[captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. visit ncicap.org] sean: off the top this noon , interstate 93 shutdown right at the peak of the morning rush . this was the scene in windham that caused so many headaches for drivers trying to head north. good afternoon. i' m sean mcdonald. all northbound lanes are back open this noon but that was not , the case for 3 hours this morning. wmur' s ray brewer has been on scene and is live with an update. ray: sean you can see where the accident happened, right where those guardrails are damaged, you can also see some of the sand and speedy dry that was put down to improve traction and sop up spilt fuel. the accident was reported around 5:20 this morning. just as the morning rush hour was getting underway, this box truck rolled over completely blocking 93 northbound. state police say the driver 29-year-old joseph vachereau, had fallen asleep at the wheel, and hit a guardrail, his truck coming to rest on its side. the truck was then struck by

car. >> upon arrival we had 3 patients reported all ambulatory on arrival. that was our initial size up. ray: the two people in the subaru, 9-year-old carmine macri, and 57-year-old annemarie macri, were both taken to the hospital to be treated for minor injuries. the accident backed traffic up for miles, forcing it to be diverted off the highway at exit 3. it addition to difficulties in removing the truck from the highway, there was also some spilled fuel that firefighters had to deal with. >> the truck is carrying is carrying a 90 gallon saddle tank about three quarters full. containment upon our arrival seems to have held it to the berm over here and we' re maintaining that. ray: and then just before the highway was re-opened, a minor fender bender southbound on 93, within about a quarter mile added to motorists headaches, fortunately once again the drivers were able to walk away at this point it' s unclear if the driver of the box truck will

face any charges. reporting live in windham, ray brewer, wmur news 9. sean: thanks, ray. meanwhile a close call for a , woman driving this morning in saugus massachusetts. check out what came crashing through her windshield on route one. this piece of scrap metal came flying off a truck and smashed into her car. luckily it hit the passenger side where no one was sitting. state police are now trying to track down the truck. an autopsy is underway that investigators expect to positively identify remains as those of a manchester woman who has been missing for 3 weeks. sue hutchinson was last seen on september 20 with her roommate stephen andrade. but late sunday night police found what they believe is hutchinson' s body in a crawlspace that was walled off behind a closet inside her home. investigators had searched her home twice before and found nothing. a big proposal this noon in the state' s battle against heroin. mayor ted gatsas was joined by lawmakers to unveil a plan for a statewide drug court grant program, and wmur' s andy hershberger was

live with the details. andy: supporters say this is an important step toward battling heroin and opioid addiction in new hampshire. this new legislation would establish drug courts in five counties and continue the operation of the courts that already exist. legislators said today they hope to fast track this $3 million bill and have it on the governors desk by february. supporters say drug courts have been effective tools wherever they have been instituted. the programs take high risk drug offenders and put them in intensive rehabilitation that includes random drug testing, weekly meetings with the court and swift and severe punishment for those who relapse. officials say we need these courts and we need them now. >> there is bipartisan support for this. i think on both sides of the aisle, people recognize that we are in the middle of the heroin

drug court is one part of that. andy: court officials say new drug courts could be operational as early as april. reporting live in manchester andy hershberger wmur newsnine. ,sean: thanks. new this noon, a man is in custody accused of threatening loss prevention employees at the mall at rockingham park. police say victor alvarado was trying to steal a bottle of cologne when he was caught by loss prevention officers. he pulled out a switchblade and threatened them and warned them not to call police. he was later captured in a nearby swamp and charged with robbery and criminal threatening with a deadly weapon. in nashua school officials met , with parents this morning, after a threatening list was found at nashua north. a student spoke up after discovering that a classmate had a copy of a book called death note with 17 names in it. the book is based on a japanese anime cartoon where characters can write down the names of people who have wronged them and in the cartoon the book has the power to cause harm to those listed. the superintendent says students

in commitment 2016 this noon it' s a busy day on the campaign trail for republicans here in new hampshire. while in las vegas the democrats prepare for their first debate. this morning in manchester jeb bush rolled out what he calls an aggressive plan to repeal and replace obama care. he says one of its biggest problems is skyrocketing health care premiums. the key to the plan bush unveiled would give people more control over their health care dollars and give states more power to tailor the plan. jeb bush: medicine has changed and we have to get washington out of the way so we can have an explosion of dynamic to turn -- of dynamic response to the great challenges we face to turn them into opportunities not just for our better health, but also for economic progress for all of us. i believe, as i hope all of you

