what can we do for you? >> a man riding a motor scooter has shot dead three people, two of them children, outside a jewish school near the french city of toulouse. soldiers say it was a person riding a motor scooter. as renewed fighting is reporting in damascus, camps in turkey are being overwhelmed by syrian refugees. welcome to "bbc world news." i'm geeta guru-murthy. also in this program -- what do you do with $100 billion? apple tells us its plans for its fast-growing cash mountain today. and one of the symbols of the city, sydney's harbor bridge celebrates its 80th birthday.

>> reports are coming in of a shooting outside a school in toulouse. three people have been killed, two of them children. a man fled on a motor bike from the scene in toulouse, where, in the same region last week, three paratroopers were shot dead by a man on a motor bike. there was also another attack on an ununiformed soldier a few days earlier, again, in a similar manner. let's get more now from kate davenport, a freelance journalist, on the line from toulouse. what more do you know about this attack today on the school? >> well, it seems that the shooting happened at 8:00 this morning just as children were preparing to go to school. it's at a jewish school, as you said, the ozar hatorah school, which is a former synagogue. it's reported, according to parents at the school, that one of the victims was a teacher, actually a rabbi, and his

little girl, and another, a college student who's about 17. we don't know the details about the other victims, but the man who drove away on a motor bike with a mask on on a scooter, he fits the same description as the man responsible for the previous killings of soldiers last week. >> and can you just clarify what you understand happened with this previous attack? >> well, the previous attacks took place -- well, the first one was on sunday a week ago in toilous. it was a soldier in civilian clothes in toulouse, and he was shot point-blank. the other killings took place in montevideo, which is also in the southwest of france, the home of the french paratroopers operating in afghanistan, and there were three soldiers that were shot there. they were in civilian clothes

at a cash point, and a man got off a motorcycle, pushed people out the way, and, again, shot them point-blank. two of them immediately died, one of them seriously wounded and is in hospital. all of the previous victims are young men in their 20's and seem to be of north african origin, so not jewish, but there may be a racial link. a team of about 60 police have been working on this. they same it was the same gun used in the first two shootings. obviously they've not confirmed that yet so far on what's happened this morning, but they haven't ruled out terrorism, but it was maybe some sort of lone wolf, as one of the ministers has referred to, carrying out some kind of reprisal attacks. but we don't obviously know the details of his motives so far. >> they say they are horrified by this attack. they trust the french

authorities, will shed full light on this tragedy and bring the perpetrators of these murders to justice, that's coming from the israeli government at the moment. how big is the jewish community in toulouse? >> there is quite a big jewish community in toulouse. there have recently been reports in the french national press about the resistance during the war, the number of synagogues that were here. it also comes in context with the presidential elections coming up soon and the national front, the candidate for national france just got enough votes to actually stand as a presidential candidate in the first round of those elections next month. so there's been a lot of discussion about how they meet and kosher meats, this kind of thing, and there may be a racial link, but we can't be sure yet. >> obviously the question of

immigration has been put on the agenda again by president sarkozy in recent days. but no one is suggesting that there's any kind of political motive at all. we should absolutely clarify that. the details of this attack still coming in, but obviously it will be horrifying to parents, very worrying for parents in the area. what sort of security can there be now for these schools and to the children? >> well, there were already directives coming out about soldiers in the region, because they were the ones being aimed at, but now we have to change -- there are a lot of them -- the minister of the interior is expected to come late morning to toulouse and even possibly president sarkozy this afternoon, so i guess there will be very high security, and some people may be keeping

their children at home for fear of further shootings. >> the grand rabbi of france has said he is horrified and stunned by the shooting outside the jewish school in toulouse, again, reporting that a teacher and two children killed in this attack. three people dead. a schoolteacher, a -year-old daughter, and a 17-year-old school boy, according to another report coming in, so three people dead, a schoolteacher, his 6-year-old daughter, and a 17-year-old school boy. >> yeah, we now actually think there's four people dead and five wounded. so it may change. >> yes, obviously these numbers changing all the time. it does look as though president sarkozy is on his way to toulouse. can i just ask you, in terms of those people who might be worried, family or friends who are in that area, rather

quickly, how much security is there normally in this area? will there be police on the gates of school? what can the authorities actually do for those people who are going to be very worried after three attacks by a gunman? >> well, putting police at every school is quite a challenge, but when there's been previous fear of terrorist attacks, for example, then very quickly police spread all over the airports, and they are armed, so i think we're seeing -- certainly that area has been cordoned off, and any areas which may have other jewish schools i think will be under heavy, heavy protection. >> you referred to the fact that there has been a lot of discussion around the question of immigration. what would you say the mood is? i mean, is this an area where

these issues, you know, are at the forefront of daily life? are racial differences seen as a problem or not? >> well, france has one of the largest muslim populations in europe, i think with about five million, and that has come to the fore. the debate has come recently with the 50-year anniversary of the independence of algeria and the war between france and algeria has been in the press a lot because of the 50th anniversary. but normally, there's pretty good integration. it just does seem to have come to the fore with some of the debates over the elections and this issue over kosher meat, with claims up to 50% of the animals that are slaughtered are being done so in a kosher way, which means there's a certain amount of cruelty. but obviously that's not really a debate that should have its

