than 400 have finished the process getting signed on for insurance. today is international walk to school day. kids are encouraged to skip the ride from mom or dad and use their legs to get where they're going and more than 67 schools in the state are taking part and if you want to get your school involved there is a web site just for this day. head to walk bike to school.org. to get more information. and now, if you would rather ride than walk, baltimore county is catering to you. they plan to use more than 23 miles or add more than 23 miles of bike trails, new or expanded routes planned for places like dundalk and towson and woodlawn and catonsville. and the state department of transportation was awarded close to $230,000 in grant money for the county toward the bike program. and a court order could end a maryland woman's annual hall weeb display. for the past three years, donna kerr, 4,000 people have been welcomed in the backyard for free. and not everyone supports a

in at 53. this is what you can expect throughout the day. a cool morning on tap for us around 8:00. and by lunchtime, we're talking about 62 degrees. and afternoon, the clouds still hovering, with that high only around 66. let's get a check of the traffic now with mike. >> thanks, lynette. let's get into it. breaking news, 295 all lanes shut down between route 100 to route 32. now if you have to go south and you typically take 295, you are going to have to hop on washington boulevard. and then you can get on the freeway and get south beyond that. beyond the route 100. and now if you got to go north, the northbound side is also shut down. so if you have to go north, hop on pax river, and then you can take ridge road up to 100 and you will avoid this. so again, route 100, to 32, completely shut down. and redirecting traffic on 175, and you will have to go through jessup. let me tell you something, the local roads are loaded up right now. it is a big deal right now. parkville, putty hill at perring parkway. and old harford road. that is because of of the water

main break. that is shut down for the day today. here is 695 at green spring. e outer loop and the inner loop looking good. and megan, back to you. and putty hill avenue after a water main break, that pipe has been fixed this morning but the big hole in the road remains and slow down your morning commute. roosevelt left wish is live with more on when we could expect things to be back to normal in parkville. rosy. >> if you look behind me, you can see that the line is repaired but still problems out here on putty hill avenue. right near old harford road. the road, there is no road for motorists to drive down. but the water also is not exactly what you would call clear, the 24-inch main burst in spectacular fashion with water shooting into the sky. and baltimore city water was out here quickly and worked most of date to repair the line. the water is brown when it should be running clear and the city says running the water for 30 minutes or so to clear out

raising the debt limit. the plan by senate democrats to increase the government's borrowing ability by 1 trillion is drawing very little support from the g.o.p. and the white house is threatening to veto a proposal by republicans to create a working group. to tackle the deficit issue. treasury secretary jack lous is expected to talk to members of congress to talk about raising the credit limit. he will likely reiterate his warning that the government is risking more than the credit rating if the debt ceiling is not increased. social security payments and veterans benefits could be in danger according to lou. that deadline is set to expire october 17. president barack obama will nominate janet yellen to serve as the next chair of the federal reserve. the announcement will be made this afternoon. if yellen is confirmed by the senate she will be the first woman to head the central bank in its 100 year history. she currently serves as fed vice chair. the u.s. officials say the united states will cut off aid

to egypt in the wake of the july coup against mohamed morsi and the turmoil that followed. the announcement is expected later this month. and the u.s. has been considering a move like this since the military ouster of mohamed morsi, the first democratically elected leader. and tomorrow marks the anniversary when a 14-year-old school girl and education activist malala was shot in the head and in the neck by a member of the taliban. for defending girl's rights to education in pakistan. should he survived the attack and is living in the u.k. the taliban came out earlier this week saying she would shoot the team again and malala is the youngest nominee for the nobel peace prize in history, her memoir am malala, goes on store shelves this morning and there is a special interview with diane sawyer on "20/20" friday night at 10:00. aaron hernandez's lawyers are expected to ask a judge for a gag order in the case. a trial date could be also set, and hernandez is charged with

the murder of oden lloyd and his body was found less than a mile from hernandez's home in june. lloyd's family says the two were friends analytic and out at a nightclub -- friends and were out at a nightclub a few days before lloyd's death. someone murdered the mother of three in dundalk years ago. all these years later the family of teresa shimanski can't get any closure. the case remains unsolved. and her body was found in an apartment across the street from squires restaurant. today, squires is holding a memorial service at 5:00. her family has set up a facebook page, hoping that it will generate leads that could solve shiman ski's murder. lieutenant governor anthony brown rolled out a plan to make pre-kindergarten education available to school children. it is the first major policy proposal of the campaign of the proposal calls for universal high quality and voluntary pre- k by the end of 2018. and proposing a gradual expansion from a half day program to a full day of school

