up. >> we discussed the response time which i think was about 2 hours later after at least five neighbors called 911 yesterday. it was about two hours later they arrived. i think four cars showed up. by that time, the kid had left. >> police say the records show the units arrived 5 to 10 minutes after the initial 911 call. but a few did take about 20 minutes to get there. one of the neighbors has passed cell phone pictures of thesuspects onto police. this morning, a 14-year-old girl is recovering after being shot in a drive by shooting. police say this happened on hoffman street in northeast baltimore and according to authorities, the teen was shot in the leg and a bullet grazed a woman's arm. police say both victims were in the street playing football when someone in a silver car drove by and opened fire immediately. to sports where the orioles hope to bounce back after a tough road loss out west. the bird fell to arizona late last night 7-6 the final score and it was a walk off variety.

baltimore city. and glen burnie coming in at 77. i will tell you when the rain pushes out of here and we will see the sunshine again. over to you. >> 4:37. the plan to develop a huge section of baltimore inner harbor is taking a step forward. last night the city council gave preliminary approval to the project. the city plans to borrow more than $100 million to pay for roads, parks and other infrastructure on the harbor point site between harbor east and fells point. opponents say the money could be done for other parts of the city used better that way they say. supporters including mayor stephanie rawlings-blake says the project will create hundreds of jobs and bring hundreds of millions of dollars back into the city due to new tax revenue. >> it's going to be great for the developer. it's not going to be such a benefit to the rest rest of the area. >> harbor east was opposed by many but a lot of people say it was a pretty good project now.

drama scandal and a dark history and that's how current anne arundel county executive laura neumann is describing the leopold administration and the impact on the police department. she asked for a independent review of the police to restore confidence in the force. that panel headed by police commissioner fred beal feld release -- bealefeld released their results yesterday. there were 10 recommendations for higher pay and a better way to promote officers. bealefeld says the hiring of the new chief is the right move towards stabilizing the department. >> i have a lot of faith in chief davis and i've known him for a little while but having a chief having a chief in there that's going to be around for a

only ones talking. goas josie--ose sterman saturday -- joce sterman sat down to find out what's going on. >> reporter: complaints one after another coaches who say the uniforms they paid for have been stalled in the system. >> it's been 15 weeks and all we have is jersey and hat. >> reporter: customers blame the delay on sports 5 the company they paid up front for shirts pants and hats for the sports teams. many complain to the maryland attorney general that they were told they would have the stuff within 4 to 6 weeks. but insiders say they knew that would never happen. >> to tell people lies every day weeks it gets to you. >> reporter: this man worked at sports 55 for about a year and was recently let go. he says he has been threatened so he wants to keep his identity in the dark while shedding light about what he says he saw behind closed doors at sports 55. >> i know it's not my place to

apologize and it's not my fault but i just feel real bad. i feel real terrible. >> reporter: terrible about what he calls bad business practices. detailing order backups that go months beyond what customers are often told. this employee and another we talked to say the bosses at sports 55 told them and others who worked there to keep putting off angry customers who wondered why the stuff was not ready. >> it's one of the things where let's keep the customer happy even though we know it hasn't started yet. so it could be 6 weeks but we were told to tell them it should be shipped and they should get a tracking number many days. >> reporter: and that's exactly what many customers were told. when they didn't arrive they got more run around on the timing of the deliverych they told us they do the best to -- delivery. they told us they do the best to meet the delivery but it's tough and he says those complaining with a tiny

a look at stories making national headlines for today. a 16-year-old a girl is back home with her father in southern california. hannah anderson and her dad werereunited yesterday. 44-year-old james dimaggio is accused of abducting her last we are and fbi rescued her last weekend and dimaggio was shot and killed. anderson must deal with the fact her mother and brother are dead. according to police, the teen had no idea dimaggio allegedly killed her mom and younger brother. >> the healing process will be slow. she has been through a tremendous horrific ordeal. i am very proud of her and i love her very much. she is surrounded by the love of her family and friends and community. >> we are learning more about what happened in idaho. we also learned dimaggio shot at agents before an fbi agent killed him and rescued hannah.

it's been three months since the tornado ripped through moore observation lahomea and those living there are-- oklahoma and those living there are in the process of getting back to normal. teachers are officially head back to the classroom and students will return at the end of the week. more than a thousand teachers headed a -- attended a welcome back ceremony. they decided to make family the theme for the upcoming school year. the governor of colorado is declaring a state of emergency after flash flooding leads to more and more mud slides. governor john hickenlooper signed a disaster declaration for manitou springs in the county that will provide thousands of dollars for cleanup and at least one person was killed and dozens of homes damaged or destroyed. heavy rains continue to fall in parts of the state yesterday. back here at home we can see heavy rain coming up for you today. that's a live look down at baltimore's inner harbor.
