beach. police are investigating -- investigating an key rehobeth beach. police are investigating an arrest. >> reporter: the man is being arrested by police but many are questioning if the arrest was police brutality arnecessary force. take a look. >> put your hands behind your back. >> guys, listen i just want to take him home. guys. stop it can i take him home. >> ma'am he is under arrest. >> reporter: the woman on video is the man's wife and she record the incident. it was uploaded to youtube and shows officers tasting the man about a minute into the video an officer tries to handcuff the man and that's when things start to get questionable. you can see another officer repeatedly tasting the man and then kicking him in the head. rehobeth beach police say they are investigating. they are not saying yes was arrested beer our sister

station wmdt says it stems from a incident. a woman called because he wouldn't leave the property and use extreme profanity. the video has gotten more than 46,000 views and about 647comments. see the entire five minute video on the website at abc2news.com. look at the slide show. linda so, abc2 news. this morning, ann arune county police-- anne arundel county police are serb searching for a driver that hit two teens. it happened friday night. three teens were walking with the flow of traffic when two were hit by a car. the 15-year-old boy is in critical condition morning. the 13-year-old girl is out of the hospital recovering at home. those who live by the accident scene say mountain road is not a safe place. >> mountain road is probably the most dangerous road i've ever seen. people fly up and down here.

>> witnesses describe the vehicle as a dark colored ford expedition and say there's front end damage to the passenger side including a head light and hood. anyone with information is asked to call the traffic safety section at 410-222-8573. this morning-- this morning 19 adults and three children are not waking up in their beds because they have to find somewhere else to stay after a massive fire broke out at the apartment complex. look at the video coming out of rosedale where you can see flames pouring in the second and third floor balconies at the apartment. firefighters say that 6 or 7 units were burned. luckily no one was hurt. they are trying to figure out what caused the fire. when they tell us, we will pass it along. a 16-year-old boy is in critical condition after being shot in southwest baltimore on

today but here's lynette charles to let you know. >> i like the segueway. you will need a umbrella especially this morning. close to home all we are dealing with is ran across the area coming up from the south and we will see some off and on showers going throughout the day and we will be in the clouds and a few peeks of sunshine. one batch moving through. we won't get a break in the action and we have to wait for the next wave to move in more as we get into the later morning hours. but we are dealing with temperatures that are above average coming in at 50 degrees in manchester. kingsville 52. hanover 52. monrovia is at 53. along the eastern shore centerville 52 and 54 in fed ralsburg. chesapeake beach at 55 degrees. so temperatures will boot up. i will tell you how warm it will get as we go through the next several days. the orioles may be coming off a loss but that doesn't mean you can't cheer up fans.

today hundreds of orioles fans will have a memorable year because the 2013 lunch with the orioles. they will eat lunch with more than 600 business executives and baseball fans. the coaches will be there and before the lunch fans will get autographs from the players. it's way to celebrate the 2013 season and show off their support for the birds. 66 years ago today jackie robinson put on a brooklyn dodger's jersey for a regular season game in 194 7, baseball was entergrated and today he will be inter-- integrated and today he will be honored at all major league baseball companies. each play will wear 42. o's centerfielder adam johns will honor the baseball legend hosting more than 100 kids and

we will have a southerly breeze but in the meantime, today, we are starting off with some rain showers. so you do need the umbrella as you step out and about. we look at maryland's most powerful radar and can see the rain coming down around baltimore county. like the further to the north you go, and also we have showers to the south as well. but this is where we will start this morning. we are looking at around pretty boy garth around parkton and stabler's manor. you will deal with light rain showers coming in across the area. this will persist on and off throughout the day. we will have an unset ed week ahead of -- unsettled week ahead of us, but jarrettsville and spring meadows. it's going to be a decembery commute a little on the slick side. so be prepared for that as well. now this is why we will stay unsettled throughout the week. we have an area of low pressure and a trailing cold front that will get closer to us heading throughout the day. what happens is it will begin to stall out as we work our way

baltimore city police officers are hoping to improvetheir relationship with young people. today they are hosting the first annual youth summit. officers will gather with youth leaders to discuss a problem facing the youth community. they are hoping to develop strategies and wrap around services that will best serve young people in baltimore. a call to end homelessness in baltimore county. today community leaders and people homeless will gather for the 10th annual rally for the homeless. after marching to the county council chambers and recipients and county leaders will speak about the importance of house ising -- housing and discuss the need for improved services. homeless advocates say the current resource don't meet the