do, that lives are saved by bold and courageous innovation, and that we have a moral obligation to make sure washington doesn' t get in that way. sean: also under his plan people would not be forced to pay for coverage they don' t need. also campaigning in the granite state this afternoon is lindsey graham. he has events in bedford and concord and ends his day in newport. josh kasich is on his way to bow then tilton and littleton. governor maggie hassan is asking for an apology from u.s. senate democratic leader harry reid, after he blasted new hampshire and its first-in-the nation primary. in an interview with the washington post, reid said, quote, i was always terribly upset about how we were choosing our presidents. you go to new hampshire. there are not any minorities there. nobody lives there. reid' s comments sparked criticism from hassan, who called on reid to apologize for insulting her state. a political action committee associated with reid, the senate majority pac, encouraged hassan to run for the u.s. senate. now to las vegas where the stage is set for tonights democratic debate. for the first time this campaign season all 5 candidates will come together. abc'

s stephanie ramos has a preview . stephanie: it' s democratic fight night in vegas. the 5 presidential contenders, hillary clinton, bernie sanders, martin o malley, lincoln chafee and jim webb. their podiums are set for tonights cnn debate. martin o' malley: i don' t ask if an idea is from the left or right or whether it' s democratic or republican. i ask if it works. stephanie: martin o malley and jim webb will likely try their hardest to get noticed. taking aim at frontrunner hillary clinton. on debate is, clinton stepped away from debate preps and stopped to glad-hand at this union rally not far from right in front of donald trump' s las vegas property. hillary clinton: now you know, some people think mr. trump is

entertaining but i dont think it' s entertaining when somebody insults immigrants, insults women, that is just unacceptable behavior. stephanie: and what will trump himself be doing on the democrats debate night? donald trump: i will be watching. i don' t know how long, it' s gonna be hard to watch. i think it' s not going to be a very exciting debate alot of the -- debate. stephanie: a lot of the attention tonight is going to hillary clinton and bernie sanders because of her lead in the polls. clinton will be front and center onstage, but now the democratic catching up and taking the helm in new hampshire. but unlike the republican debates so far, we shouldnt expect to see a slug fest between the candidates.

weather today that ended kevin: showering start to the day, that things will be brightening through the afternoon. foliage helped by sunshine out there. temperatures have been a little bit stubborn, but by the afternoon should jump quite a bit. clouds will be thinning and there will be a breeze helping through the remainder of the afternoon. a little bit of a marine layer and showers to lingering. notice how quickly those are exiting to the northeast and pushing toward maine. that' s all it' s going to take this afternoon to get temperatures back into the 60' s and lower 70' s. you will notice a line of showers back to the west trying not to dry up by the time they

this is the first of several disturbances that will eventually knocked temperatures back three or four degrees, eventually bottoming out to the 40' s by the time we get to sunday. the gradual cooldown continues as the showers make their way northeast. a couple of breaks in the overcast to brighten things up a little bit across the area. temperatures right now anywhere from the mid-50' s in southeastern parts of the state to the areas that have been seeing breaks of sunshine. temperatures still running 10-15 degrees cooler than we were yesterday at this time. of course yesterday, a lot of folks finishing in the 70' s. today, a lot of folks in issuing in this xts. tomorrow, a lot of folks will finish in the mid-60' s. a little bit of sunshine to start tomorrow but we will add clouds through the afternoon.

otherwise, partly sunny in the mid-50' s through thursday. and then cooler, drier air making its way out of canada comes through on friday, maybe just cool enough to come in as mixed showers and sprinkles. you can see the trend. this likely keeps us at or below normal temperature wise. it looks like temperatures high on sunday in the 40' s. that comes with sunshine and a pretty good breeze. you get a pretty good windchill to go along with that. all in all, looking pretty good as we work our way toward the end of the week. let' s head to grow it green. >> welcome to today'

margaret, today we are going to be talking about maybe using us action of your lawn that doesn' t get a lot of use and turning it into something useful like a vegetable garden. >> and the best part? no labor. >> we like that. no digging. so, this is referred to sometimes as a lasagna garden? >> lasagna gardening or sheet mulching. there are a lot of names. >> we start with a little section of lawn. >> right. the idea is to have carbon and nitrogen sources. this will be ready to plant right away if you want to. next spring, i will be planting raspberries, all without turning a shovel. if you need to put some green
