identity. the bodies were found sunday in his burning home. president barack obama canceled a visit to moscow next month for talks with russian president vladimir putin. the move follows russia's decision to grant asylum to nsa whistleblower edward snowden. snowden has been holed up for weeks at a moscow airport. the president still plans to attend the g20 summit in st. petersburg, russia in september. that's after some u.s. members called for a boycot of the gathering. an iowa woman making a big splash at a kansas city royals game. jessica mccoy spent close to five minutes pacing, waving and swimming in the outfield fountain. she says she doesn't remember any of it, so now she is facing charges of trespassing, resisting arrest and so lissitying a police officer. mccoy won't be banned from attending future game. we'll be right back.

r and b star usher released a statement thanking all of those who helped save his son from a near drowning accident at his home in atlanta. the singer said he especially wanted to thank the two true heros who saved his son. two men were installing sound equipment at usher's home when his 5-year-old got stuck in a pool drain trying to get a toy. they pulled the boy out and started cpr. the child's condition is improving this morning and he is is expected to survive. usher's ex-wife is now seeking emergency custody for their son. a hearing is set for tomorrow. one of the last munchkins surviving from the production of "the wizardof oz" has died. mar dpret pegreni played a flower pot kid. her death leaves just two surviving munchkins, including

lollipop kid, jerry marren who's 93 and 95-year-old ruth duchini. pellgreni was 95 years old. i love this. you're killin' me, small. actor thomas gary, better known as small from "the sand lot" was arrested at a houston airport last weekend for head butting a police officer. he was so small in that movie. police received a call from an unruly passenger who was too drunk to board the plane. a responding officer confronted gary and said he could avoid jail if he agreed to go to a sobering center. the actor refused and then resisted arrest. that's when he head butted the officer, smacked him right in the face. live look this morning at our nation's capital. a lot going on down there. they're on summer recess? huh-uh. a a lot going on down in d.c. lynette, how is the weather today? >> right now we're dry, but we do have showers and thunderstorms through the middle of the nation. some of those could be severe. i'll tell you if we get some severe storms in here a little

let's start with a look at maryland's most powerful radar this morning where we are nice and dry. showers and storms overnight, but we are waking up this morning, you are not going to be contending with that. this afternoon, though, we do have a possibility. as you step out the door, make sure you do grab the rain coat because you will need it. thunderstorms are definitely a possibility. right now in iamsville what we're looking at, well, we're starting to see a little bit of

sunshine peeking out. but also we do still have some patchy fog out and about this morning. this will slowly but surely begin to burn off. we will get some sunshine out there as we go through the day as well. and all that's going to do is fuel the potential for the thunderstorms as we go into the afternoon time frame. temperature this morning in iamsville coming in at 69 degrees. glen burnie coming in at 74 and parkton is at 69. and this is another area where we are seeing some patchy fog across the area. we look at the planner for today and this is is what you can expect, if you do have plans to maybe go play a little tennis, things looking pretty good. just keep your eye to the sky. this is not going to be a washout of a day. the scattered showers and thunderstorms off and on throughout the day, that's what we're going to be looking at. by lunchtime that temperature at 83 degrees and the high temperature for today coming in at 85. let's get a check of the traffic now with lauren. >>reporter: well, lynette, big problems right now on the jfx. we have a new crash southbound downtown right at pleasant street. and that crash has shut down the northbound lanes right near falls road. you can see the activity here in the 41st street camera. two ambulances did respond, tow

trucks just left the scene, but, again, big, big problems. you will want to stick with falls road or even charles street as your alternate route. the beltway in much better shape, but traffic is is just starting to pick up on the outer loop here at baltimore national pike. drive time wise, we're still going to be in the green. you're looking at just a 12- minute trip to get from 795 down to 95. just watch out for that building congestion. over on the east side of the beltway, though, 11 minutes, that's it, that's all it's going to take you to travel the outer loop from 95 up to 83. and there are no concerns on 95 in white marsh. six minutes to travel southbound from the thruway all the way down to the fort mchenry tunnel toll plaza. you can be the first to know about the latest traffic alerts. follow me on twitter@maryland traffic. we have breaking news out of texas for you this morning. four people are dead, four others hurt in a shooting rampage near dallas and one of its suburbs. we learned in the past half hour the suspect is now in police custody. they're saying they're not releasing the name, including any connection he has to the victims. police say, however, the man was looking for his ex- girlfriend, so when he went to

one of the houses, she wasn't there. two people were found dead inside, two others injured. police say the alleged gunman then went to a second home 15 minutes away and opened fire there. two people died in that house, two others hurt. we're going to stay on this story throughout the course of the morning. also you will hear more about it on "good morning america." for the very latest in breaking news, you can always stay with us on twitter at abc 2 news hashtag gmm. 6:45 right now. demonstrations, public outcry and passionate pleas in front of city council did very little for those who are against a tax break for a developer in harbor east. many say this is a bad deal for people who live in the city and city leaders say it has to be done. abc 2 news' roosevelt leftwich is is live to explain. what happens now? >>reporter: well, megan, the votes to bring this package of tax incentives and also tax breaks out of committee was 3- 0. and what it's going to do is is transform this whole entire area here into something completely different for the city, but, however, this vote did not come without a big

