we don't know if filner's resignation is part of this deal. but in a possible sign of what's to come, he was seen last night loading boxes into an suv while leaving his office. the tentative deal must be approved by san diego's city council which will consider it tomorrow. obama administration is announcing a full review of all surveillance programs. many of the programs were brought to light by edward snowden. a group of veteran security experts and white house officials will report their findings and offer recommendations by the end of the year. this is the stiffest punishment handed down in the u.s. for leaking government secrets to the media. a military judge sentenced bradley manning to 35 years in prison. the 25-year-old told his lawyers, this is just the stage in my life i will recover. manning's lawyers say he will be eligible in parole in seven years. vice president joe biden's son heads home from a hospital in houston today.

he underwent some procedure, which with vice president was successful. beau biden became weak and disoriented while on vacation last week. a new twist in the hannah anderson kidnapping case. the sister of the man who abducted anderson, claims he could be hannah's father. brett anderson insists he is hannah's real dad. and a family spokesperson says neither he or hannah's mom met james dimaggio until she was six months pregnant with hannah. a possible break in the case of a missing girl in golden city, missouri. searchers have found a body outside the town where 12-year-old adriaunna horton disappeared three days ago. a man who her father says once worked for him is now charged with her kidnapping. police say a positive i.d. on that body could take another day. the german tourist attacked by a shark off hawaii has died. the 28-year-old woman was snorkeling when the shark bit off her arm a week ago.

hawaii officials say they plan to spend the next two years studying tiger shark movements around maui, amid a spike in shark attacks. an out-of-control wildfire near yosemite park is only 5% contained. fire officials say the remote blaze is threatening some 2,500 structures, including homes and hotels. for those living in the shadow of the fire, the wait is agonizing. >> we've got everything loaded up. we packed all through the night. for two nights, we've been up. >> it's really scary. i'm from the l.a. area. and this is worse than the drive-byes. >> you haven't lost your sense of humor. >> this is 1 of about 50 wildfires burning in the west. yesterday, the forest service says it is running out of money to fight all of these fires. we're going to check the weather right now. firefighters won't get help in the form of rain today.

all right. traders are hoping today is the day wall street ends its losing streak. the dow posted its sixth-straight day in the red yesterday, slipping below the 15,000 mark. the dow slipped 4.5%, 760 points from its record high on august 2nd. the nation's largest mortgage lender is cutting thousands of jobs. wells fargo is cutting 2,300 mortgage-related jobs across the country. the bank apparently believes the mortgage market is about to take a nose dive. what's not taking a nosedive is global demand to get online. facebook is announcing a plan to work with several companies, to increase online access to developing countries. the goal is to bring low-cost

finally from us this morning, an elementary school in peru, indiana, is seeing a back-to-school roll call like it's never seen before. >> could it be something more? derrick thomas of our indianapolis station has the story. >> reporter: two kindergarten students holding hands walking down the hall. now, we have two more. and another pair. out of 108 winder garden students at the school, there are eight sets of twins. and registration before the school year began, the principal thought it was a joke. >> you have two, three, four, five, six sets of twins. and we thought there's no way. something has to be kind of amiss here. and it was really unusual. and by the time that we finished up that week, we had eight sets of twins registered for kindergarten. >> reporter: it's real. it's not a joke. it's not a storybook that you read to children this age. madison and maya like the idea of having each other around at school. why do you like having her in

easy commute so far. 395 at the baldwin national pike -- baltimore national pike, speeds are in check. take a look at a couple of construction-related delays, this is going to the south. we also find more delays at 95 southbound past exit 67 right around the white marsh mall dealing with some construction- related delays this morning. now, if you're hitting up the harbor tunnel, it's greep, it looks good through the tunnel. outbound also looking good. route 100 to 695 northbound it, that's a six-minute commute, 695 to the 95 stretch on the outer loop, that's an 11-minute ride and other drive times, the tunnel to 6 [ inaudible ] that takes you just about seven minutes. we'll have another check of weather and traffic together. that's coming up in a little bit. megan, over to you. baltimore county police have a suspect in custody in connection with the apartment of an apartment leasing manager. the body of belinda schaefer was found on the morning of june 14th. she had been stabbed to death. police have charged lashawn williams with first-degree murder in this case.

williams was a maintenance worker at the apartment complex. police have confirmed that he met melinda schaefer shortly before she was killed. he was spotted at the time wearing one outfit and after the murder wearing a different one. he has also not been able to explain why. >> this was a case that hinges on the timeline, video surveillance and also the clothing that the defendant was wearing. >> police have not said why they believe that he killed melinda schaefer. he is being held without bail on first-degree murder charges. friends and family of a young couple gunned down in front of their 17-month-old daughter remembered them as great people. william and row and megan carrigan were murdered in what police say was a dispute with a neighbor. rosy leftwich is live at police headquarters. rosie, has he been officially charged yet? >>reporter: murder charges have been filed against 35-year- old medicalville mason. he's accused of killing a couple