place in the elections, but it may have brought this subject to the fore. >> just to let you know, another line just coming in on this, just to confirm, the french president, nicolas sarkozy, said he is traveling immediately to toulouse, accompanied by the education minister and the representative group of jewish organizations in france. before i let you go, just summarize for me what details you know about exactly how this attack happened and what are the extent of the injuries we know about at the moment. >> well, as i say, so far at least four people, reports have been killed and five others wounded. one of the victims is thought to have been a teacher and a rabbi at the school, and one of the victims was his little girl and another college student, who was 17. we're not quite sure about the details of the other victim so far. the other five wounded are in

hospitals, so we're not quite sure. but parents have gathered at the school, and obviously there's a lot of security now around the area, and more details will emerge, i imagine, throughout the date. >> kate davenport on the line from toumous, thanks very much indeed for that. we will, of course, keep you up to date on that as soon as the details come through to us. other news today -- syrian opposition activists say fighting in damascus between gunman and forces loyal to president assad, witnesses reported hearing explosions and heavy machine gunfire in a district which is home to several security offices. meanwhile, in the north of the country, fighting has pushed the number of refugees in turkey up to 16,000, filling the existing camps to capacity. our correspondent, jonathan head, reports from inside one of them. >> a celebrity visit. the people who have lost almost everything. this man helped out of her own

country, yemen. these syrian refugees were driven from their towns and villages and are trying to achieve the same goal. by bringing in someone who won a nobel prize for her role in the arab spring, turkish authorities brought a bit of glamour into a refugee camp, and it's reminded the inmates that their revolution, unlike hers, is far from over. she chants for some of the camp children, may he be struck down the air. she has three children of her own, but after what these people have been through at the hands of president assad's forces, their revolution is taking on a distinctly militant tone and frustration is bubbling over their long exile in turkey. every day here is like a year,

complains this man. we can only pray to god that we can get back to our homes in syria. with 2,000 people on this side, they're living cheek by jowl, and there's little to do. television in the company of relatives and neighbors, and some of the men have gone back over the border to fight. some have not returned. these were meant to be temporary camps. but the drawn-out agony of syria's revolution is making them a permanent fixture of turkey's border country, safe but unhappy homes for syria's growing army of uprooted people. jonathan head, bbc news, on the turkish-syrian border. >> why is it different this time around?

>> well, it had enormous cash tend of last year, $97.6 billion. that's a huge amount of money just to be holding in cash for a company. normally what a company does, it might give out dividends to shareholders, might do a share buyback, or use that money for an acquisition. there's a lot of questions as to why apple is holding so much cash. it's probably now worth a lot more than that figure i just quoted, probably over $100 billion. today, the chief executive of apple, tim cook, is actually going to announce in a conference couple, which is scheduled for 9:00 a.m. new york time, 1:00 london time, what they intend to do with that cash. many are actually predicting they will say they will be giving a dividend to apple shareholders for the very first time. now, that means, if they do go ahead with that, apple might get a lot more people wanting to buy its shares, so the share value -- the value of its shares may go up, because if you're going to get a dividend, as well as the fact that your shares appreciate, you also get a regular payment from apple.

it's much more attractive than a pension fund or something like that. >> thanks very much indeed. you're watching "bbc world news." still to come -- one year on from the start of the air campaign in libya, nato is criticized over the deaths of civilians. now, the up couple bent of east timor has conceded defeat. over 80% of the votes were counted. a second round poll will happen next month with the final vote in june. it's only the country's second democratic election since gaining independence 10 years ago. the former president was overthrown by the military and a former prime minister, they've had several coups in recent years.

two male nurses have been charged in uruguay over the deaths of several patients at two hospitals in the capital, montevideo. a third nurse has been charged with concealing evidence. the lawyer for one nurse said her client had humanitarian reasons, but investigators say not all the victims were terminally ill. now, a year ago today, the nato bombing campaign began in libya , object sentenciblely to protect civilians. it's seen by many as the turning point in the popular uprising to overthrow colonel gaddafi. but a highly critical report by amnesty international says that nato has failed to investigate why more than 50 civilians were killed in those air strikes. just to bring you up to date on our breaking news -- it does seem that at least three people

have been shot here in the last week by someone on a scooter, who's fled. the exact same thing happened this morning outside a jewish school in toulouse. there's talk about three dead. the city is in lockdown. you might hear police sirens behind me as they try to hunt down the scooter. we're talking to witnesses about a mile from where i am right now. they're saying up to three people dead, shot by someone on a scooter. this is the same method that was used on thursday when three soldiers were shot outside their barracks just north of toulouse, and they were of ethnic origin. another soldier was shot in toulouse five days before that, in daylight as well. so we're looking at someone who's clearly targeting ethnic minorities of one sort or another. you might be able to hear a siren. >> how many police are there on the street? can you tell at what stage this manhunt is yet? >> well, as you can see the

