good morning, the case is still open... but at this point... police say they have no good leads. and they say a lack of cooperation from the public isn't helping. the shooting happened saturday night... right in front of the boy's greatgrandmoth er's home. police say the child was outside playing... when a group of gunmen drove up... opened fire... and popped off at least 9 shots. bullets left three people wounded... including the boy. investigators say they believe the child was caught in the middle of an on- going neighborhood dispute. the gunmen got away... and now police are asking for the public's help to find them. (col. desousa) "it touches the heart of everybody. it should touch the heart of the community. we need help. it's a shame that we're not getting the cooperation. we need help, it's a 7- year-old child, an innocent child." (man) "i definitely don't know who's responsible, but someone know. cause nobody's going to walk up and down this street and commit such a crime

and nobody knows. somebody always knows something." this man does not want to be identified... but he did talk openly about the recent shooting of the young boy with us. find out why he says no one is coming forward and what will happen if no one does... coming up next half hour... live from city police headquarters, i'm megan gilliland, fox45 morning news. a standoff at an elementary school terrified parents and kids... as a man armed with an a- k-47-style rifle and hundreds of rounds of ammunition fired a few shots outside. but as it turns out... police had a woman on the inside. as andrew spencer explains... a school employee helped convince the gunman to surrender... while on the phone with 9-1-1. "i'm in the front office. oh! he just went outside and start shooting. can i run?" ...but antoinette tuff didn't run. instead, she

stayed inside the front office of the atlanta-area elementary school where she works...and passed the gunman's orders to a 9-1-1 dispatcher. "he says he don't care if he die. he don't have nothing to live for." "tell me why he wanted a tv camera to come out there to the school." "because he was gonna end his life and take the cops and everybody with him." "that's what he said?" "yeah." with the students on lockdown, police and parents fearing the worst, tuff talked to the gunman about his problems and about hers. "don't feel bad, baby. my husband just left me after 33 years." "i realized at that time that it was bigger than me. he was really just a hurting young man, so i just started praying for him." "i can help you. want me to talk to them?" ...and she finally helped convince the gunman, whom police identify as 20- year-old michael hill, to surrender peacefully... "we not gonna hate you, baby. it's a good thing that you giving up, so we not gonna hate you." still on the phone with the dispatcher, tuff kept hill calm as he lay on the floor waiting for the police to

come inside. "he's just got his phone. all he's got is his phone." "let me tell you something, baby. i ain't never been so scared in all the days of my life." "me neither, but you did great." "whew, jesus!" i'm andrew spencer, reporting security is getting beefed up at baltimore county schools... after last year's shooting at perry hall high school... that left one student injured. schools will implement a multi-million dollar security system... that will scan a visitors driver's license.... print a personalized visitors pass... and check the information taken from the license against sexual offender databases throughout the nation. a new buzzer system is also in place... along with camera at different entrances that allow office staff to see who's coming in and who's going out... (10:36) these teenagers in high school are more capable of thinking of ways to get things into places they don't need to have them at.. (9:06) you have to have someone armed in the school it can be discreet it can be a concelaed

weapon there certainly doesn't have to be uniforms involved but i think the great mistake people make when they gauge and evaluate security in schools they assume they can control the time and place for violence you can't.... resource officers at perry hall high school will use hand held metal detectors if necessary. the city of baltimore is giving a major corporation more time... to create jobs. on wednesday... the city's board of estimates struck a deal with morgan stanley. the firm agreed to create 15- hundred jobs... in exchange for a 3-million dollar loan that would be partially forgiven... if the goals were met. so far... 850 jobs have been created. it's news that's sitting well with the mayor. 0 7:04:10 "you forget, we had to keep morgan stanely, it was a tought competition in 2000 between baltimore and pittsburgh, andyou know how i feel about pittsburgh." the new agreement gives morgan stanley

"most of them have had practice, as have i- in separating the oreo in half and getting a clean side, but getting two clean sides off just leaving the stuff was difficult." dan anderson's students weighed 10 of both the original ... and the double stuf oreos. that data was applied to a mathemical equation to determine the oreo's cream content. according to the cookie calculations -- the double stuf was only 1.86 times the size of regular oreos.

