prevention training part of its academic work day. the training had typically been done at night outside of classroom hours. the change will improve the training by making it part of the core curriculum. the academy will implement it for the spring semester. this likely stem from a sexual assault case involving three former navy football players. they face a court martial later on this month. the nsa has built a network that can access as much as 75% of all u.s. web traffic. the wall street journal reported the agency sometimes retains the content of the e- mails between u.s. citizens and filters some domestic phone calls that use internet connections. now, a spokesperson from the nsa says that the nsa's signal intelligence mission is centered on defeating foreign adversaries who basically aim to harm the country that we defend from the united states, from such threats that will fiercely be working to protect the privacy rights of u.s. persons. a partner helped expose america's secret surveillance

with you, you will need it. some scattered showers and thunderstorms will be popping up as we go throughout the day. let's take you outside in iamsville where we do see the clouds, but we see a few breaks in the choudz. sunshine in here as we 2 throughout the day as well. in terms of temperatures this morning, coming in at 67 degrees in iamsville. look at the dewpoint, 66, yes, we are feeling uncomfortable once again. we are going to be on the humid side even as we head towards union bridge, 67 degrees there. we did have a few areas of patchy fog this morning, but not as bad as what we had yesterday morning. so this is what the planner looks like for today. by 8:00 that temperature at 75 degrees. lunchtime coming in at 85, but the humidity will stay with us all day long. the thunderstorms in the forecast even as we head towards 3:00 and even 7:00. let's get a check of the traffic with mike. good morning. >>reporter: well, not a good morning for 295. take a look at this, this is ugly right now. we got a crash that's not only tying up the southbound lane, but it's now tying up the northbound lane and just to add insult to injury, they're detouring now to route 198.

so that means 198 is jammed, 295 is jammed. where do you go? you gotta hit 95 up unfortunately this morning. this is a bad one. again, talking about near fort meade road, just avoid 295 like the plague this morning because of this issue. and then the hits just keep on coming, road south to power mill road ramp also dealing with delays closing in on d.c. so if you have to travel to d.c., well, it's going to be an interesting commute for you. southern maryland boulevard in anne arundel county at talbot road, law still on the scene with this one because we do have an earlier accident, so they're investigating this one as well. more traffic and weather coming up in just a little bit. guys. a 17-month-old child will never get to know her parents. they were gunned down right in front of her in their townhome. friends and family came to a vigil last night to remember william monroe and megan kerrigan. roosevelt leftwich is live this morning at baltimore police headquarters following this story. do they have a motive in the case, rosie? >>reporter: city police have filed charges against 35-year- old melville mason.

he's the man accusing the two people over what was a perceived debt of $10, that's according to police. now, friends and family of 21- year-old william monroe and 22- year-old megan kerrigan, this only makes their loss worse hearing something like this. over 150 people gathered outside of the victims' home on south cary street last night. the family says mason threatened them as early as last friday and they say they even called police about it. police say mason broke into the home on tuesday morning, shooting monroe's mother and a family friend before killing monroe and kerrigan who were in a back bedroom with their 17- month-old child. police say mason would have shot the baby, but the gun wouldn't shoot. they say kerrigan and monroe were good people and their deaths are tragic. >> it felt riek a nightmare. i can't say nothing but nice things about them. they were always friendly, they always took care of everybody. will always gave a helping hand for somebody that needed it. megan was very, very kind to

everybody. again, she was ready to help somebody out with anything they needed. i'm going to miss them very much. >>reporter: city police say they're looking into the family's claim that they filed a report against mason. in the meantime folk hoss were at last night's vigil say they're going to take a pledge to help raise the 17-month-old because she's going to grow up without her parents. reporting live downtown, roosevelt leftwich, abc 2 news. more this morning on the crisis in egypt. there's new information on that country's former leader. the egyptian prime minister has ordered the release of former president hosni mubarak after being detained for close to two years. mubarak will be ordered under house arrest as a condition of his release. however, the move could likely increase tensions in that deeply divided country. >> this is horrible. it'll cancel everything we've been through, all the killing, all the bloodshed, it's devastating. >> you'll recall it was under mubarak's rule that gave rise to the 2007 arab spring and ultimately led to the ouster of that long-time president. what followed in the months to

