`man charged with murder will `soon be in the hands of a jury. `tristan wolusky is accused of `taking part in the murder in `madbury back in june of 2014. `i' m adam sexton. `prosecutors and the defense both `agree that he planned to rob the `victim, but the defense contends s star `witnesses that actually murdered `aaron wilkinson. `wmur' s ray brewer is live `outside the courthouse, where `closing arguments are wrapping `up right now. `ray: adam, there is scientific `evidence to consider in this `case, such as the number and `nature of stab wounds, and the `testimony of the medical examiner. but both the prosecution and defense are asking the jury to consider who told the truth when they took the stand. 19-year-old tristan wolusky faces a number of charges, including first and second degree murder. at the beginning of the trial, the defense conceded that he planned to rob his friend aaron wilkinson for money and drugs.

was his co-conspirators in the robbery, michael tatum and zachary pinette, that actually killed the madbury teen. tatum and pinette testified against wolusky in exchange for a plea deal. while the prosecution said in closing that wolusky is convicted by his own words of second degree murder, the defense said it was the words coming out of the prosecution' s star witnesses that are not to be believed. mark sisti: tatum and pinette are on a collision course with each other. they destroy themselves with their past statements. they destroy each other under oath before you, and they belie medical and scientific evidence. peter hinckley: his story, even though it' s a lie, proves his guilt of that degree of murder. he was not a bystander -- he was the initial aggressor, he was an active participant in what happened to aaron with the full realization of the extreme risk of which he put aaron in. ray: the prosecution is wrapping

home by the end of 2016. but the president, on the recommendations of his top commanders, will now leave as many as 5500 troops on the ground. it will be a two-fold mission, similar to the current one -- counterterrorism operations and training and assisting afghan forces. so why the shift in policy? top pentagon officials believed afghan forces were not ready to operate on their own. and there has been a recent surge in violence by the taliban and now isis. pres. obama: in key areas of the country, the security situation is still fragile and in some places, there is a risk of deterioration. karen: last month, taliban fighters took control of a key northern city. afghan forces battled back in kunduz with support from us airstrikes. but one strike was catastrophic. a hospital was hit, leaving 22 staffers from doctors without john f. campbell: a hospital was mistakenly struck. we would never intentionally target a protected medical facility.

karen: president obama said this decision is not disappointing, that his approach has been to make adjustments when necessary, and the u.s. commitment to afghanistan will not waver. karen travers, abc news, washington. adam: now to commitment 2016 and a busy day on the campaign trail. ohio governor john kasich just community college this morning unveiling a comprehensive plan that promises to balance the federal budget within 8 years. that is not quite as aggressive a timeline as other gop white house hopefuls, but kasich, who wrote federal budgets during his time in congress, says his is a realistic proposal that can actually work. gov. kasich: i will start the process to amend our constitution to require washington to balance its budget every single year like states and families in america. adam: highlights of the plan include across the board tax cuts, a boost in military spending, and turning over federal education and transportation funding to the

former florida governor jeb bush is wrapping up his three-day visit to the granite state today. this morning, bush spoke at a domestic violence prevention round table at the unh law school during representatives gathered to discuss how we can all work together to help fight domestic violence in the state. /commented on ways as a leader in florida that his administration worked to help victims. mr. bush: we created a much better system, we changed the laws, and there was a 24% reduction in domestic violence. that is not to say it is over by any stretch of imagination -- it is really huge problem that plays out in local police department and the judiciary is overwhelmed by the fact that most crimes are committed by folks who know each other. adam: victims of domestic violence, such a substance abuse and heroin addiction that are on the rise.

adam: welcome back to news 9 at noon. if you receive social security, you won' t receive a benefit increase next year. the government says benefits will remain the same for 60 million retirees, disabled workers, and children who have social security.

the last 40 years that there will not be an increase. the government says the main reason is because inflation is being pulled down by low gas prices. and gas prices continue to decline. the cost of fuel dropped 9% nationwide last month after falling just more than 4% in august. according to aaa, the national average for a gallon of regular gas is $2.29. here in new hampshire, you can fill up for an average of $2.15 a gallon. an attorney for former house speaker dennis hastert says he intends to plead guilty in a federal case. the 73-year-old illinois republican is charged with breaking banking laws and lying to the fbi. prosecutors say he paid someone $3.3 million to hide claims of past misconduct. a plea deal would help keep any potentially embarrassing secrets quiet. attorney john gallo didn' t mention any terms or what counts hastert would plead guilty to. a judge scheduled a hearing for october 28. former olympic runner oscar pistorius will be released from prison later this month. south africa' s department of corrections says a parole board

michael schoepf: he lowered me down the shaft, and then i put corona here on my shoulders as she held on for dear life and we climbed back up. adam: the men named the dog found in. she was taken to a vet to be treated for an eye injury. corona did have a microchip, but the owner' s information was out of date.
