jean: tonight the mother charged in connection to the overdose death of her teen daughter was waiting to see when she could be released on bail. good evening, i'm jean mackin. josh: i'm josh mcelveen. jasmine root is one of the people charged in the case. she says she's morell jibl for lower bail than the others. reporter: josh, she is facing felony drug charges but is not charged with giving eve tarmey the drugs that investigators say killed her, and the defense wants that difference acknowledged by lowering her bail. jasmine reud shuffled into court, hoping to convince a judge to let her out of jail. >> there's a presumption of p.r. bail by statute unless there are concerns either for the

danger to self or the community. reporter: the state then enumerated a number of community and self dangers that they believe the 41-year-old mother poses. >> it is clear that she has a significant substance abuse problem, your honor. reporter: the state cited a prior failure to appear charge out of the massachusetts in 2012 after a drug possession arrest. and expressed concern over the woman she plans to live with, who they say is a known heroin user and prostitute. >> people who use heroin are inherently a damager to the community, they make bad decisions when they're on heroin. reporter: she was living in a hotel with ross when her 17-year-old daughter was found dead. ross is charged with giving eve tarmey the fate dose of fen that fill. a third person is charged with

in death. >> she has two younger children who reside in new hampshire, she does not have custody of them but it is important to her to stay in their lives. reporter: the judge granted that rood can be released on personal recognizance bail under strict conditions including g.p.s. monitoring. she can get out of jail once she shows the community corrections program that see has a safe place to live with substance abuse counseling in place and agrees to g.p.s. monitoring. amy coveno, wmur news 9. jean: a big change the the weather today. things are noticeably chillier than this time yesterday, but are we really headed into winter weather, here's meteorologist hayley lapoint. hayley: not really. i know a lot of you asking me, are we going to have a white christmas, are we going to see snow by then? here's the thing, we may see snow fly over the weekend, just doesn't look like it sticks around, if it sticks to the ground at all. let's not get ahead of

happening right now first. it was a good 10, 15 degrees colder today. 38 in concord right now, 39 in manchester. already we've fallen into the upper 20's in berlin. so it's a cold start to what will be chilly overnight. and that is key because there's a storm system out to the west of us that's about to move in and because it's going to arrive at the coldest time of the day, in the morning, in the predawn hours tomorrow, there will be some freezing rain that forms, especially in coos, northern carroll and grafton county. those areas have a freezing rain advisory which goes from 7:00 a.m. to 1:00 p.m. tomorrow, roadways will be descriply in those northern areas tomorrow. otherwise for the rest of us, here's how it goes. tomorrow morning some drizzle forming for the rest of us, it will be a nasty day tomorrow. josh: the federal reserve raised

first time in nearly a decade. a unanimous vote lifted federal funds rate to a range of a percent. here's the reaction on wall street, not too bad, dow jones picking up nearly 225 points. aixa diaz has a look at what this means for consumers. reporter: josh, the fed announced interest rates are going up after years of record lows. in a move that shows confidence in the post recession recovery, the federal reserve says it's raising short-term interest rates. >> with the economy performing well, and expected to continue to do so, the committee judge did a modest increase in the federal fund rate target is now appropriate. reporter: the committee voted unanimously to raise the key federal funds rate, the interest banks charge each other to aa range of a quarter percent to a half percent. the fed chair yellen says the

economic progress with the current unemployment rate at 5%, a 7-year low. >> continued job gains and increases in real disposable income have supported household spending. and purchases of new motor vehicles have been particularly strong. >> the economy we have today is workers just seem really terrified to quit their jobs or ask for higher wage increases. reporter: the economic policy institute says now is not the time for an interest rate hike. >> a lot of mortgage refinancing over the past five years, put a lot of point in-house holds pockets that they could spend on other things. so the pace of that will slow down. so i think the overall pace of economic growth will moderate. reporter: the hike is expected to affect credit cards and home equity loans, mortgage and car loan rates are not expected to rise much soon. josh: the fed says it expects to make gradual increases moving forward, but wells fargo was the first major bank to announce a