a lack of cooperation from the public is frustrating baltimore city police as they search for gunmen who shot a 7-year old boy over the weekend in east baltimore. megan gilliland is live from city police headquarters where they blame a notorious street code for complicating the case. ainnsimple... efrom ingingain preventing scs to tside playing...wae.boy's say they believee childas ts. ught in the dispute.hood we caught up with a man there... who does not want to be identified... but he did speak openly about the recent shooting. and why no one seems to be coming forward. (man) "it's a sad situation...." (man) "some things is not snitching. it's just putting it where it is and preventing it from continuously to happen. but at this rate, you have nothing but an open season. because if nobody talks about this, who's to say what's next." (man) "it's taking stop snitching too far....." if you have any information about the case... you're asked to call baltimore

city police. meantime... we have learned the young boy who was shot... was treated and released from the hospital. and is now back home with his family. live from city police headquarters, i'm megan gilliland, fox45 morning news. a baltimore detective is found guilty on all charges... after claiming he was shot by a gunman in a downtown parking garage. prosecutors claim anthony fata lied about the shooting... in order to collect workers compensation benefits. a city police spokesman calls it a "sad but just" closure to the case. but one baltimore woman... who claims fata lied in other criminal cases... says its time the detective gets what he deserves. (7:16:43) "he needs to be behind bars like he sent everyone else in the city of baltimore in the cases he handled." fata was found guilty on all charges... including perjury and misconduct in office. he now faces a maximum 25-years

in prison. sentencing is set for october. police are looking for the driver... responsible for a deadly hit- and-run crash... tuesday night. it happened as woman was walking along bayside beach road near belhaven avenue... in pasadena. police are looking for a car similar to this one. it's a 1982 to 1991 mercedes 500 series. based on evidence at the scene... they say the car may have damage to the hood... the right fender and turn signal. it's stuff you only hear about in movies. but one the family of an ohio man says.. they witnessed a miracle. earlier this month, tony yahle's family says his breathing was off and had no pulse. they performed c-p-r and he was eventually taken to the hospital. there... hospital staff says.. he coded.. for 45 minutes. a medical team tried to stimulate his heart.. but was declared dead. then suddenly, he showed signs of life. "in the last twenty years, i've never seen anybody we have pronounced dead and actually

patient we saw with no activity once we stopped doing all our efforts and then for him to come back ... i've never seen it. actually, i've never heard of it." "everybody started telling me how it happened. and that's when i started to understand, you know, a miracle happened." it's been the topic of discussion in medical circles. after he was transferred to o-s-u medical center yahle was unconscious for five days. he was released from the hospital last thursday and says he feels fine. vice president joe biden clears his busy schedule today, so he can stay with his son, beau , in houston. he's undergoing medical evaluations. beau biden, the attorney general of delaware, is being evaluated at a world renowned cancer treatment hospital, after feeling weak and disoriented on a family vacation last week. courier service, u-p-s is blaming obamacare for it's decision to cut 15-thousand workers'

spouses from it's insurance plans. in a memo to employees, the company says it will discontinue coverage of husbands and wives eligible for insurance with their own employers. u--p-s blamed several aspects of obamacare ... including its requirement dependent children be covered up until age 26. in the memo ... the company says it's willing to take care of its own ... but won't bear a burden other companies can take on. if white house interns were to be paid ... it would cost more than 2 point 5 million dollars a year. that figure assumes president obama would pay them 9-dollars an hour.. which is the number he suggested minimum wage should be raised to during his state of the union address in january. the white houseemploys more than three hundred interns each year, with 150 this summer alone. the fair pay campaign, a grassroots lobby, is calling on the president and white house aides to pay interns, saying it's not realistic to work for free. it's one thing to have school pride.. it's another to express it to theme music.

in this morning's cover story... there is a growing effort to stop obamacare... before key parts get started... but first... some big changes are on the way... that may impact the health care you receive... and complicating the issue. it will all depend on where you live. in north carolina...missio n health president and c- e-o ron paulus says the impact of obamacare and cuts in medicaid and medicare in north carolina... will result in a 350-million dollar loss in reimbursements over the next ten years. but what obamacare didn't count on was the supreme court's decision that said state's can't be forced into expanding medicaid.. leaving hospitals with the bill.

sot paulus 4:25 "the cuts were hard wired, change the game by the supreme court, we're not going to get it back on the other end.. and so that's where we are." paulus says hospitals were counting on more people being insured to help off-set the losses... especially young, healthy people. and the department of health and human services knows it needs young and healthy... people to buy insurance. so it's launched it's own video- version of "american idol." it's inviting you to submit videos... judged by the public... to win prize money. the prize money for this... and several other marketing efforts, however... is being funded thru your tax dollars. it's a contest where you submit a video on line... to better inform young people about new insurance options available under the affordable care act. a total of 30- thousand dollars in prizes will be awarded in several categories. add that to the 75-million dollars in your money... that's going to promote obamacare... and some say... that money could be put to better use. < 3: 54: 40 it's a huge amount of money that could be directed to assist the

states in getting on board, to provide more health insurance in some places, to fund some more health insurance in some places, to fund some more innovative health care delivery models, yes, it's a huge amount of money but the department of health and human services is very, very afraid that people are just going to walk away from this mandate. > and some of those young people are trying to stop the affordable care act. national correspondent kristine frazao shows us how they may be the key to ending obama-care. the success or failure of obamacare is in the hands of 20 somethings.
