day. yesterday we were dealing with rain coming in and a little mix and wintery mix in some spot. sleet not the case for today. marled's mother powerful radar is nice and dry and we will stay that way throughout the day. temperature wise this morning, temperatures above average well above average coming in at 46 right now in davidsonville and emmettsburg at 41. we will have the wind out of the north and west today mainly west so we will have a little different scenario than yesterday. we got up to 54 yesterday with the southwesterly flow. speaking of the flow and the wind, it's going to be very breezy this morning. and the winds will continue throughout the day. and we have temperature coming in at 42 degrees around 9 this morning. and 46 by lunchtime with plenty of sunshine in the forecast. let's check the amount bc2 timesaver traffic with lauren cook. >> reporter: traveling in howard county no concerns on 95. it's nice and clear as you make the way from elk ridge to downtown baltimore. and if you are heading out to 695, no problems to report right now on the west side.

and as we head over to parkville here's he a live look at harford road. everything moving along. not too many cars on the roads. a normal 11 minute ride on the outer loop from 95 all the way up to 83. and as we look here in hunt valley the harrisburg expressway also going to be in great shape and it will take 21 minutes from the paled pennsylvania -- maryland pennsylvania state line to the beltway. now over to you meg and and charley. an update to a story we brought you last night at 11. north korea confirmed overnight that it did conduct its third underground nuclear bomb test. it was pour powerful than previous test and caused a 4.9 earthquake. north korea did announce last month that it had planned a new nuclear test and more long range rocket launches. all of which is said they were part of a new phase of confrontation with the united states. to get the latest on this breaking news and all other updates follow us on twitter at

abc2 news. in other news this morning, the president is putting the final touches on his state of the union speech. his address tonight will be the 5th one he has given while in office. charley is at the live desk with a look at what to expect to hear from the president and it's going to be different from the enaugust ration speeches. >> it is. that address in january was more about overall vision during the next four years in office but tonight's speech will be much more about policy. the president expected to pup push for additional government spending and clean energy and infrastructure and we will warn congress tie void the spending cuts in defense and education and to avoid the cuts plus the added monies that's going to require congressional approval and put the president once again on a collision course with house republicans. >> the economy will be central to the speech and how we grow the economy so ive can participate and pay your fair share. >> time for washington to get back to the basics.

we can't continue spending money we don't have. >> now one thing coming up in the speech tonight is going to be a focal point on the rising republican story marco rubio from florida. he will deliver his party's response after the state of the union. rubio has been much to talk about in the last session as a possible vp candidate alongside mitt romney. now he is someone leadership is looking to to possibly lead the party come 2016 and something of note about tonight's speech, survivors of gun violence will also be in the house chamber including former congresswoman gabby giffords. we are looking forward to it. we invite you to join us as the president addresss congress and the country with the state of the union. team coverage from abc and washington starts tonight at 9:00. 4:34 right now. and the financial state of baltimore is bleak. mayor stephanie rawlings blake says she knows if something is not done the city is going to go bankrupt. and that was the main focus of the state of the city speech yesterday. on the top of the list to keep

the city solvent. modernizing how they pay workers and pensions. mayor stephanie rawlings-blake says the city needs to be competitive and choices that are tough have to be made. >> altogether over the next 10 years we can reduce the size of our work force by at least 10%. the there are-- through a combination of attrition and eliminating vacant positions. we can achieve it without maiming layoffs and reducing -- without reducing the quality of city services. >> also on the mayor's list, creating a ten-year growth and budget plan to help guide city finances over the long-term. something she says could help lower property taxes by 50 cents over the length of the plan. news time 4:35 and disturbing details released concerning a woman found dead in a burning home in northwest baltimore. police say jennifer conyers was keeled by a man she met -- killed by a man she met through a onleen dating site. monte carter beat her in the

head and tied her up and dragged her to the basement and police lit the house on fire. carter is charged with first and second degree murder. jury selection continues in the jason scott trial. he is accused of murdering a mother and her daughter in 2009. scott is serving a 100 year sentence after being found guilty of going on a crime spree in the area of upper marlboro. abc2 investigators were following scott's story from the beginning and you can find the stories in the featured section on the website. just look for the link that reads inside a criminal mind. a national front, people in bridgeport connecticut are not going anywhere soon. the city will not start removing snow from the side streets until later this week. the mayor of bridgeport says that's more than 100 roads that remain impassable. he says because people left their cars in the road, they are having a difficult time getting the streets cleared. equipment is on the way from neighboring states but the process is frustrating to rest depths and the state of

