who should be held responsible? it's a question debated in annapolis and debated again today. linda so is here with the details. this is related to maryland's current pit bull law. maryland now, singles out pit bulls as inherently dangerous. lawmakers want to chain that. a bill heads to house floor for debate. the bill would declare all dogs dangerous. if someone is bitten, the owner could defend themselves in court. it would make it easier for renters to own pit bulls and other dogs. the landlord could be sued if the victim can prove the landlord should have nope the dog was dangerous. >> any owner should be responsible for their pet. to make sure they use discretion when they are letting the pet off leash. >> last year the house and senate couldn't agree on a pit bull bilks why the caught of

whose are feeling it at the pump. new report shows prices skyrocketed $0.42 over the past month. the average is now $3.71 a gallon, a record high for this time of year. baltimore, the average for a gallon of regular costs $3.72, up $0.15, from just last week. analysts say the higher prices can be blamed on a mixture of global demand for oil and refinery maintenance. some are beginning to mix their spring blends. coverage continues on the future of a baltimore city police training academy. shutdown last week after a trainee was shot in the head during an exercise. the commissioner will explain what is happening to the academy. commissioner bats named major joseph smiths that new director of education and training. he served a the internal

investigation. nakey talevee took pictures of his patients. he was fired from his job at johns hopkins university this month after allegations surfaced. he was a gynecologist at the hospital for 25 years and police belief several hundred of his patients could be victims. >> makes you feel like you can't be safe even going to the doctor's office. >> it's surprising to me, especially at hopkins. >> police are trying to figure out if there is a larger network of people. a hospital spokesman put out a statement reading in part any invasion of a paib's privacy is intolerable and the spokesman apologized to the patients. johns hopkins is focusing on the victims. there has been a call center set up and the hospital is offering counseling, 855-546- 3785.

police are set to charge the man known as the blade runner, with a premeditated murder of his girlfriend.

shooter who killed 77 people in a bomb attack in a rampage in norway in 2011. cnn says they spoke with connecticut police about the media reports and officials there haven't determined a motive. lanza killed 27 people before killing himself in the december shooting. a man accused of murdering his landlord 30 years ago, will be in an la courtroom for a pretrial hearing. he is facing charges in the 1985 disappearance and murder of johnathan so has. he used to be known as clark rockefeller, his alias, he was captured in baltimore in 2008 after skipping town in boston with his child. his trial is set for march 11th. george zimmerman's wife will be in court this morning, reports say she will attempt to have perjury charges against her dismissed.
