a 37-year-old man was shot in the head. this happened in the 3700 block of bondy avenue. the victim was pronounced dead at the scene and police don't have suspects. family members of a murdered inmate inside a prison in western maryland say he should have they have been in the same-- should have never been in the same cell as inmate serving a life sentence. the medical examiner is calling the death a homicide after an autopsy revealed he died of blunt force trauma earlier in the week. his family received a letter from wallace saying he felt threatened by his cell mate. that man has not been identified but family members say he was serving a life sentence and unlike wallace serving 23 years for robbery and drug charges. >> he is not a lifer. the other inmate was a lifer. he is a threat to society. he is threat to society but to the prison system.

new this morning maryland state police will start bringing in extra help as they struggling to clear up the log of gun license background checks. they are a month behind and say the buyers approaches guns at record levels. roosevelt leftwich joins with us more on what's happening in columbia. >> reporter: yeah, thousands of people are still waiting for the firearms background check to be completed by state police for purchases they made months ago. so they are bringing in as much help as they can to the processing center somewhere here in columbia. in fact officers for our state law enforcement agencies will help process the application.

the number of gun purchases quadrupled over the past year after the tough gun laws. state police say 20 officers from transit transportation authority and state capitol police will be brought in to help. governor o'malley pledged all applications will be approved before the changes of the state law take effect on october 1st. critics say that by using organizations other than state police to do the checks that could have dense information could be compromise-- confidential information could be compromised. newth new law re-- the new law has background checks including fingerprinting. united nations report due to be released today is expected to confirm-- is expected to confirm chemical weapons have been used in syria's civil war but may not fink here is responsible. the obama administration estimates more -- finger who is responsible for it. the obama administration estimates more than 1400 people

were killed. we will keep you posted on what happens. efforts to raise the coasta concordia cruise ship are underway. this is a live picture right now. the start of the operation was delayed several hours this morning because of fierct as yo live picture in italy it's looking like it's clearing up. rolling it off the sea bed and into a underwater platform is expected to take 8 to 10 hours. the coasta concordia is around 2 1/2 times the size of the titanic and crashed into a reef in january 2012 killing 32 people on board. also happening right now many communities in colorado remain cut off by flooding as the rain continued to fall through the weekend. four people are confirmed dade and two more are missing and presumed dead after the homes were swept away. more than 12 people are still

unaccounted for. charley crowson is in colorado and shows us how people are dealing with the disaster. >> reporter: charley crowson reporting in colorado. now day 5 of the torrential rain and flooding playing a big -- plaguing a big portion of the state. we have learned they are estimating the land mass size of the flooded area to be in the neighborhood of the size of the state of connecticut. we are in will county predominantly rural area north of denver but we want to show you 100 county roads are closed as result of the flooding. and this is just one of them county road 13. you see the truck moving through right now. it's a heavy duty truck smaller cars shouldn't attempt anything at all like this. the intersection of county road 13 and 26 in the past hour since we have been in this position. the flooding of the road has been so severe that it's taken over the banks to the west moving to the east. you see the waters moving into this farmland and now

threatening this area but threatening cattle and live stock out to the west you see the horses now on the driest land possible. the truck that moved through is the man who owns the cattle doing all he can to make sure he is safe and protected in the dangerous time. also a as you see the run from the cattles and horse trailers completely flooded. just beyond the tree line there is is a house that is under water 2 to 3 feet of water. it's submerged one of the first areas in well county that did flood. that family got out wednesday night. we have learned that they have come back a number of times. but as you expect, there's nothing for them to come back too. much of the house is under water and a lot will be a loss. we have learned from one local resident that a firestone community fire engine went off of the road county road 26, 50 yards to the north and had to be pulled off because it tried to get through the flooded

of the week with temperatures close to 80 and making plans going into next week, maybe a couple scattered showers. we will talk about the tropics coming up at 5. and for now let's talk to lauren about the traffic. any issues. >> reporter: i have a major traffic alert a long-term project is planned that will take 10 months altogether. thr replacing bridge joints and damaged concrete barriers. it starts this evening at 9 through 5 this morning tomorrow morning. two southbound lanes will be shut down between 41st street and fayette street. it's a 10-month-long project. you want to expect delays if you travel the jfx in the evening or early morning. right now the jfx is going to be free of delays. 55 miles per hour southbound at 695 typical 11 minutes from here to fayette street and right now the tunnels are going to be delay free. we are looking at the nice green drive time through the fort mchenry and harbor tunnel.

out to 695 no problems to report across the key bridge. 51 miles per hour on the inner loop and outer loop clear from parkville to towson and in pikes vial 11 minutes from 795 down to 95. that inner loop is going to be nice and clear up to 83. and interstate 70 in howard county also going to be moving right along. no problems traveling from columbia pike to the beltway. that's your timesaver traffic. police are trying to solve an arson in howard county. they want to know who seat speed camera on fire. this is what it looked like before it was removed from glenelg high school. someone set it on fire and a newspaper delivery man saw it and made the first call. todd heard the commotion. >> it was like firecrackers orheavier like m80s. >> well don't think about speeding in that area because police say the camera was

mills boulevard. there's nothing to get in your way this morning traveling southbound down towards 695. and 695 also looking good. here is a look at the west side at baltimore national pike. this inner loop is clear up to liberty road and outer loop look at the latest drive times. green across the board an 11 minute ride from 795 all the way down to 95. and if you are traveling the east side of the beltway, right now we are looking a at normal drive time of 11 minutes to travel from 59 to 83. no problems -- 95 to 83. now over to you. pretty cool a treat forhockey fans. 2013 baltimore hockey classic which means the capitol will host the boston bruins at baltimore arena. the pub drops at 7 p.m. tomorrow. last year's baltimore hockey classic was canceled due to the lockout in the nhl. the inaugural classic two years ago sold out with more than 1100 fans packing to watch the caps face the national predators.

fort mchenry is in great shape as well as the harbor and traveling out on 695, 52 miles per hour in the inner loop at the key bridge and outer loop that's going to be nice and clear as you make the push up to parkville and here's a look at harford road. inner loop going to be in great shape as you make the push down to 95 and outer loop looking at 11 minutes from 95 up to 83. typical drive time on the west side as well at wilkins avenue. looking at an 11 minute trip from 795 to 95. that's your timesaver traffic. an important alert for drivers. repairs on the jones falls expressway will begin tonight. the next 10 months they will work to replace damaged concrete barriers and joints. repair work will between the 41st and the east fayette street exits on the southbound side and close two lanes each week night between 9 at night and 5 in the morning. you can follow lauren at maryland traffic on twitter for updates and closures.

some maryland bridges are inneed of repair. a review identified 7800 bridges across the country considered deficient and critical. 28 of the bridges are in our state. however maryland officials say the repairs are underway or planned and weight restrictions are placed on some bridges to make sure drivers are safe. maryland will have some of the strictest gun laws starting on october 1st. that date is fast approaching and the state is getting flooded with applications. roosevelt leftwich is live this morning with how they are handling all the paperwork. >> reporter: thousands of people are waiting for the background checks to be completed by state police as they continue their search to try to get their firearms purchases they had months ago. so they are bringing in as much help as they can so they can continue to process the applications in columbia at the processing cente
