens of complaints people who feel the system was unfair. he said by making worth their while to fight a ticket he said it'll keep them on their toes.

>> the vendor will say, if i'm going to be fined $150 every time my camera messes up we will make sure the cameras are right. they will calibrate them and make sure they do what they were supposed to do. >> reporter: they it would only affect tickets in baltimore but they said if it works here it could be expanded to other parts across the state and jurisdictions could use speed capparis. abc 2news. >> thank you. we are just 24 hours from the arrival of a powerful coastal storm making its way to the northeast. let's go over to wyatt in the storm center to find if we could see any of that snow. >> reporter: i think some of the snow from the storm will deliver a glancing blow but it looks like by far the big impact will be by philadelphia, up into boston and up the new england corridor. large, powerful rain storm over the carolina's.

that's the coastal low and then a secondary low over the great lakes, that will phase in as it comes off the coast. it's the wrap around precipitation tomorrow flight, that is of most concern with that particular system tomorrow night but we could still see rain mixed with snow showers first thing in the morning tomorrow before we get rain showers through the day and clouds right now again nothing under those, radar is clear but take a look. temperatures not that far from the freezing mark. only in the mid-30s in baltimore. hour by hour, bring in the possibility for mixed showers after midnight and changing the rain by midday. however by tomorrow night we look for a change over back to snow. what type of accumulation that could bring to northeast maryland we have the ballpark figures. >> thank you. tonight we have a story that you will only see here. a middle river teen was burned over 30% of her body last winter after a freak accident

with a gas can at a backyard fire pit. now the events are so rare the atf just really started to study them. brian now with the story that you will only see on two. >> reporter: abc 2news investigators told you about a fire situation called flame jetting. the gas can doesn't just explode, the opening becomes a mouth of a fire breathing dragon. you can see it in this video as the flames climb up the fumes and into the gas can only to turn around and spew a powerful jet of flame that can travel up to 13 feet. a teen was on the receiving end of something just like this last winter when she attended a party. a gas can can explode in situations like this but just recently the atf started studying this situation they called flame jetting. it's dangerous and can be