come was the country's first democratly-held election in quite some time and with that the election of mohamed morsi, he's the candidate for the muslim brotherhood, and then more than just a year after that, egypt is once again spiraling out of control. many analysts now fear mubarak's release could amplify islamist allegations but last month's military coup went a step toward restoring his old regime. closing arguments are set today in the murder trial of army major nidal hasan. he's the army psychiatrist that's charged in the shooting rampage at fort hood. he rested his case yesterday without calling a single witness, not even himself. major hasan is now acting as his own attorney at the court martial and is being accused of killing 13 people and wounding 32 others in the 2009 attack. if convicted hasan faces a possible death sentence. in austin, texas, a man is charged with trying to crash a plane by working to open the emergency exits while it was in the air. the airtran flight from baltimore made an emergency

landing in memphis on monday. randolph robinson is charged with attempting to damage an aircraft. the indictment says robinson's actions forced flight attendants to physically remove him from the doors. no one on board that plane was hurt. delaware attorney general bo biden is in great shape and will be discharged from the hospital today. vice president joe biden says his son has had a successful medical procedure at a cancer center in houston, texas. he is being evaluated after becoming weak and disoriented last week. there's no word now on what that procedure was. more affordable college education, that's the focus of a two-day bus tour by president barack obama that kicks off today. the president will visit schools in new york and pennsylvania to push through a number of proposals aimed at curbing the rising and higher costs of higher education. the president says pricey tuition and cuts in financial aid are leaving middle-class students buried in loans. now it's time to change. that tour is touted as part of the white house's plan to "create a better bargain for the middle class." another top politician in

our state may be on board with pushing back the start of school until after labor day. published reports indicate that governor o'malley spoke about the idea pro -- that was originally proposed by comptroller peter francho. a task force is now looking into the idea and o'malley says he hopes to decide in favor of the plan. francho says a longer summer season would really boost tourism and tax revenue for the state of maryland. five schools in baltimore county may soon feel the cool relief of air conditioning. the state board of public works approved almost $12 million for this project. the county executive is asking the council to approve the remaining $17 million. the school is set to get the air conditioning include feather bed, hawthorne, scotts brarchg and wellwood international elementary schools as well as parkville middle school. today two teens involved in a serious car crash are holding a blood drive. it's their way of showing gratitude to those who helped save their lives. josh wilson and brendan

wienhold were driving home from a high school basketball game when a pick-up truck ran a stop sign and slammed into their car. wilson sustained major injuries including a broken pelvis and brain injuries and spent 17 days in the hospital. the blood drive is from 2:00 to 8:00 on fallston road. they hope to meet every emt who helped save their lives. thursday night football now, the ravens fans, defending super bowl champs take on the carolina panthers. it is preseason game number three from m and t bank stadium. that's typically the game where starters see the most action and baltimore sits at 2-0 in the preseason, but let's be honest, the starters have struggled. joe flacco has led the first- team offense on just one scoring drive. kickoff tonight, lynette, need a forecast, 8:00, you can catch it on espn. >> i have that forecast for you, charley coming up, and everyone else out there. maryland's most powerful radar mainly dry right now, but what we are watching, one lone shower right over in talbot

