small businesses to major corporations. what can we do for you? >> and now "bbc world news. >> a -- on nearly 300 charges. found guilty of just one. >> ire land's central chief raises questions to help calm the markets. >> roll royce engines aboard a plane thereof be replaced. i'm david e. also coming up. the world football organization if i havea announce it is findings of -- fifa announces its findings. >> and the 00 bottles of

bubblely found aboard a ship wreck. well thanks for joining us. i mentioned the fifa committee met and called together to consider the fate of two of its members. both of whom have been accused in the sunday times newspaper here in london of being prepared to take money in exchange for their vote in world cup bidding schemes. obviously, at the moment england are bidding for the right to host 2018 along with other countries, spain and portugal. they are in front of the ethics committee in terms of their readiness to work with qatar,
5:03 am
who are bidding for the world cup in 2022. a news conference has just started in zurich. we will listen. >> adepread for time to work on these cases. we've heard practically all the parties involved that were accompanied by their legal representatives. legal representatives that obviously contributed to finding out and establishing the truth. they were all very well prepared. and they knew the cases inside out. and we had a chance to look at many things, and this was all very positive. these officials were all very difficult to take, because the ethics committee was fully aware of what was at stake. the sanctions imposed could be very serious. however, fifa needs to take
5:04 am
decisions. i personally am a swiss citizen. i did not choose to be a swiss citizen. i was born in this country, switzerland. and i had to accept the laws of my country. however, when i decided to enter fifa, i realized that i was opening a door. i was opening a door which involved entering a new set of rules, and i knew if i stepped through the door, i had to respect their obligations. and one of these is found in the code of ethics. which was edited by the executive committee. the ethics committee was created by the political will of fifa's congress, so it emerges from the political will to adhere to these rules.
5:05 am
i am going to read to you now different segments of the code. only these sections. it's important so as to understand what we base our work on. i'll read the preamble to begin with. is fifa bears a special responsibility. to safe guard the integrity and repation of football worldwide. fifa is constantly striving to protect the image of football and especially that of fifa from concealed weapon d'or harm. as a result of immoral or unethical practices. in this connection, the following code has been -- ed so that's the basis of our deliberations.
5:06 am
the basis of the code of ethics. and then the ethics committee did its work. we're here to implement its code. we know for well our work started on the 20 of october. maybe a bit before then. and today we're at the 18 of november. in less than a month. decisions will have to be taken, and i'll read the decisions. these decisions were taken with respect to violations of the code of ethics. the ethics committee in these last few days have taken the following decisions. on reno, fifa vice president and member of the committee, there is -- he will be forbiden from exercising all football
5:07 am
activities for one year. he will also have to pay a fine of 5,000 franks. as regard to mr. adamu, fifa executive committee member. he is forbiden from carrying out any football-related activity for three years. and he will have to pay a fine of 10,000 swiss franks. mr. alulu, chairman of fifa dispute resolution chamber and member of fifa status committee. he is forbiden from exercising any football-related activity for two years. and he will have to pay a fine of 10,000 swiss franks.
5:08 am
mr. analoof, general secretary of the fifa of tonga, he is forbiden from exercising any football-related activity for three years. and he will have to pay a fine of 10,000 franks. mr. amadu chakite. member of fifa's referee committee. he is forbiden from exercising all football-related activities for three years. and he will have to pay a 10,000-frank fine. mr. binjia honorary member of cats. here we decided on a ban on all football-related activity for four years, and a payment of a
5:09 am
fine of 10,000 franks. we had to take these decisions. but if i read the code of ethics, gentlemen, when we enter in fifa, we accepted obligations and were not allowed to make certain mistakes which fly in the face of the code of ethics. these are the six decisions we took. on these individuals. we've also looked at a case of alleged conclusion between -- collusion between possible organizers, the possible bids for the next world cup. sport gal and spain on one side and portugal -- on the other. we didn't find sufficient
5:10 am
grounds to reach a conclusion that there was any collusion. and therefore, we didn't move forward on that case. obviously it's harder to prove collusion, even though doubts may always arides in terms of objectivity. however, we as the ethics committee, we are bound by our standards and by facts we can establish. and if we can't establish anything, it's clear no offense has actually been committed. those were the decisions taken. i would like to end with a personal comment. we didn't impose sanctions. against one party. and here i am referring to the
5:11 am
sunday times. i'm not talking about the fact that they filmed certain footage. that is always debatable. people can agree and disagee. we don't have the mandate to judge on that. what i saw and cannot tolerate is the fact that they changed sentences. they changed the way they presented the truth. i have too much respect for the fact of for the job of journalists. your job is too important to be taken lightly. you need to tell the truth and always need to establish the realal facts. not those that could be in your material interest. not those that could lead to more sensationalism and lead to selling more newspapers. so when i say that, i hold something against these journal
5:12 am
