hayley: the downpours we had earlier today are gone. we are back to sunny weather for the start of the weekend. it is going to feel cooler. tom: we mark the 10th anniversary of the alstead flood. >> you know, it changed the town forever. shelley: the town is remembering the dark day and lives lost with a special display of photographs showing the flood and recovery efforts. tom: the manchester state senator up with legislators to try to bring drug courts to every county in the granite state. what the proposed legislation will include. >> no one covers new hampshire like we do. now, wmur news 9 tonight. 11:00, it was a rainy injury =- -- and dreary day across the granite state. tom: the forecast for columbus day is looking better for today. hayley: things will be improving vastly as we sleep. we will have clouds moving out. rain showers have done that. a little while longer before we clear the skies. tomorrow morning, it will happen. we will have lots of sunshine. still tracking showers or areas of drizzle, especially in portsmouth and into hampton. there might be a couple areas of drizzle or showers. for the most part, wet weather is over with. tomorrow, high temperatures will only get into the 50' s. as we get into the second half of the weekend, temperatures warm up in a big way. i will talk about the entire weekend forecast coming up.

tom: today marks a somber anniversary in new hampshire. tenures ago, floodwaters swept through the town of alstead. jean mackin return to alstead to show us how the town is remembering the day. jean: many people recall vividly where they were 10 years ago at 7:25 in the morning, when the wall of water where each -- water reached this spot. the rows of photographs displayed kerry flood survivors back to october 9, 2005. days of unrelenting rain collected by dozens of acres. it was held back by a hill at the top of a town until the earth gave way. while many were saved by early evacuations, four lives were

dozens of homes swept away, along with everything in the path of that wall of water. >> the town came back and worked together and made it what it is today. it is because we are a small tong and we all work together. -- small town and we all work together. jean: the alstead historical society documented the disaster and rebuilding. from the photos of the roads broken, debris recovered, and even the pan used by the governor to sign the buyout bill for flood properties. >> many organizations work together. on october 9, they said they would never get the roads open by the time the snow flies. but they were open. >> resilient. we are built on granite here. jean: the roads, the town, even the river was rebuilt. one of the darkest days in alstead'

s history can never happen again. no matter how painful, it will never be forgotten. >> you know, it changed the town forever. the houses, they have all been replaced, but losing the lives is a tough one. jean: those lives in this town' s resilient spirit will be remembered saturday at 4:15. a plaque will be revealed on this rock at the edge of the river. jean macklin, wmur news 9. shelley: a bipartisan team of legislators is proposing a new bill that would put a drug court in each county in the state. over 300 people died of drug overdoses in 2014 and the state is on track to break this record this year.

legislators to those personally touched by addiction, some think that more drug courts in new the street. >> they see it as a hopeless happens. stephanie: tracy' s son justin has been battling heroin addiction for five years. he is currently serving time for a theft charge. he has no place to go and she fears he could turn to drugs. >> in those two weeks, he is on the street. he has no car, no money, no license, no place to live. stephanie: tracy said her son needs temporary housing and mental counseling resources, something he could have gotten if it was tried in drug court. >> it is stunning to me the financial aspect is more important than the lives of our

young people. stephanie: the city has seen 500 which have been fatal. our way out of the problem. stephanie: state senator david bruton would allow each county to be certified as a drug court. they would have to have an arrangement with a local treatment center in the state would fund 50% of the drug court in its first year. 60% of those convicted of drug-related crimes wind up back in jail. the recidivism in drug court is 22%. >> we have to get them into the system and get them treatment and hopefully reduce the use of drugs on the street, reduce the amount of repetitive crime. stephanie: there are seven existing drug courts in new hampshire, including two in

stephanie woods, wmur news 9. tom: three animals killed in a house fire in somersworth this afternoon. one person was taken to the hospital to be treated. crews were on the scene for about four hours. the new hampshire legislature is considering a bill that would create a tax for drivers of electric cars. the current gas tax funds highway maintenance and some are arguing that drivers of electric cars are not buying as much gasoline and they say drivers of all cars should pay something. >> there will be a bill recommending an alternate source. they will probably pay more money when they register the car to replace what they pay for gas taxes. tom: that bill is currently in session. lawmakers are working on what that tax would be.

tom: one person killed at a a texas university campus today. shelley: it happened in a parking lot outside a texas morning. authorities are questioning two people. the victim was a freshman at the school, but they are not releasing any details. police are investigating the motive. >> now, meteorologist hayley lapoint and your storm watch nine forecast. dreary, wasn' t it? in central and southern new hampshire, we were still in abnormal dry conditions and in a few spots we were technically in a moderate drought. this helped things a little bit.

you see gap pavement in portsmouth, but the rain has stopped. the skies have begun to clear out. this is estimating rainfall over the last 24 hours. the heaviest amounts of rain look like they were around lincoln and woodstock. across the rest of the state, the blue color, that is generally about a half-inch of rain fall. we actually needed that. the rain has moved through and it is basically off the coast. maybe a couple areas of driv drizzle -- maybe a couple areas of drizzle off the east coast. there are some clouds lingering, but those are making a beeline off the coast. the winds have shifted direction out of the northwest, and that is bringing down cooler, drier, chris air out of canada.

45 degrees in whitefield. concord, manchester, still below 60' s. temperatures are going to take a big hit. the winds have started to get going as this cool air comes down from canada. 12 miles per our in concord. you may hear the wind rustling as you try to go to sleep tonight. 30' s up north, mainly 40' s everywhere else. 40 degrees in concord. 44 degrees in manchester. here is what will happen as we go through tonight. any clouds, drizzle, fog, goes away. tomorrow we will have a few areas of cloud and that is about it. tomorrow afternoon is right and sunny and temperatures into the 50' s. that is all we will be able to muster with this cooler air mass in place.
