an area of clouds and showers, thunderstorms. this is a disturbage, a tropical wave that is overhaul durance and over the utten peninsula. there is a 30% chance of this becoming a tropical cyclone in the next 36 hours. here at home, not dealing with a lot. yes. we have the clouds out there, the potential for showers and thunderstorms as we make our way throughout the day. you want to grab that rain gear out and about. not only that, humid as well. we can see the numbers in the upper 60s in annapolis, and cambridge. so the sticky weather will be with us once again. the temperatures are on the mild side. the warm side. this is in baltimore city, 78 degrees. so from there the temperatures will soar. 67 degrees right now. let's get a check of the traffic with lauren.

well, lynette, the temperatures are nice and warm. and if you are traveling here in annapolis here is a live look at 95. nothing to get in your way as you make the push from route 50 to the 895. and 95 is going to be clear of 195. no problems getting down to washington, d.c. and towards baltimore in great shape. the beltway nice and clear on the west side. the inner loop free of delays as well as the outer loop. 12 minutes from 795 to 95. and east on the beltway an 11 minute ride from 95 to 83. that's your time-saver traffic report. a woman in washington state thought she was watching a large dog in the neighborhood. it turns out it was not a canine it was a big bear. he jumped in her car and chasing the animal down the

street. the bear made it to a neighbor's yard and climbed over the fence. >> i jumped out of the car and pounded on the people who house it was. and was like there is a bear in your backyard. i don't think they believed me at first. i was freaking out. they were like, oh, my god. they went back there. >> new matthews called animal control, but the bear was gone. they have not seen the bear since this incident. coming up on abc 2 news --

the country. so what being done. >> this is urgent work. >> reporter: this week, new york city's mayor, michael bloomberg proposed a $20 billion plan to build flood walls, levies and upgrade the building code. new york suffered $19 million post sandy. and bloomberg is saying a similar storm could cost five times that. $90billion. >> we can do-nothing and expose ourselves to an increasing frequency of sandy-like storms. we could abandoned the waterfront, or we can make the investments necessary to build a strong, more resilient new york. >> 2012 was the second costliest year, the first 2005. the year of hurricane katrina. all right. and another disturbance could be heading into the gulf.
