pockmarked and barely standing. so far, the french prosecutor says isis leader abdelhamid abaaoud is not among the people arrested. but it' s not clear if he was killed. also tonight stunning new images from the daily mail of friday' s deadly rampage captured on a cafe surveillance camera. an attacker appears in the upper left of the screen and opens fire. he walks out of frame then reappears, taking aim at a customer outside but his weapon , jams and he moves on. seconds later that would-be victim pops up and escapes. tonight police are still looking for two suspects believed to be among the terrorists who carried out friday' s attack. marcy gonzales abc news, paris. , tom: tonight a show of solidarity with france at the university of new hampshire. more than a hundred students and faculty members came together for a candlelight vigil administrators saying the attack and administrators saying the attack on paris was an assault the values of every college campus.

shelley in the wake of the : attacks in paris, some new hampshire officials are calling on the federal government for more transparency in the vetting process for syrian refugees. the granite state has 13 refugee resettlement communities most centered in manchester and concord. governor hassan modified her statements wednesday on syrian refugees, calling for a temporary halt until the vetting process can be re-assessed. hampshire' s experience in getting information from the federal government as challenging. >> what i' m calling for is a pause because the first job of people safe. news 9 obtained prospect reports resettlement agencies in the state. a projected 470 refugees are on next year from a dozen countries, including syria. tom: in commitment 2016,

candidate jeb bush is in the state. tonight, he attended a house party in bedford where he addressed how he would handle isis after the paris attacks. jean mackin tells us what the presidential hopeful told the voters. jean: before arriving in new hampshire, jeb bush unveiled his u.s. defense policy. he called for replenishing u.s. troops. and tonight in bedford, he criticized the president' s approach to fighting isis. >> the threat of terrorism, radical islamic terrorism, is the threat of our time. they' ve declared war on us. jean: jeb bush arrived in new hampshire fresh off a trip to the citadel in south carolina where he unveiled his defense policy. at this house party in bedford he called the president' s foreign policy naive and poorly executed. >> the u.s. should not be the world' s policeman but we should be the leader of the free world because but for us, who? jean: he called for replenishing the ranks of the u.s. military, and proposes sending more troops to the middle east to fight

on friday to officially file his paperwork. shelley: so far this year 290 five people have died of drug overdoses in new hampshire, evan of them in berlin. stephanie woods was at the facing heroine for him in berlin where there were scary statistics for parents. stephanie: 93% higher than those in other high schools. hundreds back to high school trying to bring that number and others down to zero. >> it' s a community problem. when we identified community problem, we can also turn around and identity -- identify community solution. >> more than 200 people -- 250 people came together to find a solution to new hampshire' s heroine epidemic. bob thompson of berlin public schools says their high school

abuse rates in the state. >> i think there may be some socioeconomic status. i know that a lot of people have opinions on why that is. we' ve got a couple of prisons in town, and i think we' re all down here pointing outside of ourselves for finding a reason for it. stephanie: berlin police chief pete morency says so far in 2015, burglaries in the city have gone up nearly 82% from last year, and juvenile incidents have increased by 22%. >> we' re seeing a lot of property crimes, thefts, to be exchanged for drugs. and that' s not only affecting the victims of these thefts, that' s affecting the person' s family when they' re arrested for these charges. stephanie: morency says his officers are responding to two or three overdoses a week, but berlin lacks the resources to combat the heroin epidemic. north country listens says they held this forum to increase prevention, treatment, and recovery in the north country. >> so tonight we' re probably not going to walk away with the solution, but it'

s a step in the direction of building community awareness, identifying local community actions, which will hopefully put us on the path to addressing this crisis. stephanie: thompson says he' s hoping that new chemical-free prevention programs at the high school will discourage students from using drugs. >> we' re not sure that we' re necessarily going to see some major impact in those numbers this round. but we' re committed to doing whatever we can, partnering with whoever we can, to make a difference so those numbers do go down. stephanie: the new numbers for 2015 will be out in december. stephanie woods, wmur news 9. shelley: state lawmakers were back at work in a special session in concord. his job over the next six weeks will be to vet and write bills on issues on substance abuse initiatives. and the governor hopes come january, that will include

wide drug courts. massachusetts lawmakers unanimously approved a bill to crack down on fentanyl. the measure would make it a crime to traffick more than ten grams of the narcotic. and the punishment would be 20 years in prison. routine final votes are still needed before governor baker can sign the bill into law. tom: a driver turned himself in after fleeing the scene of a firey car crash in rye. rye police say 21-year-old cory lowe crashed a nissan pathfinder just after midnight yesterday. when fire fighters arrived at the scene, a passenger was seriously injured. k-9 teams searched for lowe, but couldn' t find him. lowe is charged with felony conduct after an accident and felony reckless operation. officers say alcohol and speed contributed to the crash. the age to buy tobacco could be increasing in boston. coming up on news 9 tonight. the mayor' s new plan to crackdown on tobacco consumption. shelley: and a study of new

tom: the extremist group boko haram killed at least 49 people in suicide bombings in nigeria. marketplace in the town of yola killed 24 people and injured another 80. then, two suicide bombers killed 15 people in kano.

boko haram the deadliest extremist group in the world today even deadlier than isis. boko haram pledged its allegiance to the islamic state in march. deadly jet crash in ohio shows that the pilots were warned about tough landing conditions. the ntsb says an instructors on another plane warned the pilots that weather conditions were barely suitable for landing. all 9 people onboard that jet were killed when it crashed into an apartment building last week. shelley: tragic news for boston college football legend doug flutie. flutie' s parents passed away within minutes of each other this morning. he says his father had been sick and died of a heart attack at a florida hospital this morning. his mother was there, and also suffered a heart attack a short time later. flutie posted on facebook i would like to honor my parents for all that they did throughout my and my brothers' and sister' s lives. tom: boston could soon raise the minimum age for purchasing

boston mayor marty walsh proposed increasing the age from 18 to 21 today. it would also restrict admission to tobacco stores and smoking bars to 21 and over. quick it' s a chemical addiction. it is our unquestioned duty to help young people make the right choices. tom: mayor marty walsh recently signed an ordinance banning smokeless tobacco products at boston sporting venues including fenway. the city' s board of health will vote on the proposal next month. shelley: a study released today says new england does not need additional natural gas pipelines to maintain reliable energy in the region. it says electricity needs can be met through 2030 with or without investment in a new natural gas pipeline. and although a pipeline could lower the cost of electricity, up front costs of the project could increase rates. the massachusetts attorney general' s office commissioned the study. supporters say it' ll bring

cheaper electricity and jobs to the area. tom: a hunter spent a cold night in the new hampshire woods. 29-year-old kyle frizzel of vermont was hiking pleasant mountain when he became lost. fish and game officers searched for frizzel, but couldn' t find him last night. frizzel says he could not make it back over the mountain in the dark. he made a fire overnight and found his way to a road this morning where he was able to get a ride back to his car. he was cold, but not hurt. a happy ending. shelley: speaking of winter weather, we pulled out the winter coat early this morning. mike: take a look at the time lapse up it newfound lake today. nice to see the sunshine all day long. after that cold start, a nice recovery is temperatures did bounce back to the average is not a little above during the course of the afternoon. down to 10 in berlin, 16 in
