>> as he is on the way to the disabled vehicle call, he got another car saying they believe the man is suicidal. but as he arrives, you see him grabbing his legs he could have killed himself and another car full of people. >> i didn't give it a great deal of thought. i was thankful hi a chance to help somebody out who needed help. it worked out great. >> the sergeant told reporters he sensed relief in this man that, this man was grateful for being saved and he is now being treated. >> the videos i have are nothing short of shocking. this first video is surveillance from the streets of colombia. pay attention to this truck driving up the street. >> what? >> my goodness. >> it explodes in the middle of its drive. it ends up hitting that tree and stops completely and just a few
2:31 pm
seconds later, notice the passenger side window. someone actually manages to escape the fire. unfortunately inside the car were also a former city official, hajavier milan and th sister of the driver of the truck but they didn't make it. >> were they targets? >> they are speculating it's a hit. but reports are saying perhaps it was a gas malfunction? >> i hate to speculate but that doesn't look like -- >> something just went wrong with the car. >> here's the fire truck arriving. you can see the damage after. the second video in in the u.k. it's a surveillance track of a street with a railroad track running through it. the barriers are down, you see flashing, warning lights but there's always someone not willing to pay attention like this woman on a bicycle. >> no! >> what?
2:32 pm
>> who decides to ignore all of that, drives right up to the tracks just seconds before the train is coming, missing it by just -- >> that train was flying! >> i mean, aside from the barriers and flashing lights, couldn't she hear it coming? it was right there. >> and now you're not even going to go? >> when the barriers go up, she turns around and goes the other way. she's like you know what, never mind. >> she's got to go home and change her pants. >> police released this video because they want to identify her and also to let people know pay attention! >> this is kevin richardson. when he wakes up in the morning, he greets his pets. >> oh, boy. oh, geez. >> what's up? >> hey there, little boy. hey there, little boy. >> that's a female and a male. we've got two lions on this guy's body. >> looks like they're really hugging him, though. >> he's a self-taught animal
2:33 pm
behaviorist. he's liked animals ever since he was a little boy. >> they love him. it's like he's coming home from being gone all day and they're like excited to see him. >> hey. >> i love how he talks to them like they're just little chihuahuas. >> and they're just cooing and rubbing on him. >> thousahow do you gain their and not just look like a steak sandwich? >> what's really neat is look at the rig he has set up. if you think about it, what angle is that? it's obviously not a third person taking the video. there's an arm that comes out of his back. but what i love about the video is the female is like there's something on his back and i need to look at that. >> and he's out there by
2:34 pm
himself. not for me. >> was a routine jump a of ofs jumpers, but on this day -- >> he's giving me the sign like -- >> this video shows basically the final moments of mark's life. >> the story behind the jump and how his life is being honored. >> and two life changing moments, all in one day. >> one of his love's dreams was to get engaged and married in the same day. >> how one guy pulled off the huge surprise with the help of pinterest.
2:37 pm
back in august, epic tv put on this event. basically it's 23 of the world'. three days of them jumping from all different mountains in the french alps. one of the guys, 42-year-old mark sutton, an exrmy officer, a base jump specialist, he also was a stunt double for james bond, he was the guy who flew into the london games opening ceremony. remember he dropped down. mark was a part of load five. he was up there with a number of other guys, one of them tony. >> mark suggested i follow him. i thought it was great because he's a much better jumper than me. >> mark is in the red and yellow suit. he jumped and i just followed
2:38 pm
him. it was real quick. and i couldn't believe it. >> tony lands safely, right? and when he gets to the ground, starts sort of motioning to the rest of the game. a couple of them get back in the helicopter and head back up to try to locate him. >> they can see from the heli that there is no point for him to go down and do anything about it. >> they realize this was, in fact, a fatal accident. >> mark dying up there, mark was my hero. >> this was supposed to be a multi-day event of jumping. they made the conscious decision we're going to continue this in honor of mark. >> new destination, destination, beginning. >> we came here to complete
2:39 pm
something, accomplish something, and i think mark would have wanted that as well. >> hands down one of the best stories ever! this handsome fella you're seeing on your screen is ryan leek and ryan met the love of his life, amanda rowen and decided it was time to propose. one of his love's dreams was to get engaged and married in the same day. >> what? that doesn't really allow to plan for the best dress. >> and technology to the rescue. a special thank you to pinterest. ryan used her pinterest account. they had a little section called my dream wedding. she had all kinds of photos of what my dream wedding might be. so she was planning her dream wedding without her knowledge. so now ryan decides how do i do this?
