rain and snow and some ice, ice pellets embedded in raindrops. the precipitation, so far, fairly light. you can see widespread scattered winter showers with more out toward friendswood. under the clouds, you have to realize one thing. temperatures in the mid-40s. 47 downtown. 45 in wilmington, so these winter showers are not going to cause much in the way of accumulation on the ground for several more hours. ground temps have to continue to fall but the main storm in western virginia, we think we can see that slushy coating. so drive with care. wet roads with melting snow on them and melting ice. then as we go overnight, we could see some icy spots developing as temps drop to freezing. much more straight ahead. tonight we're learning much

more about a baltimore police training exercise that landed one trainee at shock trauma with a bullet wound to his head. >> brian kuebler joins us with more on why so much happened yesterday led to this shooting. >> reporter: jamie, how did this happen? that is the question everyone is trying to answer. why was an old abandoned mental hospital used for it. at the meeting this morning mayor stephanie rawlings-blake echoed about the only thing we've heard from anyone official in the case. >> there's no acceptable explanation for why live rounds were at the training exercise and i was so angry, i was almost speechless to think that something like this could happen. >> reporter: currently the baltimore city police department

-- commissioner batts order add complete audit, suspended leadership until monday and training at the academy indefinitely. counselors are also helping officers cope. but none of that answers anything, not why a class of roughly 50 trainees comprised of several agencies were at a nonbaltimore training facility in the first place or how a live round got squeezed off in the process but here's what we can tell you. this is video from a baltimore city police training video back from 2009. abc2 investigators were given exclusive access to document what then commissioner fred bealefeld called standard training. many of the practices continue like the use of what's called simunitions. they are the only firearms iced

in active -- used in active training. city police use real ammunition but only in a single file or sixth target scenario like the one pictured here but in most any other type of training, these blue simuntion guns are exclusively used. this is how it was explained to us in 2009. >> based on the glock, a 9-millimeter pistol and designed just to fire these paint rounds. >> okay. >> reporter: these guns are expensive training tools and were new to the department back then. sergeant tim palmer explained to us why the department uses them. >> it's a tactic used to raise the intensity of the training, gift officer of being in a feeling where they can feel the projectile. >> reporter: many officers

testified to that. at the training facility off harford road, in order to check out the gun, officers had this hand over their department issued firearm and any live ammo. it's still a strict operating procedure. what is not standard is where tuesday's training was held. many high level sources said they never heard of training at the old mental hospital in owings mills and perhaps that mechanism may not have been followed to a t. if true that may explained you had an officer walked in with a real gun, a possible lax of discipline in an unregulated state site that has commissioner batts as furious as he is curious. >> i understand it. i get it. you guys want answers to the questions. i probably have more questions

than you have. it's just going to take time to get those answers to those questions because, for me, it's unacceptable. >> we all need answers to these questions. tell me about the simunitions guns. >> reporter: they're obviously blue but designed to feel in the same weight as the department issued guns but only shoot paint pellets. >> i saw you with a mask. >> i had a mask on. it did hurt, left a couple welts. >> why -- why were they at an abandoned mental hospital? >> reporter: that's a question we don't know. abc2 investigators asked if that facility was being rented out to baltimore city police yesterday. they said they could not comment and would not give us an answer 26 hours after the shooting. >> stay on it.

we have a lot of questions. kelly? >> for the latest, you can follow brian on twitter at brian at abc2 and you can get the latest first by following abc2 news at abc2 news. the university of maryland student who was shot in college park has been identified as 22-year-old neal oa. oa's step father said he was shot by his roommate dayvon green. he set a small fire in his off campus room. they woke the roommate. green pulled a gun from his waistband and started shooting at oa and green's other roommate, stephen stephen rane, who was killed. officers found the gun next to green's body along with baseball

bat, machete and semiautomatic weapon. >> we have more on maryland's gun laws and proposed changes on the way guns are sold when it comes to people with a history of mental health. >> reporter: the gun laws are for those not competent to stand trial.law. yesterday's shooting the gunman, 23-year-old dayvon green was diagnosed with what they called a mental illness and had medication. those who receive mental health privately do not show up on the radar. he worked on the government's task force which came up with

