said they had no choice. that's because the county denied their request for $20.2 million to balance their budget. parents and community members are worried it will force kids to sit out of sports. >> we have people working two jobs to try to pay bills, to try to put food on the table. so now we're going to say you have to pay an extra $50 to pay. where does that money come from? >> tomorrow community leaders are planning to meet with the school board and launch a web page with all the details regarding this new policy. students who qualify for free and reduced meals will not have to pay the fee and parents are not charged until they're son or daughter's name appears on the roster. in the week leading up to the first day of school howard county police are taking the opportunity to remind families about school zone safety. police say they're going to have

special patrols the first two weeks of the year to prevent speeding. there's going to be two cameras added into the rotation around 13 zones. a new zone is added near duct lane. >> visitors will have to be ran through a system to go in the school this year. the information will not be shared outside of the school system. it will be stored on a secure server. police are looking for a suspect involve in a rash of cell phone robberies. police really arrested three juveniles related to the crime. those arrests don't mean these cases are closed. >> so far a 15, 16 and 17-year-old have been linked to

about 20 cell phone robberies and carjackings. police say the suspects were cruising for people who had their cell phones out. some victims were jogging at the time. it was a pretty impressive rash of robberies to call a special meeting with community leaders and police. >> we were given a map that shows how pinpointed this ring of cell phone thieves has been in the north baltimore area. >> the council woman said the northern district explained to the group they already arrested three for this rash of robberies. >> remington, hamden, roland park all the way up through northern parkway. >> it seems to imply that there's a link there. they didn't specifically make that

connection. they left that for us to make. >> ben ray who runs shank blog attended this meeting. he said the robberies prompted some in the audio to ask about ecoatm machine, the kiosks that spit out cash on the site to recycle cell phones. there's one in towson town mall. >> that's when the suggestion was made by the police, simply look at the direction in which the pattern and the perpetrators are moving and the implication is they're moving towards those kiosk machines. >> baltimore police say their investigation into these cell phone robberies is still ongoing and they're not confirming whether or not suspects were cashing them in at those kiosks. however, those machines are already an issue with law

enforcement as well as lawmakers. a 25-year-old man is dead after being alive. he was down 9 feet digging footers. the homeowner said he hired construction workers to do the work. >> i just got down and started digging as far as i could. the homeowner called 911. it was just tragic. we could hear his coworkers yelling to him you could hear him yling back. it was horrifying. >> an investigation is now under way to find out how and why the man died. a cannibal has admitted to his crimes but he's not going to spend any time behind bars. alex kinyua pled guilty to killing a man with an ax and eating part of his body.

much the fans love the ravens. now people outside of charm city are figuring that out too. a new study ranks that ravens fans are eight for loyalty among all the nfl teams. the study used team box office revenues relative to stadium capacity, market population and on field success to come up with the rankings. according to the findings out of the 32 nfl teams the dallas cowboys have the most loyal fans. all right. let's take a look at what's going on this morning on the satellite and radar. not a whole lot going on. we actually have dense fog to talk about this morning in some areas. we have reduced visibility, less than a mile in york this morning also in hagerstown, 1 in wind chester, 5 frederick, 7 easton. the worst of it in the rural areas this morning. that will start to burn off by mid-morning hours

the latest on egypt and the continue unrest. according to a report filed by the daily beat the obama administration is in the process of holding up some funding to the country. however, the halt in those moneys is likely not permanent. under law if the u.s. were to designate the situation a coo they could not restore aid until a demonstration is established. since they are not calling it a military coo they can reallocate those fundings whenever they see fit. cairo remains under a state of emergency. a dusk until dawn curfew is set in. security officials say they

this morning after months of back and forth negotiates for baltimore baltimore city firefighters have reached an agreement on more pay and longer work week. members of the fire union are expected to vote on the deal. it would give firefighters a pay raise in exchange for working more hours. they would add an extra five and a half hour to their work get. they would get an extra $9,000 for firefighters with 10 years experience a baltimore landmark now scheduled to reopen. october 10th the new senator is said to reopen to the public. this after a $3.5 million make over. there are three additional small screens and a restaurant space in the outside of the orange fall auditorium. hair spray will be the first movie shown in

safety board has released their preliminary report on a crash that sent a car off the bay bridge. 22-year-old morgan lake survived the crash. it does not recommend changes to the bridge that would make it safer. the tractor trailer driver said he was distracted. the driver was an immigrant from hungry and working for a canadian trucking company. it was his first time driving in the united states without an experienced driver riding with him. today marks one day since the dead did train derailment in ellicott city. a csx train derailed. the coal cars buried two teens. they did have a memorial f them over the