county, you can see it over wings landing, tuckahoe springs dealing with some light to moderate rain around the area. as we continue through the day, we will stay dry for the most part, but we will have more scattered showers and thunderstorms popping up in the picture. let's take you out in gwen oak this morning where we do have the clouds, but we do have breaks in the clouds. that sun not going to be our friend for today, because if you don't want the showers, well, that's what it's going to lead to, and thunderstorms. and some of those thunderstorms could be on the gusty side. as we look at temperatures this morning, well, this is what we're going to be looking with, upper 60s in harrisburg and also colombia, the low 70s from farrow's point to aberdeen to easton this morning. and we will continue with these temperatures on the up side as we go into the afternoon. all of this is courtesy of this area of high pressure out into the atlantic. we will pump in plenty of moisture, plenty of heat as well, and then we're also going to be dealing with this cold front to move through the area, especially as we go towards tomorrow. but for the big picture today, that heat is going to hold tough until this afternoon and

then we'll start to see a little bit of a change in the forecast come the weekend. we look at abc 2's most accurate futuretrend, it goes into motion, picking up on the showers as we go towards later morning hours. so this is pretty accurate, i would say. we're already seeing a thunderstorm, a shower popping up across the area this morning and then we'll do it all over again possibly as we go into the afternoon and evening. so with the potential, with the showers and the thunderstorms in the forecast, make sure you do go to our website and download our storm shield weather app. if something goes severe on you, it will alert you in your neighborhood. the high temperature today coming in right around 88 degrees, but with the humidity, we will feel more like we're in the 90s. here's that game day forecast that i promised you, by around 8:00, 81 with scattered showers and storms possibly. it won't be a washout. as we look at your weekend forecast, that makes you smile, plenty of low temperatures and lots of sunshine. let's get a check of the traffic with mike. >>reporter: here we go, whoa, this is a problem. we're going to go to 295. yeah, this is south of the city, all lanes on southbound 295 are closed.

this is near fort meade road. they're redirecting traffic onto 190. this is just an utter mess. take a look at the camera. what you're seeing right now is the southbound that's closed, that's why you're seeing limited traffic, while the northbound is just jammed. and we're talking a three-mile jam. so all lanes of 295 being affected with this crash, certainly an investigation ongoing. and as you go south of that and if you have to commute into d.c., powder mill road ramp is also closed due to an accident, then you're going to hit more traffic on 295. so if you can use 95 this morning, please do. also an issue in anne arundel county near annapolis taylor avenue. there is police activity tying things up. the shot on the north side of town along 695 right out towards 95 is really looking good this morning thus far. lots of green on your screen. here's the shot 695 at hartford road. inner and outer loop is pretty good at this hour. we'll have another check inside "good morning america." guys. top stories for you on this thursday morning, the arkansas girl who contracted an extremely rare brain-eating

amoeba from a water park appears to be making a miraculous recovery. kaley harding continues improving after being diagnosed with the usually-fatal parasitic meningitis. yesterday she was able to walk across her hospital room without assistance for the first time and she also said hi, mama. she is only the third person on record to survive this amoeba. a woman who took in the suspect in an atlanta area school shooting says he was mentally ill but never violent. natasha knotts says that michael hill lived with her and her husband for a time when he was in his late teen years. she says that they took him in after he started coming to church where they serve as pastors. this morning the 911 tapes from tuesday's standoff have been released and they're pretty incredible. we're going to hear more about them on "good morning america." also coming up a local blogger right here in baltimore who lost 70 pounds through diet and exercise found out a diet company took her before and after shots without consent and used them in their ads. that company claims she lost 70 pounds, and get -- in, get this, one month.

a sense of how hot it is. look at the burning stumps holding up the guardrails. within minutes, an example of how quickly things can change along the fire line. it shot up and crossed the road right behind us. whoa. a chunk of tree, more than enough to seriously hurt someone, falls near our car. soon after that, another flare-up. and we're forced to back out. 16,000 acres are burning along mostly rural land in yosemite, forcing a nervous few to grab what they can and get out. >> it was frightening. it becomes so unpredictable. it looked like lava coming over the tops of the hills. >> reporter: more than 50 large fires are burn right now in 10 states. but the most active is here, where firefighters warn conditions change with the wind. and fast. >> the wind blowing this way. it's going to pick up continually here, shortly. that's why we can't stay here more than a few minutes. it's going to be important to get out of here. >> r
