shelley: i am shelly walcott. police say a man walking his dog stumbled on something extremely dangerous, and as a result, federal investigators had to be called in. in this quiet corner of franklin, a disturbing find. >> an individual walking their dog noticed something that looked strange. it was a plastic bottle that was smoking or had some ingredients in it he didn' t recognize. franklin police were called, and authorities jumped into action after recognizing the danger of what the man had found. >> we were able to identify it as a possible one-pot methamphetamine production. shelley: basically math in a bottle, individual portions known as one-pots, and just as explosive as any other method. drug enforcement sealed off spring street. >> we were able to secure the scene, and we were able to seize approximately 15 plastic bottles

shelley: we asked, why would anyone make individual portions of meth? >> it' s much more mobile. people have been known to do this in their cars as they are driving. shelley: franklin police say they do have suspects in mind and expect an arrest in this case soon. tom: franklin is one of many new hampshire communities battling the opioid epidemic. wmur broadcast a special town hall called "a state of addiction: a war on heroin." jean mackin joins us with some innovative steps the state is taking. jean: certainly an eye-opening town hall, hearing from the experts on the front lines. we learned how law-enforcement is chasing supply from new hampshire to mexico and what is being done to treat people here. people fighting the war on heroin laid out their battle plans. the president of the new hampshire medical society says

>> there is no one face of addiction. getting more people involved, the more, the better, getting a better understanding of what addiction is. stephanie: new hampshire' s drug czar says treatment is a priority by easing restrictions for new treatment facilities come increasing tuition reimbursement for those entering the counseling profession, and opening up more beds statewide. >> we have put into place plans that will increase residential treatment by 30% within the next four or five months. jean: one mother fighting to save her son' s life once addiction addressed behind bars. >> why are they not getting treatment at all while incarcerated? jean: the superintendent of the sullivan county jail says funding programs is worth it. his county foots the $3.5 million a year bill, but less than 20% of inmates return to jail. >> they are not just going to

campaigned in amherst and milford. he has a few more stops planned tomorrow, including a becker barbecue with former senators scott brown. tom: a democratic activist has been accused of attempted voter suppression. prosecutors say, gibson sent out a fake press release a few days before his special election for state representative in district 32. he allegedly said in the press release her opponent was dropping out of the race, trying to indicate the race was uncontested. former secretary of state hillary clinton spent 11 hours testifying on capitol hill. has members had questions for her about the attack on the u.s. consulate in benghazi, libya. abc' s kenneth mouton reports from washington. >> an intense and dramatic day on capitol hill. >> here' s what happened to their requests.

kenneth: hillary clinton held her ground against the house select committee investigating the terrorist attack on a u.s. diplomatic post in benghazi. republicans pressed clinton for hours about what was done before, during, and after the attack that killed four americans, including ambassador chris stevens. >> i understand there are people in both parties who have suggested this investigation is about you. let me assure you it is not. >> i' ve lost more sleep than all of you put together. i have been racking my brain about what more could of been done. kenneth: republicans were focused on clinton' s adviser sidney blumenthal whose e-mails reached clinton, but ambassador stevens' requests did not. >> i can only tell you that i know a number of requests were fulfilled, and some were not. >> republicans are squandering

tom: wisconsin congressman paul ryan has formally declared his candidacy for speaker of the house, saying he has the support he needs from the republican party. ryan had initially resisted taking on the role after current speaker john boehner announced his resignation, but earlier this week, ryan said he will do the job as long as he has support from all three major caucuses in the party. shelley: it' s a question many parents struggle with -- how much freedom should i give my children? some worry being overprotective will make their children nervous or insecure, so they' ve adopted a style of child rearing called free-range parenting. it' s an approach that forced one mother into the national spotlight, earning her the nickname "america' s worst mom. >> 3, 2, 1. shelley: the main goal of most parents is to watch their children soar, but there is a growing debate on playgrounds across america. how much supervision do our children need?