up to 3.5 from 3.25. jean: more money will likely be on the way to help new hampshire deal with its heroin epidemic. the cash is expected to come as part of a spending bill being pushed in washington d.c. adam sexton joins us now from the newsroom with more from senator shaheen and ayotte on when these dollars will be available to help. reporter: the senators tell us some of the money is coming in this fiscal year, so in theory kit be put to use as soon as the state receives it and is able to turn it around and get it back out the door. the budget bill moving through the house and national right now includes a $91 million or $284% increase in funding for programs aimed at combating opioid abuse, plus a big bump in the dollars dedicated to the substance abuse prevent and treatment block grant. no specifics on how much new hampshire will receive, but a wide range of services should be getting much needed help. >> really more resources and support for prevention and treatment, and then support for

enforcement to go after the high level drug dealers and get help for those who are addicted. >> we've got to get treatment, we've got to get people into treatment and that's the biggest challenge that we're facing, so there's additional funding that will help states like new hampshire, there's additional funding for drug courts. reporter: prevention and treatment are the the highlights, there is also funding in this bill for law enforcement and research. the amounts substantial enough that senator shaheen is call in a downpayment in the state's fight against the heroin epidemic. adam sexton, wmur news 9. jean: new hampshire is also getting a federal grant as part of a pilot program for sexual assault cases. state. this program is designed to strengthen the justice system's response in cases of of sexual violence and offer more support for victims through collaboration between law enforcement and support providers. josh: tonight a community is coming together to help a family in hampstead devastated by a fire that destroyed their home.

john ward lost his wife who was also the mother to their three children. wmur's suzanne roantree with support. reporter: yes, just hours after the devastating fire destroyed the wards' home, renee mcdonald and her husband set up a gofundme account to help a community member in need. within minutes renee's computer started dinging with notifications of people already donating to the fund. she says the power of social media spread the word quickly. even the patriots, julian help the and retweeted the link out to a half million followers. renee says the community of hampstead, businesses and families alike have all helped out. >> there was part of me that just wanted to know that people still. obviously it's there. i mean, beyond like everything. and then i guess today i saw

southwest airlines jet to roll off a runway in nashville. it had just landed and was taxiing to the gate. as lauren lyster tell us, passengers knew something was wrong. >> you just heard everybody get off the plane, leave your luggage, just get off the plane. reporter: frightening moments for 133 passengers abore this southwest boeing 737. >> it was terrifying to feel the plane sort of bounce up and down. reporter: southwest flight 31 departing from houston and making a rough landing at naturalville international airport, at 5:20. the taxiing plane rolling off the runway onto the grass, getting stuck. >> all of a sudden we heard a shoulder and we heard, basically we swerved off into a ditch. the flight attendants told us down, down, down. reporter: passengers then evacuating down the jetliners emergency chute. ambulances immediately called to

hayley: the biggest story is the colder air that has moved in too, but we have clear skies across much of the state. we have beautiful sunshine for most of the day, take a look at these high temperatures. there was a noticeable difference compared to yesterday when many of us got into the 50's, even mid 50's. 46 was our high temperature in concord. 44 in manchester. about 45 in nashua. only in the 30's in the northern part of the state, and believe it or not, most of of these temperatures are still a good 10 degrees above the average high for this time in december. so even though it felt colder and you had to bring out the winter jacket again, it certainly could be worse for even this time. so how are we doing so far this decembers? we have a little ways to go, we're only halfway through and things can rapidly change, but this is an idea of the top five warmest decembers. so far our average temperature, 39.6 degrees.

the record if this was the 31st. but we do have a ways to go. the warmest december was a long while ago, 1891. when the average temperature was 35.4 degrees. so we'll see what ends up happening, still some time to go. and you know mother nature likes to balance things out, but still looks like it will be mild as we push into christmas week next week. here are the temperatures right now. we have fallen into the 20's up north, 30's across much of the rest of the state, still hanging onto that 40-degree reading in nashua. there is some clearing, especially in central and southern new hampshire, up to tougher. but as we go through the overnight, the clouds will win the battle and start to invade as the storm system approaches, and as it approaches, it arrives during the dawn hours tomorrow morning, right when we're usually the coldest. with that said, with the temperatures being cold enough and below freezing in these northern areas, there could be freezing rain, so northern grafton county, northern carroll