protest. now, the harbor point project would transform about 27 acres of waterfront property into a new headquarters for exelon corporation and bring in hundreds of apartments along with stores and restaurants. mayor stephanie rawlings blake is currently behind this. she and other supporters of the measure say it is the most significant downtown development in years and would bring in hundreds of construction jobs and create a liveable, workable neighborhood. but critics say $107 million in public finance to build roads, sewers and other infrastructure would take away money from city schools and would hurt the poor and city neighborhoods. >> with subsidize comes responsibility and that's what -- with subsidy comes with responsibility. and that's what we're saying. every developer, we have to make sure it's the best deal for the citizens of baltimore. >>reporter: in addition to this, critics say it could leave a huge amount of vacancies and retail space in the city as developers move to this development. the passage didn't come without a lot of protest. the tax committee heard 10 hours of testimony from groups

and individuals opposed to this project. the next step for this is a second reading of the proposal. if it gets passed that hurdle, it'll go to a third reading and possibly a full vote for the full council. reporting live in harbor east, roosevelt leftwich, abc 2 news. maryland is now getting the money is needs to create jobs. senator barbara mccullsky is set to it give the money to curtis yard. it employs 500 civilian workers. democracy 2013 for you this morning, lieutenant governor anthony brown is now getting more support in his bid to be maryland's next governor. he's expected to pick up an endorsement today from the laborers union in north america. this is is expected to happen at noon at the baltimore training fund on wilkins avenue. our governor is set to campaign with u.s. senate candidate cory booker at several events happening today in new jersey. o'malley and booker start the day meeting with senior citizens in trenton. they also will attend a

barbecue in patterson and a bus tour kickoff in newark. the democratic governor endorsed the newark mayor's senate candidacy back in june. a primary election will be held on tuesday for the seat that was held by senator frank lautenberg until his death which also happened in june. handling crimes involving youth offenders is is different than crimes involving adults. that's why the maryland general assembly has created a task force on juvenile court jurisdiction. they're meeting on this today and it's to begin it looking at laws dealing with young criminals, including how to reduce the number of kids in adult detention centers and pretty muchs. a final report is due in december. the first call center to help and learn more about healthcare reform has opened up in our state. from now until september 30th, the center will help you with the general questions you may have about health coverage and preparation for open enrollment. the hours of operation are monday through friday 8:00 in the morning until 6:00. in october then you can begin selecting your health insurance plans that are based through state-based insurance marketplace.

that call center will be open seven days a week and the number is at the bottom of your screen. today we're expected to learn more about the shop free tax free week. comptroller will talk about it at the maryland town center. it begins august 11th and wraps up the next saturday. during the tax-free week, qualifying clothing and shoes priced $100 or less will be exempt from maryland's 6% sales tax. so are you looking to try some new restaurants? you can do so for a great price in baltimore county. restaurant week officially begins tomorrow, but today there's going to be a kickoff event happening at bearish grill at hunt valley at the town center. the summer promotion actually runs a little longer than a week. it runs august 25th. 51 restaurants throughout the county are offering fixed pricing for lunch and dinner menus. the u.s. is providing an additional $195 million in humanitarian and food aid to syrian rebels. this means we have now sent more than $1 billion in humanitarian aid since the two-

appreciate those donations. we do want to let you know that abc 2 news will carry that funeral live on air and online starting at 10:00 tomorrow morning. for the first time since february the defending super bowl champs your baltimore raiives will be in action tonight. the ravens are in tampa to take on the buccaneers. kickoff is set for 7:30. the ravens have their first preseason game next thursday against the falcons. they open the regular season on september 5th in denver. the national aquarium's latest exhibit opens today. the black tip reef exhibit is is complete. it replicates the coral reefs found off the waters of africa, asia and australia. 1,200 animals will live in the tank, including the giant sea turtle calypso. if you can't make it to the aquarium, you can watch it online with a 24-hour shark cam. you can find that at the aquarium's website. get ready baltimore, justin timberlake and jay-z will be at m and t bank stadium

you can see exactly what i'm talking about in towson this morning. yes, this is one of the areas where the patchy fog is is out there. that will slowly but surely begin to burn off as we continue through your morning hours, and we will get some sunshine in here, and we also will have some showers and thunderstorms. so a little bit of everything. we head over into mount airy where we are seeing a nice sunrise, the clouds and also a few breaks in those clouds. that's going to be the name of the game for today. temperatures right now coming in at 71 degrees in owens mills, 70 in northville. edgewood, good morning to you, you're at 68 degrees. we're at 74 in pasadena. shadyside coming in at 73 and easton is at 74 degrees as well. now, at the surface we're still dealing with that area of high pressure out in the atlantic, getting that return flow, making it very humid for today. we're in between the cold front and that warm front. that is that warm sector and that's the warm sector where you usually get the showers and thunderstorms. some of these storms could be on the severe side and we're also waiting for that cold front to make its way through. it will do so very slowly as we

go towards the weekend. but in the meantime abc 2's most accurate futuretrend is in motion and it does pick up on the showers and storms for today and also tomorrow. so with that you heard me talk about severe, make sure you do download that storm shield app today. and if we do get some severe weather in your neighborhood, it will alert you and it will keep you safe. for today that temperature coming in right around 85 degree its, and we get warmer as we head towards the weekend and dryer by next week. let's get a check of the traffic now with lauren. >>reporter: well, lynette, everyone out there will want to avoid 83 this morning. we are dealing with a serious crash that has shut down the northbound lanes at 41st street. it happened right near the pepsi sign. and unfortunately there are more problems. there is a crash southbound at pleasant street. so if you are heading out to 83, you've gotta stick with falls road or charles street. that's going to be your best alternate route. expect heavy delays in both directions. right now if you are heading through the tunnels, no problems to report whatsoever. the beltway not so rocky. we do have a crash on the inner loop at hollands ferry road. as we check in and take a look