recommendations. dr. jordan rudolph, speaking in general terms said the task force recommended broadening reporting for some people. >> been determined not to have the judgment make decisions about themselves and to make personal decisions. so the judge -- a judge has found that they require guardianship, the assignment to somebody else. that's another group that would be reported and to report people who have been civilly committed to any psychiatric hospital and found to be dangerous. >> reporter: jordan said the task force is trying to find a balance between the rights of privacy and the rights of the public. part of that is making people understand that in the all mental illness results in violence and people can get treatment should they need this. we're also learning more about the gunman's roommate who

died. >> stephen stephen rane graduated from a high school in howard county. >> reporter: stephen stephen rane's instructor at centennial high school said he were expecting big things. when they first heard of the shooting they heard one of their grads could be -- graduates could be. he had gone from a transfer student to a win are of a prestige just english award in two year's time. >> he is an outstanding young man. we remember him quite fondly. he was particularly gifted in eng lirchlt i taught him in english ap, great sense of humor, just a really wonderful young man. >> reporter: stephen rane was a

weeks. >> reporter: the search escalated on tuesday when there were reports he had been sighted. two women reported being tied up and held hostage by a man resembling dorner in a cabin not far from where his burned out truck was. >> he was dressed up to do some damage looks like. within about 10 seconds or so, i heard a volley of gunfire. >> reporter: two deputies were shot. one was killed. s.w.a.t. team surrounded the cabin. an emotional farewell for officer crane who dorn are was -- dorner gunned down. >> every day we renewed our love. >> reporter: police have not yet

scrubs the pacifiers, bottles and nip else every night. >> before i tell you what it do with this i need to tell you what's on this that can make you sick. >> reporter: dr. tom glass is at the osu center for health sciences. he wanted to know if pacifiers posed a health risk, so he gathered them up from random families. >> cut it to determine what's growing on the surface but what's growing in the pores. >> reporter: his team tested the surface and the inside and couldn't believe the bacteria. >> there's some strength in there and some listeria. >> reporter: strept and staph plus the bacteria that causes -- and yeast that causes thrush. >> causes thrush in infants, and vaginal infections in women,

probably the most common yeast infection. >> reporter: even worse, they found mold. >> these are the kinds of mold that would create respiratory distress. >> reporter: dr. glass now worries pacifiers are providing a certain way for germs to infect babies over and over again. >> persist tnt or recurrent ear infections and colic. all of those are the kind of organisms that we found in and on the pacifiers. >> reporter: parents know it's tough to keep them clean. some dust it off on their sleeve. others clean it with wet wipe. >> a third way people deal with a pacifier dropping on the floor is for the mother to pick it up and put it in her mouth. >> after the second or third child i probably wouldn't think twice about that.

>> reporter: ironically, that's the best way. >> the baby's immune comes from the mother at least for the first six months. >> reporter: at the end of the day scrub it like cindy does or bleach it. >> we know that it takes about two weeks for this pacifier to become so contaminated that you can't decontaminated, by putting it in the dishwasher or boiling water. >> reporter: only two weeks of use and dr. glass says it's time. >> toss them. >> reporter: it's new binkies for bryson. >> have to buy new pacifiers. >> how's the best way to protect your baby. dr. glass said start the day with four or five pacifiers or binkies in a bag. once your child drops it put it in another bag, dirty bag and

out to meteorologist mike masco. mike, you're standing by. >> i would say it's about a 70/30 with 70% falling in the form of rain. you have gropple or sleet. it's wet, not white. that's good us in for the evening rush. we'll droll with slick roadways. that wind map you showed us is telling. all day long it's been an east wind. now we're seeing a northeast wind. look at man clefter, 39 degrees. most of these temperatures in the 40s. high aloft, that's where we're seeing the snow falling. it's getting through the shallow layer of warm air. we expect this storm to have a burst of some snow after 8:00, especially to the north and east. cecil county you will be talking about an inch or so.

then it's out of here as we go into the midnight hour going into tomorrow morning. this future clast showing -- future cast showing snowfall projections. the further north and east you head this time from cecil county, wilmington into philadelphia, you will be talking about a 1 to 2-inch snow event. the storm will intensify a little bit off our coastline. we'll talk more about the storm coming up. in fact, we'll toss it to wyatt. >> good break june there, mike. glancing blow for maryland in terms of the big impact. temperatures too warm to produce big accumulations, especially on those paved surfaces. cold air will continue wrapping into the storm tonight. that will mean at or below freezing temperatures, especially for northern maryland. so in the wake of this storm we expect to see some slick icy spots. all it takes is a thin coat. then we dry out tomorrow.