so mostly cloudy skies. and that's what is on tap this morning. and we are going to cloud up even more as we go toward the afternoon. and we are going to get some rain in here as well and the reason we get some rain, we are waiting for this area, of low pressure, and this coastal low, and it is just tracking up the coast and with that, we are also going to be dealing with plenty of wind, as the things start to blow by so we are talking about windy and a nor'easter. what direction are the winds coming from? yes, of course the north east. thanks, mike. appreciate that. >> and high pressure, yes, it is anchored up to the north there and this area of low pressure here, this is the one that we are definitely concerned with as we go through. and the next several days am and now wind speed right now, already starting to pick up a bit. these are the sustained winds now, north east at about 5-15 miles an hour. and that is going to be the scenario for today. but we could get gusts up to 25, 30 miles an hour. abc 2's most accurate future trend goes into motion and the timing on this, this does bring it in here, as we go more into the afternoon and evening. so we are talking about maybe around 5:00 or 6:00, your

-- i mean this is going to be here as a mess for quite some time. perry road, harford road, still shut down. north side of the beltway jammed on the outer loop, 35 mile-an-hour speeds, around a 5 toward hamdon. guys? the top stories this morning that we're following for you. two more people detained in the road rage incident involving an suv and a group of motorcyclists. a new york city police officer and a man police say pulled out the man from the car are charged. and both men are expected to make court appearances today. four other bikers are arrested. a fire killed four peop at a garment factory in bangladesh. the fire spread to two buildings and took fire crews almost 10 hours to get it out. 170 workers were inside the factory when it started. most were able to escape. the cause is not yet known at th time. a gas pipeline exploded in oklahoma sending flames shooting 200-yards into the air. no injuries have been reported and people who live within two miles of the blast have been

economic policy jobs in the world. we'll talk to jon karl about that. >> see if the senate says. first woman to hold that kind of position. let's get right to the government shutdown and its impact on the families of these american servicemen and women you're seeing. the ultimate sacrifice. the so-called death benefits cut off to families of those fallen soldiers. abc's jim avila is in washington with much more on this. good morning, jim. >> reporter: good morning, robin. sick children that can't get into clinical trials. capitol cops working out pay. and now, fallen heroes without family death benefits. they paid the ultimate price. but families of the war dead are being asked to suffer even more, due to the government shutdown. at the top of the list of things not working, for now nine days of shutdown, is what the pentagon calls the death gratuity. a $100,000 death payment to

families of war dead. they're supposed to receive within three days of the death of their loved one. but that's now held up in political red tape. >> i'm ashamed. i'm embarrassed. all of us should be. >> reporter: since the shutdown began, 17 service members have died. six in afghanistan. the pentagon says, with its workers furloughed, it can't process the paperwork to pay the surviving relatives until after the shutdown is over. >> washington may be shut down. but it's still asking people to go to war. >> reporter: the money is used by families to arrange for funerals, fly to dover to greet anywhere fallen heroes' flag-draped coffins. and as immediate life insurance. >> now because a small group of tea party republicans, we say we can't even take care of your family when you die in the service of the country. >> reporter: but republican speaker of the house, john boehner, says that these death benefits should have been paid. just as military salaries continue to be paid, despite the

shutdown. >> it's disgraceful, that they're withholding these benefits. >> reporter: a veterans charity called fisher house is helping with short-term funeral and travel needs for families. and the house is expected to pass a stop-gap measure today to fund the pentagon workers needed to process the benefits. but there's more bad news on the horizon. the v.a. says if the shutdown continues, nearly 4 million vets went get their disability checks in november. let's get more on the standoff from jon karl at the white house. and consequences really starting to kick in. we saw that in jim avila's piece. more dangerous harm could come from a possible default. and that deadline's coming fast. still, we saw yesterday, no breakthrough at all. >> reporter: no breakthrough. in fact, george, it may be getting worse. i mean, you saw a situation where the president came out, spoke for more than an hour. made it very clear that he's not going to give in to what he calls ransom demands by