2:40 pm
he picks miami, florida. >> amanda, i love you so much. and it would honor me so much if you would marry me. >> incredibly romantic. but as you can see, ryan's like, all right, we have to move this along. she's like this is the biggest moment of our lives. why are you rushing? >> it's because he had the wedding planned. >> she gets her perfect make-up, her perfect hair, her perfect dress, ready for the wedding. we have amanda and ryan vid individuvideo skyped. ryan, how did you have the urage to do this? to do anything.mebody, you
2:41 pm
i wanted to put all of my being into making this happen. >> you may kiss your bride. >> pulling you off, were you just nervous that she wouldn't like something or maybe that you did something wrong? >> absolutely. i love my wife, but she's still a female, which means she's entitled to change her mind at a moment's notice. i'm thinking to myself she might absolutely love this or she might absolutely hate it and it's just the risk you have to take. you go big or you go home. >> amanda, are you glad that it was your dream wedding? >> i got my dream wedding without ever calling the florist or the caterer. in retrospect, i am so glad that he did this. >> congratulations. you guys make a gorgeous couple. way to go. >> it's a prank that's funny, yet scary. >> when a skeleton rolls through

to empower women affected by breast cancer. new raspberry 5 hour energy. it's one good deed that will go just right. it's officially october, the month of halloween. special report. nchts good afternoon from abc news headquarters here in new york and we come on the air at this hour after reports that the u.s. capital has been put on a security lockdown. you're looking live of constitution avenue. and here s what we know so far. sources tell ampb bmpb krmpb news that there are initial reports that someone tried to ram the gates at the white house and fled to capitol hill where they were shots fired. it is unclear who fired those shots. but as you can see, there is significant police presence at this hour. and a
2:45 pm
number of emails have gone out alerting folks on capitol hill and at the supreme court to stay inside. i want to bring in our senior washington correspondent who reports on capitol hill for us. jeff. you talked with your sources, what are they telling you? zbl we talked to three senators who witnessed the shootings. they were standing outside the u.s. capitol building around the dirksen senate office building. about a block across the street from the u.s. capitol. senator bob casey of pennsylvania, very calmly told us a few moments ago he heard at least three shots fired. senator shared brown was also walking there. police officers told the senators to get down under vehicles nearby. and they eventually made their way back into the u.s. capitol. which, david, it is on lockdown. we're on the senate side of the capitol. a lot of police activity outside and senior senate aides are telling abc news, that one capitol police officer was shot. not confirmed,
2:46 pm
but a senior senate aide is telling us. zbl reiterate that point. we believe that one person has been shot, jeff? zbl a senior senate aide told me a short time ago that they believe one capitol police officer was injured, was shot in this police activity. we do not know the severity of that. that's what a senate aide arks very high hn level source told me a few moments ago. david zblxt we believe we have the sound of it giving details of the possible officer shot. the reports coming in late this afternoon we're on the air. let's take a listen. zbl we thought we heard shots, saw a lot of police cars and then we heard shots. and the police told us to go back. we were walking back to our office. zbl we heard cops and sirens. zbl three? three, four, five. we didn't know if they were shots or not. we were just walking. what side of the building were you walking
2:47 pm
on? we were 0 in the grassy area. and then they told us to get behind a car. get back and get behind a car and take it from there. we were in the grass. right outside the dirksen. >>is believed it started at the gate to the white house, that shot is of constitution avenue where there's a significant police presence at this hour. we're learning from our sources right now that there could be a suspect, could be a suspect reported dead on the scene. that is just coming in to us. i want to turn to john carl at his post at the white house.
