record by the way. reporting live in cecil county, jeff haiger, abc 2 news. two 7th graders suspended for a full year because they were playing with a toy gun. not at school. they were doing it in front of their homes in virginia beach. and they were waiting for the school bus playing outside with the air soft gun and they admit they were shelling pellets at schoolmates. when the bus showed up they put the gun away and went to school. a neighbor saw what was going on and called police. >> it is an air soft gun. they were shooting at targets. that's what we were doing. >> there is a hearing scheduled for january to determine if those two boys will be allowed back in school. construction worker, in shock trauma after being trapped in a trench in frederick county tuesday afternoon. officials say the man was in a ditch when a water pipe broke. that water gushed in so quickly, it filled the ditch leaving the 49-year-old trapped waist deep and eventually pulled free and reportedly in good condition. well, it is not just the

seashells, plastic bottles or cans on the beach these days. what came ashore in alabama that led police to get involved. officers say beach goers found a kilo of cocaine on a baldwin county beach. straight cash. the drugs were wrapped in plastic and tightly bound. sticking out of the sand. >> couples were walking down at the salt water pavilion and walked up on what they suspected as a kilo of cocaine. >> a kilo was found farther west on the beach. and the drugs likely belong to a south american drug ring but nearly impossible to find out exactly where the drugs originated. good morning maryland is back in a few moments. news time is ash 36. -- 5:36. handgun qualification license. meanwhile, the state says the handgun may not be sold, rented or transferred unless the person has a valid handgun qualification license. the licensing division has been working 21 hours a day, seven days a week operation and it started in september more than doubling the staff after gun applications spiked. more than 24,000 hours of overtime has been logged so far. we will learn more today about the washington naval yard shooting that left 12 people dead and several others injured. the fbi plans to hold a final briefing on the rampage this afternoon. the briefing is expected to provide substantial information, including more time line details. meanwhile the two fathers killed in last week's shooting, kenneth bernard and arthur daniels will be laid to rest in separate services later today. and taking a look at the nation's capital right now. where even though it is only september, it is already christmas for lawmakers. shocking.

that means it is time to spend money for the new office furniture. and electronic supplies. and scientific studies. and much, much more. on your dime. because the fiscal year winds down in october, a number of government offices are rushing to spend any money that is left over. that's right. billions are being spent because the agencies think if they don't use the money, well, then they won't get it renewed. some argue this is just a natural result of running a massive huge government. there are businesses in washington, d.c. that are meant to help contractors identify where resources are left and then go after those dollars and help these agencies spend that money that they have left in their budget. >> some critics say the rapid fire spending shortchanges competitive bidding and side steps congressional oversight. they had their problems could be resolved if agencys could roll over surpluses or be forced to out their expenditures. and a tradition with the

muslim holiday, it might cause some schools in maryland to close for a number of days. a group of muslim families are hoping to get a school district to change school calendars to observe two holidays, unlike rosh hashanah and easter and christmas, they hold classes for their two holidays. >> my family is jewish, i would not want my children to have to choose between keeping their attendance record, missing an important lecture in school, or observing our high holy days. >> back in 2005, the maryland state board of education took up a very similar issue and ruled against observing muslim holidays. the montgomery county school district said in part, quote, state law makes it clear that we cannot close schools for religious purposes but only for operational reasons like high absenteeism among staff and among students. today, it will be the first look inside the horseshoe casino in baltimore being built on russell street just south of m&t bank bank stadium and

>> you are going to steam bill. because he may get you on the forecast. >> calling for an early winter for me. temperatures below average for october and november. speaking of the temperatures this morning, we are on the cool side. we're just 49 degrees right now in westminster. and 55 in catonsville. and 52 degrees in the area. and 49 in an apartment. and 51-degrees in fallton. eastton, a degrees. this is jacket weather this morning. these temperatures coming in below average. and the satellite and radar, not picking up on a whole lot this morning. yes, we are dealing with a few clouds trying to move in to the picture and all of this is courtesy of this system that is down south. and you can see the rain in the tennessee valley, across tennessee right now and some of this is pushing into the carolinas, and all of that cloud cover is blowing off across the area this mork and continue as we head toward -- this morning and continue as we head toward the afternoon. and we won't see the abundant sunshine as we saw yesterday. and we have high pressure on top of us. it is going to be battling with the clouds that come in here.

plen who broke into the apartment just -- masked men who broke into the apartment just outside the town area northeast and kenny curry was hit in the torso. paramedics transported him by ambulance to a local hospital. tragically, he later died. last night more than 200 people gathered at the northeast park to share memories of him. >> you could meet a random person and they would fall in love with them right there. he would make everybody happy. he was a heck of a guy. that's just who he was. >> reporter: curry had no criminal record. and lived a modest life with the earnings from his job at a local warehouse. meanwhile, shortly after police found curry wounded inside the apartment, yet another person turned up with several gunshot wounds at union hospital in elkton. that person also was shot during the altercation. inside the apartment. now at this point, it is not clear if he is one of the robbers or one of their intended victims. reporting live in cecil county,

jeff haiger, abc 2 news. john leopold says it was never about the money but about the principle. and there is a $110,000 paycheck from the office speaking up about sexual harassment. and five years later the county offered a payout to avoid going to trial. >> of all people, i think women are the most afraid to rock the boat and come forward, when they need to. and i would really hope that this would give women more courage to come forward. >> well, the check is not in the mail just yesterday. karla hander will get $110,000 but a judge still has to negotiate how much the county should pay for her attorney after five years of work. and now this is all a burden on the ann arundel county tamp pairs. john leopold will not pay a dime as he was a county employee at the time. leopold may have another suit on his hand. a er
