detainee tavon white. every employee is under scrutiny. he retired after 25 years as a corrections office in patuxent. she said the coaxing from inmates starts innocently enough. >> can i have that. but those kind of things, through training, you learn that no is the answer. >> reporter: of course, if she it given the pen it could be considered contraband. plus, the inmate knows he can get more. >> if she gives me the ink pen, what else will she give me. >> reporter: tavon white, the alleged ringleader got much more from correctional officers there. they're' accused of enabling white to have contraband and they impregnated four co's.

>> these 13 corrections officers being charged are small, small, small percentage of bad apples. >> reporter: union leaders say they believe the corruption goes high are up. >> i don't believe the buck stops with the 13. >> reporter: the root, thy say, lies in understaffed prisons. and allow has street gang to take over. >> every institution, staffing level is low and on top of that right now they're collapsing posts inside the institutions to save on overtime. >> reporter: this week the department of corrections began issuing polygraph tests to administrators to see what anyone knew about the scandal. it would expand to other corrections officers starting tomorrow. >> now because of all this, critics are calling for a change

in leadership. at a news conference, governor o'malley home called public safety secretary gary maynard one of the best in the nation. >> there will be more corrections officers as well as citizens because they can see we can be effective in coordinating together to attack a problem, but until now it seemed we were incapable. >> now o'malley first learned about it last spring and maynard moved last week because they were concerned about doing anything that would undermine the investigation. a chief criticized the department saying it is ill equipped to handle big fierls.

jonathan hart said the county does not have enough staff to ensure firefighter safety. he said that was evident in the fire that killed volunteer firefighter mark falkenhan two years ago and may be at fault for the injuries to gene kirchner. he said more staff is necessary for such a large and diverse county. the county disagrees. instead, it has plenty of qualified people to manage the larger fires. >> that's the person that should be there at the bang of the incident when things are very dangerous, when things are happening very quickly, when things are very complex. that's the person you want. >> we have many commanders and ovary day they're commanding fires and other incidents and

we're doing so successfully. >> the department said the response time is two minutes. as far as the reisterstown fire last week, that is still under investigation and there may be some sometime before we find out how gene kirchner ended up injured. the rain tax -- one county is considering a challenge to the state law. jeff hager has the latest on that fight. >> reporter: never mind the 25 acres of rolling pastor land. a rain tax would cost this owner for every square foot of his driveway and each of his three roofs, but richard said he's already paid his fair share to prevent the rain water from flowing into the chesapeake bay. >> i had to pay a $5,000 extra fee on my house. it's call add dry well. it collects all the water off my roof, puts it into a tank and

success. it's a formula for state bankruptcy. >> reporter: rothchild said he will propose an annual rate of a penny per taxpayer, which is more than they'll receive for it. in carroll county, jeff hager, abc2 news. >> the commissioner said the tax is unfair since it's based on a homeowner's square footage rather than a percentage of the entire property made up of roof and patio space. aggressive scammers calling you trying to intimidate or scare you into wiring money to supposedly help a loved one. rosie leftwich is working for you explaining how this works. >> reporter: people in at least four counties, including towson university have reported receiving this phone call. it's made mostly to cell phones and scammers are looking for cash. the caller calls you by name usually and says your wife or some other loved one or member

of the family has caused a car crash and is holding them until you pay up for damages. they have asked from $500 to $1,000. the problem with this type of scam is that it's hard to car the culprits. >> that's the difficulty in tracing these type of calls trying to ascertain where they come from. some of them have been traced locally, some overseas but certainly we see trends. we want to make them aware and make them cog nip disapt this is a -- cognizant this is a scam. >> reporter: he said the calls they received had a 301 area code. remain calm. he said scams like this are more common than someone actually being held against their will. you need to think about that.

stabbed him. matthew darby is also charged in black's murder. baltimore county councilman todd huff was sentenced for driving under the influence. he was pulled over in february because he was driving at night without his lights on. the officer arrested hof when he realized he had been drinking. he was given a one ceo yea suspended sentence and -- one-year suspended sentence and two years probation. the housing market is hot. >> plus, as the competition gets hot, we find out more about team baltimore. >> weather wise, we briefly got to 60, still 10 degrees below average. we picked up a 10th of an inch of rain.

an hour. that is the big culprit and bringing that on shore moist humid flow. temperatures held down, again, 60 in baltimore. many spots like easton never out of the 50s. you see the humidity where it's high under the clouds from because the south. northward toward new york dry hair in place. temperatures were up around 70 today toward philadelphia but none of that for us because we never broke out of the cloud cover. tomorrow is this whole area -- this whole area will shiest further -- will shift further south. that area of sort of marine layer or cloud cover will be drifting toward virginia tomorrow. you see the impact where the high pressure has that on shower flow. 60s about it. then south well into the 80s and the drier air. the setup for more of the same

this season but our high pressure bubble will drift south tomorrow. this should, at least by midday bring the sunshine back. that hair mass will sit -- air mass will sit there and moderate, so turning milder. that will be the big theme. tonight down to 52. tomorrow 6345 -- 65. that could and up being warmer. the next few days, not a lot of change temperature wise but the sun coming back with some force. that will eventually warm things up into the low 70s for the weekend. you see the towson town festival looks to be outstanding and we'll be right back. stick around.
