he looked at case as his office handled as well as those at the county level and it was enough to prompt the governor to take action. >> i think it's fair to say that we can do better. reporter: governor hassan is calling for an intop to bottom review of the division of children, youth and families. this after the state attorney general found some concerning patterns in several cases involving child deaths and an assault. >> there were cases that we saw where there were a number of interactionings and the cases where we found that the determination that there was no abuse or neglect. when you see that pattern you begin to wonder after there is an event whether changes immediate to be made. reporter: the initial review came after the murder of 21-month-old sadence willott. her mother kaitlin paquette was arrested and charged last weekend. there had been interaction with the family prior to the death. the director said they are challenged by a lack of

staffing, since march reports of possible child abuse and neglect have increased by 33%. >> one of the things we should look at with the review is case loads and how we measure them, we certainly do monitor case loads. but it's really going to be important that we get to input from people on the front lines, as well as from an expert about what that appropriate balance is. reporter: the a.g. says most likely training, how vigorously caseworkers follow up on cases and whether laws need to change will all be reviewed. >> certainly there are situations where we can work to reunify families. but the physical safety and well-being of our children is our first and most important obligation as a society and that's what we need to focus on with this review. reporter: manchester chief willard tweeted after the revow was announced saying i applaud governor hassan's strength of character and leadership, it's cheer she's committed to protecting children. the commissioner of health and human services says they support

all efforts to strengthen the child protection system. heather hamel, wmur news 9. josh: a former catholic priest convicted of sexual assault will be released from prison. ronald paquin spent more than a decade behind bars for assaults that occurred across new england including new hampshire. shelley walcott explains why prosecutors say they cannot stop his release. reporter: josh, experts who examined paquin say the former priest is no longer dangerous. because of this, prosecutors cannot stand in the way of his prison release. in 2002 paquin pleaded guilty to seaks actually assaulting a 12-year-old altar boy, he admitted to assaults in massachusetts, maine and new hampshire. at the time paquin was an associate pastor and took the boy on out of state shopping and camping trips. essex county prosecutors tried to have him committed as a sexually dangerous person. but today the d.a. said he had no choice but to withdraw that petition, and it's not clear

when paquin will be released from prison. i'm shelley walcott, wmur news 9. jennifer: hurricane joaquin is shifting east toward the open ocean, it's now also downgraded to a category 3, but it has caused flooding in the bahamas. meteorologist hayley lapoint is here now. hayley: the good news is it looks like it latest stay away from the mainland, still causing huge problems in the bahamas, it's basically right on top of the central bahamas at the moment, bringing lots of heavy rain and gusty winds. the winds are still up near 125 miles per hour, that is a little bit weaker than where it was yesterday, but it's now a category 3 hurricane and here's the latest track that came out at 5:00 this evening. it will maintain its hurricane characteristics all the way up the east coast. but it takes a big turn to the east away from us. some showers across southern new hampshire tonight, and over the weekend it's going to be cool,

of some showers for our saturday. i'll break down the full weekend forecast in a couple minutes. josh: you can track hurricane joaquin's path and get the latest forecast in your area at wmur.com, or download the wmur weather app to see storm watch 9's forecast on the go. jennifer: a second batch of mosquitoes has tested positive for the triple e virus here in new hampshire. this group of mosquitoes was found in candia. so far three batches of mosquitoes have tested positive for west nile virus. thankfully there have not been any humid than cases of west nile or triple e reported in new hampshire this season, though the department of health is reminding you all to wear bug spray until there's a hard frost. josh: commitment 2016 now, republican presidential candidate john kasich was in new hampshire today, calling on the current president and congress to deal with the humanitarian crisis in syria by creating sanctuaries for refugee and protecting them with u.s.

enforced no-fly zones. serious business for sure. but the talk was much lighter during our taping of candidate cafe. around the lunch table kasich joined undecided voters who the new hampshire institute of politics helped choose, by the way, to offer more of a clims of the person rather than just the candidate. >> let me tell you how i met my wife. reporter: for john kasich to do that requires a little dinner theater. >> shoes sitting there with a photographer, i come' in and i say hi, how are you, and she says good. and i kept walking, i walked right out through the door to where my top yaid was and i said i have just seen the most beautiful woman in my life, you have to make an excuse. josh: then the discussion turned to his faith. >> my parents were killed by a drunk driver, and so -- >> how old were you? >> i was 35. and it was very, very difficult for me, because i had always worried that they would be killed in a car accident, and

then they were. life is hard, you know. but i'm pretty happy. and i'm very, very comfortable with myself and this has been a big part of it. reporter: clearly so are his daughters who are reaching the age that every dad dreads. >> they're going to be 16 in january, so they're getting really close. and one of them has a boyfriend, this just started. uh-huh. reporter: there were several lighter moments including when he talked about his resume. >> balance the budget. did you know that? i balanced the federal budget, i was like the head guy on that. >> i heard you say that. josh: kasich will also be on "closeup" this sunday to answer more questions. jennifer: and candidate ted cruz kicked off a two-day swing through new hampshire this morning in nashua. the texas senator spoke at a christian faith conference.