2:48 pm
offabout woo quiche r ajohn, ben the air you were telling me about some activity. >> it's not a gate to the white house, it's a vehicle barricade on 15th street and pennsylvania avenue. it's right in front of the treasury building. which as you know, sits right next to the white house. and as we understand, a vehicle ran into this barricade. and then there was a pursuit. we are told, unclear exactly how long the pursuit was. we're told it was a short pursuit. that vehicle is the one that ended up there on the capitol on the senate side on constitution avenue where you see all the activity and where the shots were fired. what we've been noticing here at the white house, first of all, the white house grounds are on a lockdown, which means we are not allowed to leave. nobody else is allowed to come onto the white house grounds. and we've seen capitol, secret service police cars and motorcycles going back and forth with their, with their lights on. but it looks like you know this
2:49 pm
is a precautionary step in the wake of what was that you know, some kind of vehicle hitting those, hitting those barricades. i should point out that that happens from time to time here at the white house. it doesn't necessarily mean somebody is trying to break in. they've had in the past, drunk drivers coming in and hit the barricades and always create some kind of an incident. this obviously would be on this. >> john carl, our chief white house correspondent, talking about how he is not allowed to leave the white house grounds now on lockdown. jeff zellany, reporting from the capitol, from his post. some images coming in in addition to what you're looking at right there. you can see a sniper on the capitol grounds. a very tense afternoon unfolding on capitol hill. and a notice went out from the capitol police advising everyone by email. this is the notice, to close, lock and stay away from external doors and windows. the notice says that gunshots have been reported on capitol hill there are unconfirmed
2:50 pm
reports of an officer injured as you heard from jeff zellany a short time ago. i want to bring in our senior justice correspondent, pierre thomas who joins us on the telephone. this is a quick-moving investigation, pierre. >> that's right, david. we just heard from law enforcement sources. we're being told that the fbi, atf and all law enforcement officers are responding to the capit capitol. based on reports of a car chase and shots fired. we also are getting some guidance from sources that a suspect may have been shot. and may be neutralized at the scene. we're trying to get additional information on that. but the information is that the car chase ended in the confrontation and that the suspect, female, described to us by our sources as a female, has been neutralized. >> just to bring everyone up to speed who might be joining us now. you're watching our live coverage here on abc this afternoon, of some tense moments playing out on capitol hill. reports of a car ramming into
2:51 pm
one of the gates in front of the white house. as you heard john carl report there. those kinds of disturbances aren't entirely uncommon. what is, is the fact that the headed for the capitol.car then outside the dirksen building as we were showing you there moments ago, the map and that's where there weadditional shots fired. exchanged with capitol police. there were reports of one officer injured. and as you heard pierre thomas report moments ago, that a possible suspect, perhaps the driver of that car, a female, as pierre said, could be neutralized, which is a law enforcement term. there is a report that that person could in fact be dead. obviously this all has to be pieced together and confirmed by authorities who are working this on the scene. you saw the notice that went out almost immediately. not only to the supreme court across the street. at the capitol. at the white house, where john carl is reporting in, telling everyone to close, lock and stay away from their doors. you saw a hint from senator
2:52 pm
sherrod brown, the chaos inside the capitol. this all comes as the government shutdown plays out on capitol hill. tensions already high. political tensions, because of the ongoing struggles between republicans, democrats and the white house about what they're going to do to move past this shutdown. the american people caught in the middle. obviously no word on whether or not this person who might have rammed one of the gates to the white house did so because of tensions. all over this country about which party might be at fault for this. but clearly, this comes at a time of heightened tension on capitol hill. i want to bring in jeff zellany, you said you confirmed with your sources that they confirmed to you they heard the shots themselves. >> they did these three senators, they were eye witnesses to these shots. three senators, shaken but calm, describing this situation here. but i can report to you now, the government shutdown means the capitol is not nearly as crowded as it was before. but the capitol police have been in full authority here as many of them are here as ever. and they were running through
2:53 pm
the hallways of the capitol when we first heard these reports. they ran into the sergeant at arms ran into the senate chamber. making sure that that situation was okay. but these three senators did witness this, but right now, david, things are getting back to normal a little bit. if we just received a notice that there is an all-clear, at least on one side of the capitol. the lockdown is no longer in place there. it would appear that these reports are right, that the situation is getting under control, david. >> that's what i'm hearing as well, jeff. that the house side is operating as usual. no longer on lockdown. we're told at the supreme court they're not calling it a lockdown, but aren't letting anyone enter or leave the building. we're closed at this hour in the situation can be determined as to what in fact has played out. i want to check back in one more time with john carl, our chief white house correspondent at his post. john, what can you tell us from there? >> two important facts here. one is that the marine guard is at the entrance to the west wing of the white house, as you know, david, what that means is that the president is here in the