need to be very careful driving around tomorrow morning, driving into work, because there will be slick spots, especially the secondary roads, the bridges, the overpasses, those tend to be the most slick. low pressure right in the great lakes region here is going to push in more clouds and the rainfall. but it will be falling in the form of rain once it arrives. other than that freezing rain for a time tomorrow morning. so as we go through the overnight, clouds increase and this cold front approaches, and you can see tomorrow morning we start out with probably a little bit of drizzle. it's very similar to monday's forecast, if you remember that, cloudy, foggy, and as you push influence the day gets worse and worse, and yes for the evening commute tomorrow night, it will be slow going with low visibility and heavier rain. then this whole system pulls out and much colder air goes in its place. so tonight cloudy skies, freezing rain possible up north. it will be chilly, in the 20's up north, 30's across the rest of the state and looking ahead

thursday again, starts out slick, especially in the northern reaches of the state, for the rest of us it's just drizzle. by noontime drizzle, showers, cool, temperatures in the upper 30's, close to 40. then some colder air arrives. there might even be a few flurries for us, even in southern new hampshire over the weekend, it just doesn't stick around. christmas week looks mild again. jean: thanks. josh: a lot of travelers this holiday season will be accompanied by older loved ones. jean: the extra care need forward those travelers can be a challenge, so doctors are offering tips. first, schedule a doctor's visit before the trip to discuss any concerns. some people may prefer nonstop flights, but others may want layovers so you don't have to sit too long without a break. double check that you have any medicines that you might need on hand and carry plenty of snacks and particularly for people who may be deal with dementia, bring along some familiar items to help them feel more comfortable when you get to your destination.

jean: extra police officers were on hand when los angeles schools reopened today. the district can eled classes yesterday after an e-mail threat warn of a widespread terrorist act. officials say officers walked through more than 1500 locations yesterday, looking for any signs of problems. investigators say the same message was e-mailed to new york city schools as well. officials there decided to stay open. president obama plans to meet with families of the san bernardino terror attack this friday. that announcement came the same day the department of homeland security unveiled a new terror alert system. wmur's sally kidd explains how it works. reporter: homeland security secretary jeh johnson says the u.s. has entered a new phase in the global terror threat, and it requires changes to the alert system. the department of homeland security has issued its first advisory bulletin, under a

hayley: it really is amazing, we're on borrowed time now for this snow. once we get to december 19 that would mean we would crack the top five late snowfalls to ever not happen. the latest snowfall ever in concord was in mid january. so we do have a way to go before we break all-time records. but still this is definitely getting a little late. a lot of you are getting antsy to get on the slopes. we do have clouds overhead in sanbornton, clear in portsmouth. around. so today temperatures were a good 10, 15 degrees colder than where we were yesterday. but yesterday was so incredibly warm, even these temperatures are still warmer than where we could be for december. the average high is about 36, so we were still 10 degrees above that, 44 in manchester, 45 in nashua.

most of of us have fallen back into the 30's, especially in these areas where the skies are clear. but you got 34 there at windham, londonderry 37. 37 also in manchester. the monadnock region, unity at 33. 32 degrees in new london. and the lakes region. franklin at 42. 41 in tilton. also up north we have some 30's, but a few communities that fall into the 20's, like up in pittsburgh where it's 26 degrees. that will be problematic with how cold it is to the north there. because we're going to have a system that will start to enter the region in the overnight hours and since the temperatures will be below freezing when that happens, but up higher above the level of where we are it's warm in the atmosphere. so with this mismatch going on, we will see freezing rain in the northern part of the state. here's how things will go. we still are under the influence of this southwesterly wind, so

this cold front. this low pressure system you see here is going to move closer to us overnight tonight. it will bring in rain showers asker as tomorrow morning. and that is a little bit of a concern because there could be some freezing rain. so the national weather service has issued a freezing rain advisory for the northern areas of the state. this is northern carroll, northern grafton, and all of coos county that goes from 7:00 a.m. tomorrow morning until 1:00 p.m. here's how things go for the rest of us. doesn't look like much, but there will be some drizzle and mist, that nasty type looking day tomorrow. especially in the morning. and as we get into the afternoon it will be like monday where we'll start with the drizzle but then slowly as you progress through the day the weather goes downhill. we'll all transition over to plain old rain and it will be pouring at times overnight. then friday we clear out, still a couple of showers may linger at the seacoast late on friday as a storm system passes us by. but it will be a wet next 24 hours or so. here's your forecast for tonight.