police siren going on, they're overhead looking. i know even before this shooting, there were anti-terrorist police who are trying to find out who was this man who shot these soldiers at the barracks on thursday. >> sorry, a.f.p. news agency reporting 50 to 60 police officers, including the anti-terrorist specialists, have been dropped in. also, just to let people know that a.f.p. reporting that a man opened fire at a spot where children were being picked up. do you know when this happened exactly? >> well, school opens around 8:30 here in france, so it was literally just this morning, within the last hour and a half. >> is this a secondary school or a primary school? >> that's what i don't know at this point. there's a very large jewish community in toulouse. i think it's the fourth biggest

jewish community in france. basically they've been dropping the kids off at school. and right now, more than 63 soldiers are looking at this lone gunman on this scooter right now. he clearly is not too scared, because each time in broad daylight, there were witnesses wearing a helmet. >> and before today's attack, do you know whether the police were assuming this is someone working on their own or as part of a wider group? >> yeah, very much. they think someone is working on their own, because each time it's been one lone gunman who shot three soldiers in front of a cash machine outside their barracks at 2:00 in the afternoon. the other time it was someone, a soldier who wanted to sell his own motor bike, and he had a rendezvous with this man, and he shot him in toulouse in daylight as well, and this, of course, is in front of parents. you can probably hear the helicopter above necessity now.

this shooting happened in the city center. it's pretty easy to flee. but this man clearly doesn't mind it. >> that was a little while ago. emily buchanan, our correspondent, is here at the moment. this is the ozar hatorah school, we now know where this attack happened. >> yes, absolutely. there's a large jewish community in toulouse. ads you know, france has a very big jewish community, and there have been attacks in the past, graffiti being sprayed on cemeteries, but such a targeted attack like this, such deliberate killing, seems pretty unprecedented. >> the reports seem to be now suggesting that the rabbi has been killed, along with his daughter and a 17-year-old school boy, plus some others injured. >> that's right, yes. one of the teachers and a daughter and some others. i mean, what police are wondering at the moment is whether this killing is linked to previous killings that have happened over the past week.

some tv channels and someone is speculating the ammunition used is exactly the same. of course, the school is exactly the same, a man dressed in black on a scooter. there were previous killings the sunday before last in toulouse and one in montauban, both solet years. the one in toulouse, the soldier wasn't even in uniform and had no i.d. in fact, there have been requests to the military that soldiers don't wear any form of identification when not on duty. but now it looks as if not only is security going to have to be heightened for soldiers, but also for schools. >> and, of course, we know that 50 or 60 police are in toulouse now with the anti-terrorist squad. do we have any idea as to realistically what they can do, both to make the area secure for people? because you can't patrol every corner, can you? >> it's very difficult. these are large communities.

there are many schools, and the killings seem so random in a sense. i mean, you can't guard these schools every day. >> 25,000 jewish people in toulouse alone. so very, very difficult. politically, we know that there's no question of immigration being right at the top of the agenda in the french political debate in the runup to the election. president sarkozy is on his way down. do we know if this area has been very much suffering from that sort of tension? >> tension over immigration? possibly. there have been some tension as there is in many of the large cities in france. but whether it's to do with arab jewish issues or something else, the fact that possibly this gunman has targeted both soldiers and jewish communities makes it slightly strange. you think, well, you know, what is the link between those two, and that there be -- that will

be where they'll concentrate. >> this is a lone gunman, potentially a serial killer, as christian fraser describes him, or whether he's acting with others. >> we just don't know yet. i mean, this barely happened, the speculation all over the place as to what this could be. at the moment, politicians, interior minister, and as you said, president sarkozy is heading down to the dwrare, very -- heading down to the area, very sensitive time. everybody seems to want to be on the ball, not allowing this to spread, try to catch whoever it is doing this killing. >> thanks very much indeed for that. let's get to paris and our correspondent, hugh schofield. can you tell me exactly what you have at this point? >> well, the latest is that there are three dead. one of the dead is a teacher, an adult anyway, and then there are two dead college.

it's a college, which means the age goes up to 13, so we can imagine the children are younger than that. they're also apparently -- there are also apparently two seriously injured children. there are reports there's another dead, but that's certainly not confirmed. as you've been hearing, what everyone is saying is there are similarities, and this is the interior minister's word, similarities with the killings, the shootings last week at montauban and soldiers at the toulouse. the working hypothesis is that it's the same person, certainly one of the weapons used -- he used two weapons today. one of them was the same caliber as the shootings last week, and he escaped on a motorcycle. i mean, that's got to be the working hypothesis. >> and we know that there's a huge number of police in the area now, obviously trying to capture who's responsible for this. police officers on their way to

toulouse. >> yes, nicolas sarkozy is on his way, and one can imagine there's now a monumental manhunt underway down there. there already -- it already was pretty large after the shootings last week. that was a big enough story. soldiers warned to be on their guard. a lot of rumors about was he targeting soldiers or north african soldiers. all three soldiers who died were of north african origin, but it's want clear, was that deliberate or coincidence? and then there's this, which -- i mean, there's apparent a racial motivation at some level, whether or not the man is completely mad. we just don't know. but is there a link? very, very unclear. but the working hypothesis is this is the same man. >> we have to leave it there for now. there's much more at the