how much did you pay for your iron and i am talking about the one you use on your clothes. toy irons from the monopoly game are selling at the price of a clothing iron because last week america voted the iron out of the game in place of the cat. so, i am curious because i looked it up on ebay. some were going as high as 20, 30 bucks. i would imagine the game of monday oply -- monopoly and it's been a while as soon as i purchased one is around that same price. aid token. >> i think i am -- it's a token. >> i think i may pull mine out and put it on ebay. and pay for gas. >> make money off it. >> how are you? >> doing wonderfully. >> i didn't want to jump you because i wanted to talk about the weather. >> knock it out. it's all you right now. >> all right. yesterday we had the rain.

today, guys we have a high pressure that's building in. so finally rain lovers yesterday today sun lovers will be out and tomorrow if you like the wintery mix lovers that's for your. everything is going on this week. if you like windy conditions that's what's holding up for today as well. in the meantime, this is what to expect going through time. we have temperatures coming in at 40 degrees right now in pylesville and we do have the winds out of the west about 2 miles an hour but these will be picking up throughout the day. we will be seeing gusts up to about 30 miles an hour. so, the temperatures are going to feel a little chillier than what we had yesterday for sure. so make sure to dress accordingly as you step out and b let's talk about what's going on at the surface. winds and high pressure building in briefly that will lead to sunshine going through time. but we are in between systems and this system to the south is the one that's going to possibly bring us a little bit of wintery make as we go into tomorrow evening. really. now, i am going show you what's

going on with the storm track because we can see that we have the whites and pinks and greens. the greens looks like it can get in here towards the evening time frame. but, we can start out with sleet and also we do have the possibility of snow mixing in as well. so a little within theory mix is what we will call it as we head -- wintery mix is what we call it heading into wednesday and wrapping it up thursday morning. a dicey commute will be out there for us. putting this in motion, you can see what's happening. this brings the precip in a little bit sooner. so we are starting out tomorrow morning it looks like with a little snow and maybe a wintery mix but he will hear me say all winter long the rain snow line is on married and causes problems. we could see the rain-snow line as it movesin tomorrow morning. and going through the afternoon we can see all rain and we can wrap it up with the commute home tomorrow with rain and snow across the area. so, we are going keep our eyes peeled and make sure to follow me on twitter at abc2 weather

captain was never found. senate arms service committee will hold a vote on the nomination of former senator chuck hagel for defense secretary. the committee is expected to approve the nomination and go on to the senate for a full vote. the senate is holding a meeting about proposal reduing gun violence and respecting the second amendment and there's a news conference allowing people to send a message to congress about their views on gun violence. sound off tonight about the proposal to close eastwood center elementary magnet school. part of a plan to merge several schools in the dundalk area. meeting is at 6 at dundalk high school. more eyesores are coming down. the housing department will tear down vacant homes. this is video of crews sharing down homes last year. it's part of the vacant to value program. 4:46. the victims and survivors of domestic violence were remembered and andor --

honored. american network held the memorial service last night. >> heather lynn mcgwire. 36. gun. sandra. >> during the service, the state police officer read the names of 49 people who died because of domestic violence between july 2011 and june 2012. there were 28 women, 18 men and 3 children on the list. one of the names featured -- one of the featured speakers is a survivor of domestic abuse who was beaten and stabbed by her husband in front of her children. >> he got a 12-year sentence but he is eligible for parole and has the time and that moons he could be out in as little as six years. obviously, my children and i have have a sentence we will never be rid of. >> there's measure before the general assembly to add time if it happens in front of

news out of prince george's county this morning. police are at the scene of what they are calling a death investigation in college park. right now we have very few details confirmed. the incident happened in the 8700 block of 36th avenue around one this morning. police are saying the suspects were seen leaving the scene in a tan honda odyssey. we are not exactly sure what happened but we are working to get more details and more information. we will bring them to you as soon as we get them into the newsroom. follow us on twitter facebook and abc2news.com. time for news around nation. at first glance, normal shearn looks like she could be anybody's grandma. until you see her standing in the courtroom in happened cuffs. the 79 -year-old is -- is accused of selling marijuana. they found 9 pounds of weed at her home. she was arrested after allegedly trying to sell the drugs in lant outside a restaurant. what would you do if you found a envelope filled with money? a missouri man found one and inned side clash 2 -- inside