ises, i am saying they shouldn't have twisted the truth. i don't have anything against investigative journalism. it is only fair that they quote-unquote super advise politicians, for example, and monitor them. but you also need to monitor other parties. being a journalist imposes certain responsibilities on you. and in fifa, there's a lot of money and lots of interests at stake and many people are interested in football. we're talking about a billion interests -- individuals and they believe when we take decisions, they are taken with a clear conscience. it is a principal that, last time i saw you, i stated. for as long as i am in the ethics committee, that will be my attitude and that of the
5:13 am
committee. we will have a zero tolerance policy for all violations of the standards. we are in favor of a healthy football. in favor of football as something positive in our lives. we don't want cheaters. we don't want doping. we don't want any type of abuses to be tolerated in terms of respecting the rules. we don't want any illicit advantages to take place. this is a personal experience for me. when i decided to become a part of fifa, and to take on this responsibility, i didn't think i would have to face these types of cases. however, here i am. i took on this responsibility and all the members of the ethics committee have taken on this responsibility. and we need to face these problems. we can't ignore them. these from my introductory
5:14 am
comments. speaking from the heart. >> as usually all decisions will be available to you just after the press conference. >> well, that was the chair of fifa's ethics committee spelling out the the penalties delivered to a hand full of committee members there. but folks in particular of the first two. that was one of nigeria and another -- both of "bloomberg" have been suspended from all footballing activities. in one case a year and in another case three years. and just we'll keep across this news conference. >> just give us a little bit of a context in a way for those two. because the claims were -- the allegations were of corruption. >> yes. well, they've been cleared of corruption and it's interesting what he said about his opinion of how the newspaper presented
5:15 am
the story. we can presume from that that they actually believe right now that tamarry was basically giving his version of events over a 98- minute period he spoke with the sunday times reporters and he said they edited the tape to make him appear he was guilty of corruption. but why the discrepancy between the one and three years? possibly because adamu asked for money, and tchr 800,000 to be paid via a family company, partly that could be the difference why it's between one year and two years. >> it now could mean he feels confident about fifa being able to carry on in the future. >> one day to another, but we're talking about contributing piece-by-piece. so as to change the world. and i think that piece
5:16 am
-by-piece. we can mold the world, so to speak. and that is my hope, anyway. >> i mean, i think that again, we have run the process in a trans parent and fair way. just to let you know. because i don't know if it will be a situation, but we will unleash all the inspection reports, meaning for each country would be published by the end of tomorrow after the executive committee. we want first to give them full -- but by then we establish all the reports. and aware the executive summary is coming from. i mean, we have two members who have been involved in a case. i think that also it's important for the future. it shows that within fifa, we
5:17 am
have a structure, the ethics committee, crfs given until day one to go through all the process. so they have made decisions. so it shows together we gave us all the cools to ensure that what we are doing, no bigties today when you think about the people who will be coming to attend this announcement to make sure that no one will be able to take the challenge the way we run these 18-month processes. >> the secretary of fifa. i wanted to add -- the other part of this equation. we are talking here about the current bid for the 2018 world. and in the the allegations was whether to consider spain and
5:18 am
portugal who were going through it with another. it will now essentially be the 2 men who won't be able to vote on the second of december. both world cups will be decided on the second of december. as we said, 2022. so no collusion as far as the ethics committee returned. the president of the spanish federation passed a note to the asian federation and the note said congratulations, we're going to win it. so they believe they are going to host the world cups but it's a big decision, because both had been thrown out if they had been found to have broken the rules. 2018 and 2022. but it will only be 22 men now who will vote on december, and
5:19 am
on friday, tomorrow, there will be a specially convened meeting of the executive committee with the head of fifa. so upset about the allegations they may say we're going to split the vote and only decide on 2018 and then we may decide 2022 who may host having two courts simultaneously. we've got this credit issue. it's about the credibility of fifa and the honesty within. boy we sit play for us. it's very strategic and tactical as well, isn't it? whether this has been a good theodore dad day. >> and the money is always involved and put up front. in other words, we'll help you develop football in this part of the world. that's all perfectly fine.
5:20 am
it's when it comes to actually selling your vote, clearly fifa looks bad and every time i can remember -- because it thinks its house needs cleaning up. they say don't touch the football administrators in your country, because we'll throw you out. >> happened after the nigerian president said we need to change nigerian football and good luck johnathan said sorry, sap. >> holding the news conference. he pointed out that there was a special responsibility to safe guard integrity and repation of football worldwide. we've had a number of bans and suspensions. that's it from zurich at the moment. plenty more on baseball baseball news after the break. now on friday, ma hendo passage arocka is to be sworn in for the second time as the
