the justice department is stepping in to a lawsuit against the company that handled the background check of edward snowden. the government says the united states investigation services failed to perform quality control reviews on background investigations. federal health expert s say we are not doing enough to protect athletes from concussions. a new report shows many head injuries are going unreported and blames parents, coaches and teens themselves for ignoring the warning signs. the institute is calling for a national system to track sports-related concussions. the feds are trying to reassure people that access the troubled obama care website that their private information is secure. a health and human services spokesperson says security tests are conduct on an ongoing basis to protect the blic. >> that came up in a hearing on capitol hill. karen travers is there. >> reporter: good morning. secretary see bealous was on the hot seat yesterday. it was a 3 1/2 hour hearing that grew contentious as lawmakers

demanded answers for the failures of healthcare.gov and at times secretary sebelius couldn't hide her frustration but ultimately she said to fix all of this, it's her responsibility. in boston, president obama said again he's not happy about the problems at healthcare.gov. >> i take full responsibility to make sure it gets fixed asap. >> reporter: and kathleen sebelius fell on her sword. >> hold me accountable for the debacle. i'm responsible. >> reporter: since healthcare.gov launched, it has been plagued by technical problems. even as sebelius was testifying, the website was showing this error message. >> we are working day and night and will continue until it is fixed. >> reporter: right out of the gate, sebelius apologized, but republican lawmakers wanted more. >> while i think it is great you are a team player and you are taking responsibility it is the president's ultimate responsibility, correct. >> you clearly -- yes, he is the president. he is responsible.

in orlando could have turned deadly but a cell phone saved the day. the suspect seen here grabbing cash from the register fired a shot before the get away. the clerk was hit in the abdomen and he didn't realize it at first. the cell phone blocked the bullet. the phone didn't fair so well. check that out. but the clerk is just fine. amazing. police officer in milwaukee also lucky after a dramatic high-speed chase. his dash cam rolling when the suspect he was pursuing lost control of his car. the car went airborne, slammed in to the officer's windshield. the officer was injured but did survive. police say the suspect was draung, driving going more than 100 miles an hour. >> scary pictures. >> whoa. cirque du soleil and a las vegas casino are facing charges in the death of a performer. it could pave the way for civil lawsuits in connection with that accident. here's abc's david wright. >> reporter: more than 100 million spectators have seen the cirque du soleil perform over

the last 30 years. in june, for the first time, they watched in horror as an experienced acrobat sarah guillot-guyard plunged to her death. today nevada's occupational safety and health administration ordered cirque du soleil and the mgm grand hotel to pay more than $30,000 in fines because the agency concluded they did not provide proper training and exposed employees to hazards. according to osha's version, the wire rope hosting the mother of two up a sheer wall was severed due to the rapid descent of the performer after it popped out of a pulley. she fell 100 feet to the floor. even for experience ed performers these high-flying stunts can be dangerous. a performer as spiderman fell. from a broadway stage. both circumstance du so lay and

an an an amazing story from upstate new york where a bus driver stopped his route to save the life of a woman. it is our "favorite story of the day." >> an awesome story. the driver jumps in to action and this morning he is being called a hero, and he is. abc's linsey davis has the story. >> reporter: call it a real-life what would you do. watch as surveillance camera spots a woman standing on a narrow ledge on the other side of the guardrail, apparently contemplating jumping on to a local expressway below. this man walks right by.

good thursday morning, everyone. and happy halloween. well, it took 95 years. but the boston red sox have won the world series at fenway park. >> yep. the sox battling past the cardinals in game six. celebrating as world champions in front of their home crowd. here's the winning team in the locker room. much-needed lift for that city that dealt with tragedy in the marathon bombings. abc's rob nelson is in boston. good morning, rob. >> reporter: good morning, diana and john. this may be the happiest halloween that boston has seen in a very long time. they last won the title in 2007. but this is the first time they've won here at home at fenway since 1918. this has been such a close series. nothing short of a rout. much to the delight of a jam-packed fenway. treated to a night of sports history nearly a century in the

making. the sox dominated all night long. but the biggest moment in the game coming in the third inning when shane victorino hit a double that brought in three runs. boston never looked back after that. cruising to a 6-1 victory that has electrified this city, that shows again and again how it loves its sports team. the huge celebration, coming six months after the horrific bombing at the marathon. the healing in boston is far from over. but we've seen so many time since april, boston strong is very, very real. >> yeah, red sox. >> yay, red sox. >> reporter: within minutes of the game being over, it did not take long for the streets of boston to turn into a big party. but despite a few minor incidents, police kept the situation largely under control. rob nelson, abc news, boston. >> all right, rob, thanks. the postvictory celebration wasn't entirely good-natured. >> at least one car was flipped over by unruly fans.

boston police say there were at least nine people arrested after the game. but there's also this image of the celebration. >> yeah. hundreds of fans gathering at the boston marathon finish line. some even posing for pictures on that line, so near the site of the bombings that killed three people and injured dozens back in april. a special scene, no doubt. the mayor will announce details for the victory parade and celebration. that will be later today. now, to the new developments in the controversy over obama care's rollout. the president and his point person are insisting that problems with the website will be fixed. >> president obama spoke in boston while kathleen sebelius was under intense questioning on capitol hill. here's abc's tahman bradley. >> reporter: this morning, new promises from the obama administration, which is hard at work trying to fix that frustrating health care website. the president speaking in massachusetts, defended the affordable care act. >> i take full responsibility for making sure it gets fixed asap. and we are going to see it through. >> reporter: holly ferris is one of the millions of americans to

visit healthcare.gov since its october 1st launch. after waiting 4 1/2 hours, she successfully enrolled. >> it can be done, yes. >> you're here to prove it. >> i'm living proof. but i'm a stubborn person. >> reporter: but holly's experience is not the norm. many who logon are greeted with error messages and delays. on capitol hill, the woman who human services secretary, kathleen sebelius, got grilled. >> we're working day and night and will continue until it's fixed. >> reporter: sebelius promises that the health care marketplace will be fully functional by the end of november. in the meantime, 15 million americans may lose the cheap policies they currently have because under the affordable care act, companies are required to provide more basic insurance options. these americans will have to buy a new plan. >> just shop around in the new marketplace. you're going to get a
