lauren cook. good morning. >>reporter: good morning, lynette. we do have a crash to tell but in anne arundel county. it's right in edgewater on route 216 at turkey point road. a car has hit a deer. do be aware of delays in that area. here in howard county everything is nice and clear, nothing to get in your way on interstate 70 from colombia pike over to 695. as woa head down to 95, here's what it looks like just north of 195, everything moving right along. there are no problems right now heading down to d.c. and if you are traveling northbound up to downtown baltimore, you are looking at a 12-minute ride from elk ridge into the city. 83 in great shape heading downtown. you're looking at an lech- minute ride southbound on the jfx from the beltway all the way to fayette street. and 695, we have delays right now on the west side. it's going to take you eight minutes to travel the outer loop from 795 down to 70. that's a look at your morning commute. megan and charley, over to you. pension reform, cuts, paying for trash, those are just some of the ideas the mayor has proposed to save baltimore from financial

collapse and it looks like we're headed that way if we don't do something. today she's going to pitch those ideas to community leaders. and abc 2 news' sherree johnson is live this morning to explain. sheree, who is she speaking to this morning? >>reporter: well, this morning mayor stephanie rawlings blake will basically be talking to elected officials, community groups, business and institutional leaders. there'll be hundreds of people that will be there to listen to what she has to say. she's basically going to kick off presentation for her change to dproa. she's going to map out the 10- year financial plan letting us know where things stand. basically this plan has several new initiatives, including rebalancing the way city employees are compensated with more affordable, sustainable benefits and better wages. also investing in technology and auto medication to increase productivity, also modernizing the city's vehicle fleet to reduce maintenance costs, also negotiating a new schedule with firefighters with higher pay to increase efficiency and prevent firehouse closures.

she also wants to implement a recycling and santation by collecting a user fee which is done in other maryland counties and use the savings to cut property taxes dollar for dollar. the mayor says eliminating the $750 million structural deficit protects basic city services like police, fire, santation and recreation from major future cuts. this event takes place this morning at about 10:30 at walters art museum. and, you know, basically, again, hundreds of people are expected to attend to hear this financial plan. reporting live in federal hill, sherree johnson, abc 2 news. 5:33 right now. there could soon be a win for pit bull owners, a bill that would reverse the designation of pit bulls as inherently dangerous was introduced to the house floor and will likely be put to a vote on thursday. the bill was drafted after the maryland court of appeals ruled, saying that pit bull owners and landlords could be held likely for lsh liable for dog bites. if the bill passes and becomes

a law, the dog's owner would have an opportunity to try and prove the dog was not dangerous in court. the man convicted of strangling 16-year-old felicia barnes wants a new trial. a motion filed by michael johnson's attorneys list a number of improper actions taken by the prosecution. if that motion for a new trial is denied, the next step will be sentencing for johnson. 30 years is the maximum for second-degree murder. the conviction that he did receive. and the murder trial for the man authorities say carried out one of the most calculated violent crime waves in maryland's history is now being delayed. opening statements were supposed to begin yesterday as prosecutors try to prove that jason scott murdered a mother and daughter back in 2009. however, authorities say a witness related to the family tried to kill herself by walking into oncoming traffic. and the teen who shot a classmate on the first day of school at perry hall high school struck a plea deal and will be sentenced next week. robert gladden, jr. pleaded guilty to attempted murder and the judge agreed to the plea and the maximum sentence of 40

years. a $7,000 reward is being offered to help find the suspect in the stabbing death of a student. police believe there may have been witnesses to that saturday murder on the campus of the university of maryland eastern shore. 21-year-old edmond st. clair was stabbed at a party. you can remain anonymous if you do call with a tip. the crime stoppers number is right there on the bottom of your screen. a fire has erupted at one of the midwest's biggest grous operations, spewing heavy black smoke into the air. no one was injured in this fire which was reported tuesday evening at ohio's green circle growers. it's about 30 miles away from cleveland. firefighters from several towns have been tackling the intense flames while dealing with powerful wind gusts and very cold weather. could hand sanitizer light a t-shirt on fire? officials at an oregon hospital are now looking at a possible link between the cleanser and the fire involving the young girl's shirt. the staff saw the 11-year-old run out of her room on fire and they quickly put out the flames. doctors say they don't know how

it started and that the father was in the room at the time but he was asleep. apparently she was using the hand sanitizer when she wiped her hands on her shirt right before it allegedly ignited. >> going back to medical school 30 years now, never heard of anything like this and hopefully never will again. >> the girl is a cancer survivor and was in the hospital for an unrelated head injury. the girl is now in serious condition. this is not the kind of chase you would ever expect to see in an action movie. a preteen girl led police on a slow speed chase. d.o.t. cameras caught the pursuit on tape, and police say the girl drove around 50 miles in her dad's truck after the two got into a fight. the dad says he recently took from his daughter and believes she was trying to get to her mother who was in nearby myrtle beach, south carolina. when they're not scrounging for food, sea otters love nothing more than to lay on their back and ride around the water. they make it look easy, don't they? >> not this sea otter. we're going to explain why

thanks for staying with us. south african olympic sprinter oscar pistorius is in court once again this morning for day two of a bail hearing in the shooting death of his girlfriend. we'll tell you in just a few moments how you can get up-to- the-minute updates on what's going on in the courtroom. he arrived at court earlier this morning in a police car, he was covered with a blue blanket. this morning prosecutors have continued outlining what they believe to be the chain of events that led to the double amputee sprinter to murdering his girlfriend, model reeva steenkamp. attorneys are also contending, as they did yesterday, pistorius should be denied bail. you have to remember, that is the entire purpose of this hearing. we're talking about whether or

not he should be released on bail or kept in custody. as you expect, the state wants him to stay behind bars until trial. but what we're finding this morning on twitter is they're being very forthcoming with information and witness testimony. all of this is courtesy of david smith. his twitter handle is smith in africa, and he is in the courtroom updating minute by minute what's going on. currently hilton -- excuse me, one of hilton botha is one of the investigators that arrived at pistorius' home back on valentine's day. he's gone through with the state, now he's in the process of going through cross examination with the defense attorneys for oscar pistorius and what smith is doing throughout the course of the morning is just giving you play by play, as one of tweets here says, the attorney is refuting the claims as was reported earlier by the associated press that steroids and syringes were found in pistorius' home.

charley, with those winds. let's start you out with the temperatures, 28 degrees in parkton. good morning union bridge, you're at 27, 28 in colombia. we're at 36 degrees now in kent island and 34 in cambridge, denton at 32 and galena 31 degrees this morning and aberdeen is at 30. so we do have wind gusts up to about 32 in aberdeen, 36 in parkton. these are not your temperatures, these are the gusts and these gusts will continue throughout the day. it is going to be very blustery. so with that we are feeling more like we're at 22 in denton, feels like 24 in aberdeen, so make sure you do bundle up as you head out and about this morning. let's switch over to graphics. i can show you what's going on at the satellite and radar part, and we do have that system that's pushing out, but on the back side we do have some wrap around and some of this moisture coming off the lakes, so we are seeing some streamers coming down into fredrick county and also carroll county this morning. so wouldn't be surprised if you're getting a few flurries there. but the bigger story, that system departing, then we have high pressure that's going to be building in. the difference between the two, we're dealing with windy
