pay and several hundred -- others will be furloughed without pavement of course what will not be furloughed are the bills, their mortgages, tuition payments and car payments. these are our neighbors, kids go to our schools worship where we do, serve their country with pride. they are the customer of every business in this country and they would be hurt greatly. as a consequence all of us would be hurt greatly. so a shutdown will have a real economic impact on all people right away. past shutdowns have disrupted the economy significantly. this one will, too. it will throw a wrench into the gears of our economy at a time

when those gears have gained traction. five years ago right now our economy was in meltdown. today our businesses have created 7 1/2 million new jobs over three 1/2 years. the housing market is healing and our deficits are falling fast. the idea of putting the american people's hard earned progress at risk is the height of irresponsibility and it doesn't have to happen. let me repeat this. it does not have to happen. all of this is entirely preventable if the house chooses to do what the senate has already done and that is the simple act of funding our government without making extraneous and controversial demands in the process, the same way other congresses have for over 200 years. unfortunately, right now house republicans continued to tie

funding to the government with ideological demands like limiting a woman's access to contraceptives or delaying the afd -- affordable care act after making promises to the extreme right of their party. let me be clear about this. an important port of the afd harford takes effect tomorrow, no matter what congress decides to do today. the affordable care act is moving forward. that funding is already in place. you can't shut it down. this is a law that passed both houses of congress, a law that bears my signature larks law that the supreme court upheld as constitu law that voters chose not to repeal last november larks law that is already providing benefits to millions of americans in the form of young people staying on their parent's plan until they're 26, seniors getting

cheaper prescription drugs, making sure that insurance companies aren't imposing life time limits when you already have health insurance. buying rebates for insurance. those things are already happening. starting tomorrow tens of millions can visit healthcare.gov. so americans with the fear that one illness could send them into bankruptcy, americans who have been priced out of the market because they've been sick once, they will finally be able to afford coverage, quality coverage, many of them for the first time in their lives. some may be sick as we speak and this is their best opportunity to get some security and some

relief. tens of thousands of americans die every single year because they don't have access to affordable care act. despite this, republicans have said if we lock these americans out of -- affordable healthcare one more year if we sacrifice the healthcare of millions of americans, then they will fund the government for a couple more months. does anybody truly believe we won't have this fight again in a couple more months. at christmas. here's the bottom line. i'm always willing to work with crun, either party to make -- anyone, either party to make sure the affordable care act works better, to make sure our government works better. i'm always willing to work with anyone to gre our economy, get our -- grow our economy, and i

have demonstrated this time and time again. but one faction of one party in one house of congress in one branch of government doesn't get to shut down the entire government just to fight the results of an election. keeping the government open is not a concession to me. keeping vital services running and hundreds of thousands of americans on the job is not something you give to the other side. it's our basic responsibility. it's something that we're doing for our military and our businesses and our economy and all the hard working people out there, the person working for the agriculture department out in some rural community who's helping some farmers make sure that they're making some modest profit for all the hard work

they're putting in. thr heat person working for hud who's helping someone buy a house for the first time. a va office who's counseling one of our vets who has ptsd. that's who we're here to serve. that's why we're supposed to be carrying out these responsibilities. that's why we should be avoiding these constant brinksmanship. it's something we do in the other far pri process of this extraordinary system of government that we have. you don't get to extract a ran some for doing your job, for doing what you're supposed to be doing anyway or just because there's a law there that you don't like. the american people sent us here

>> if you're a senior with medicare or get your health insurance from your own employer, tomorrow need -- means practically nothing. it's a date that applies to the 800,000 uninsured in our state. enrollment in the healthcare exchanges open. you will have from october 1st to march 31st to study and enroll. there are basically four companies in maryland offering about 45 different healthcare plans. the state already set up a framework to help people navigate through this process with six different regional teams. the one for maryland includes baltimore city, anne arundel and anne arundel county. counselors are ready to help them. >> if you have employer based health insurance, you can keep

it. if you're a seen crr with medicare, you can keep it. if you're uninsured, there are a couple options available. >> coming up at 6 we'll explain a few of those options as well as deadlines you may need to know and how to take advantage of the in order to navigate this new mandate. all right. let's ghoat that breaking news update on the fire that sparked the bay bridge. investigators spent the afternoon on the bridge. they're trying to zero in on the accident that tied up traffic for hours. >> the state marshal's office said they can't rule out criminal activity but they -- they can rule out criminal activity but can't say for sure what caused it. it happened in a work area under the bridge. investigators from the state fire marshal's office and the maryland transportation authority spent the day looking into what sparked the fire. the answer could come later

today. the fire marshal's office said there's lap chance the cause -- a chance the cause could be undetermined. the bridge has no structural damage and is safe. now the transportation authority says there was paint stored in the area where the fire happened and there was a construction crew in that work zone but three were all gone by the time the fire started. >> well, come tomorrow, grabbing your cell phone behind the wheel will be a law othe past. >> a new law puts the brakes on it. one family has pushed for this change for five years. >> reporter: for kim and russell herd it's more than a new law taking effect. they said it's a step toward ending distracted driving deaths and perhaps saving the heather in someone else's life. >> new that it's hands free -- >> reporter: it's been five

a small plane crashes and investigators are working to determine just how many people were killed. they don't expect to see any sphieferls-- survivors. officials said the plane veered off, slamed into a storage hangar and burst into flames and then the hangar collapsed. witnesses say at first the landing looked normal.