high school will begin at 745 and end at 2.53. the calendar also builds in three snow days. josh: more evidence that the heroin epidemic is everywhere. leaders in wakefield are holding a forum monday night to address concerns about elementary school students discovering used syringes on their playground. jennifer crompton has details. reporter: the growing heroin epidemic knows no age limits or borders in new hampshire, and sarn bornville is a case in point, with needles found on the grounds of the local elementary school. the paul elementary school is tucked away on a quiet road in sanbornville, a village in the small town of wakefield. its principal sent letters home this week about a for him planned after students discovered needles discarded in the parking lot and playground during and after school. >> from that point forward we

and the playground prior to any students either coming across the parking lot or coming out on the playground for recess. reporter: a mother who didn't want to be interviewed on camera called it very scary, the first reaction from many others, shock. >> it's horrifying and terrible, and who ever is doing it we need to find out. >> we're still only 5,000 people and maybe 400 students, and it's amazing to think that that kind of thing can be happening here. reporter: first responders here have seen a spike in overdoses, especially last month. those on the front line including school leaders acknowledge the heroin problem is hitting very close to home. >> unfortunately we have students that are experiencing parents that are users, and that ultimately turns into potential negative impact on their education. pro-active. the upcoming forum involving stake holders, parents and the community to work together.

jennifer: looking for something to do, the circus is in town this weekend. josh: the real one, the ringling brothers circus arrived in manchester today. there are performances tonight until sunday. can you see jugglers, clowns, acrobats, trap ease artists. shows are at the verizon wireless arena. ticket prices range from 15 to $70. >> i am so excited because the greatest show on earth is in town. if you look behind me we have one of our eight aerialists, she

been practicing what we call -- since she was four years old. hayley: actually not a bad weekend ahead to the circus, because when you see here in portsmouth is what we're going to get for a lot of the weekend. cloudy, dismal, and portsmouth you can see the pave mft is wet because there is some rain moving through there. not wet though at weirs beach, it just kind of cloudy and you get the gray skies. and it's also very cool. temperatures in some spots only in the 50's. you get 52 there in la cone extra and the thing is the wind have not been helping. it continues to feel cool, feels almost like a november day here with the temperatures only in the 50's for highs. cloud have been inundating the state all day long, even in the northern part of new hampshire. right now along the southern tier, that's where we do have showers moving through from

portsmouth down into seabrook, a little slow going along the 95 corridor here because of the rainfall. same thing on 101 from exeter toward raymond. in manchester only the southern part of the city getting in on some of the light rain showers, but it gets heavier if your travels take you toward derry, salem, plaistow. light to moderate rainfall continuing on there. here are the temperatures, we're stuck in the 50's, these were our highs really through the day. overnight most of us will fall back into the 40's, but it won't be quite as chilly, because the clouds will actually help us retain some of this heat from the day, although not much heat at all. winds have been strong, about 6 miles per hour. but we have had gusts stronger than that, although it doesn't look like we have had any of those across the state, but earlier we had some near 20 or 30 miles per hour. this breeze will be relentless. as we go through the weekend, even tomorrow afternoon will

likely have gusts up near 20, even 25 miles per hour. statewide. finally the winds will start to diminish a little on sunday. but it's just going to be a very breezy, cool feel over the weekend here. high pressure up toward our north and west, that's actually doing a squeeze play between the low pressure we have off the coast and that high. and in between where we are we have this wind funneling right through, and that's why the winds continue to be so strong n. the southeastern part of the u.s., all this rain you see here is going to cause historic flooding, not part of joaquin, because joaquin will move due north and take a big turn east. it was downgraded at 5:00 to a category 3 hurricane and are not affect us here in new england. national some good news. lots of clouds, maybe some drizzle or showers in the southern part of the state on saturday. you might even see some sun if you live in the northern part of the state. all of us will likely get to see a little sunshine on sunday, that will be the brighter of the

the warmest as well with upper 50's, as opposed to tomorrow where we'll be stuck in the lower 50's. for tonight, mostly cloudy skies, the winds will continue to be breezy, and the temperatures falling into the 40's. and 30's up in the northern part of the state. it is a good weekend for checking out the leaves or heading to the deerfield fair. yes, it will be cool and a bit cloudy, but not bad conditions to be outdoors, if you dress for it of course. a mix of sun and clouds on sunday, and we warm up a little bit early next week, that will actually feel nice. it's really kind of bone chilling now. jennifer: tonight, enjoy some football games, let's check in with jamie down in salem. jamie: that's right, working my way through the salem cheer