2:54 pm
a vehicle barricade, it stands in front of the treasury building. which is a mammoth federal building next to the white house. so it's a good you know, it's a good distance from the white house. i can see it from here. i can see where the gate is. where the barricade is. but it's not directly in front of the white house. it's not really an entrance to the white house. even if you got through that barricade, you would still have to drive over a block to get to the white house. >> we showed the image of the sniper earlier, john. i want to show our audience
2:55 pm
tuning in to our coverage of shots fired on capitol hill. that's believed to be a marked secret service car in that image. just some of the images coming in. people are tweeting about this obviously in real-time which is as these events unfold now in this day and age of social media. but what we know is a short time ago, there were reports that a driver inside a car tried to ram the entrance as john carl points out in front of the white house. then continued in the car to capitol hill. where there were then not only reports of shots fired. but we heard including senator sherrod brown moments ago, talking about the shots fired outside the capitol. the notices that went out immediately by email for everyone to stay inside their offices. part of the capitol, they're still under surt lockdown. it's believed. although they might not be calling it that. the supreme court still closed at this hour as the investigation continues. we heard from pierre thomas, our senior justice correspondent. if we could check back in with him, we will, on this fast-moving investigation. what we believe is the situation at this point is that perhaps
2:56 pm
one officer might have been injured in that shooting. and that perhaps, perhaps the suspect inside the car, a female it's believed, might have been targeted by officers responding to the scene. we have jim avila on the phone, part of the white house team. jim, ha can you add as we look at pictures coming in, obviously security hovering over the capitol right now. the washington monument there in the distance as we watch the helicopter in the sky, just part of the scene unfolding, jim. >> yes, david. i'm standing just steps to the russell senate office building, which is about a block from the main part of the capitol itself. the capitol building. on the way here, 1st and constitution, a block away is where i saw one marked police car overturned. i'm told that was because he was responding, code three, lights and siren up to the capitol because of the reported shots fired. as he was responding, one of the people, one of the people
2:57 pm
running the barriers here, embedded in the street, one of the officers here, raised the barrier. so the officer who was driving the car, at high speed, hit that barrier, and went up into the air, and came down grille-first, that officer was injured and taken away by the ambulance. we do not know the condition of that officer. as far as the shooting inside, if there was one, i don't have any direct information about that. i can just tell you that on the outside, police are quite nervous. they have now put out a barrier or barriers around the capitol. at least a block to a block and a half away. i saw at least 100 capitol police officers come out and begin pushing onlookers away, including the press, away. and there's a complete lockdown on the capitol building itself. no going in or going out. >> you mentioned the officer shot and injured, we don't know the condition. have you heard anything about the possible driver of the car, the condition of her? >> no. in fact nobody here is speaking.
2:58 pm
whatsoever, none of the capitol police, there's no information being given out, official information being given out. the only information coming from eye witnesses. and the only eye witnesses i was able to speak to so far were eye witnesses to the accident of a secret service agent on the way to the report of shots fired. i don't know anything, i'm afraid, david, about exactly what went on in the capitol building itself and if anybody was injured inside there. >> jim avila, part of our white house team. jim, my thanks to you as the situation continues to unfold. we're getting word right now over the loud speakers at the senate office building. shelter in place, order has been canceled. which obviously will ease some of the tension there on capitol hill this afternoon after several senators and their aides heard some of them witnessing the shots being fired. i want to bring in jeff to confirm this point. the full capitol now reopened? >> that's right. we heard it a few moments ago, over the loud speakers, all clear. and it's showing on our screens, saying it's now safe to resoum
2:59 pm
normal activities. to clarify one point. there were no shots fired inside the capitol building, ther they were outside the capitol between the capitol and the senate office buildings. it's all clear inside the senate capitol and all the office buildings are up from lockdown, david. >> i want to bring in john carl one more time at the white house. and john, ann cometon part of the white house team, describing the barriers on the street outside the white house where this played out. any word on president obama, where he is at this hour? and what the white house, how they're respondi to this? i'm sure they're following this as we do, too. >> no question about that at all, david. the president is in the oval office, we know that because the marine guard is at his post in front of the west wing. also the lockdown i told you about, has now been lifted here at the white house. so folks who work at the white house, including those of us in the press, are allowed to come and go now. it looks like we're rapidly getting back to normal here. >> and john, paint the picture, if you will, obviously it's far too