i have are now, and it' s hard for me to let go. shelley: jennifer admits to what is often referred to as a helicopter parent, hovering, trying to keep track of her child' s every move. >> you don' t know what is out there, yet i' m afraid. i don' t know who is interacting with my child or who might approach my child or how he' s going to react. shelley: some parents are more hands-off, a style often referred to as free range parenting, a phrase coined by writer lenore skenazy. skenazy became known as america' s worst mom. >> after being raked over the coals on these talkshows, i wanted to start a blog that explained i love safety. i'

i am a nervous parent. hiking up with the -- the i parents. shelley: she says free range actually not endanger every moment there unsupervised. >> if you live in a dangerous neighborhood where there are drive-by shootings, of course you can' t send your kids walking safer suburb. it' s never one-size-fits-all. it' s a skepticism about the idea that everything is going to hurt our kids. shelley: some parents just aren' t down with the free range movement, even though many remember their unencumbered childhoods. >> when i was a kid, my parents basically said, if you want to go play, go play. i remember riding my bike two or three towns down, but nowadays, my kids, i would never let them do the same thing i did. shelley: why do so many parents feel this way?

information, the fact that you can go online, open your phone, go on a new site and see something that happened. shelley: sociologist david a single horse says there is no one-size-fits-all method to raising kids. >> the conversation about free range kids and helicopter parenting is primarily happening in this little echo chamber among upper-middle-class parents who, in my view, have a very nostalgic and selective memory about their own childhood. shelley: the doctor says the most common fear among parents is that their child will be abducted. he says statistics show that probably won' t happen, and he points out many parents are more free range than they realize since many kids are just a cell phone call away. >> i think the evidence suggests

phones that can tie them to their parents, parents give kids today more leash than they did before, because they know they can always be in touch. shelley: it' s a combination of techniques that this a of two says is her approach. >> i think it depends on the child. there are children who need more support, and there are some children who will take the independence at an earlier age. shelley: it' s an approach the doctor agrees with. >> i don' t think there are rules general. it' s really about the dance between a children' the situation they are in. shelley: you have to judge for yourself as a parent -- you know your child and parenting style. go with that. tom: i had to walk for miles in the snow to school everyday uphill. mike: uphill both ways. it' s amazing how that terrain shifted. the atlantic has been very quiet. take a look at hurricane patricia. this storm means business. notice that tightly wound center. the eye of the storm, take a look at the top wind speeds, 160 miles per hour. why is it a concern? it' s making a beeline into western parts of mexico, a devastating storm for portions of mexico. over the next 24-36 hours, it will weaken considerably, then rainout. mudslides and heavy-duty rain in addition to the damaging and possibly catastrophic winds along the coast. believe it or not, little taste of that moisture may catch up to us in new england sometime wednesday or thursday of next week. we may actually hear from some of hurricane patricia. it' s not out there today, however, we did have a couple showers.

see the time lapse out at the coast. a nice sundown as a cool front passed offshore. we are starting to see drier air building and statewide to -- statewide. mid-to-upper 60' s in northern new hampshire. it topped off only in 59, one of the cool spots in plymouth. 70-73, about 10-12 degrees above the average this time of year. it' s relatively mild, along 50 in the canadian border. elsewhere, 50' s to around 60. later tonight, temperatures will tumble into the low to mid 30' s, upper 30' s in central and southern new hampshire. not nearly the rebound tomorrow compared to what we saw today.

for tomorrow, clouds that are across the north country will tend to dwindle and dissipate by midday. elsewhere, mostly sunny sky for your friday. despite the sun, it will be breezy and very cool. at the start of the weekend, sunshine on mid-some increasingly high clouds. your best chance of showers over the weekend, not until sunday morning, and they should move out for a nice afternoon. lower 50' s to our south, and a few notches above that as we go into saturday. it will be quite chilly. 30' s and 40' s overnight tonight. sunshine tomorrow. more sun on saturday. clouds and scattered showers early sunday before it dries out late. dry and cool early next week, and again, we may hear from a pacific system and some of the remnants of that powerful hurricane sometime wednesday into thursday. no flooding rains, just welcome rain showers. it could originate from that powerful storm.
