according to the chief, he's accused of engaging in sexual conduct with a 37-year-old woman who is not considered able to give consent. >> i believe there were some observations made by staff that led to this breaking. it very similar to what you see in a sexual assault involving children where there's an inability to concept or communicate properly. reporter: isn released a statement today saying it was immediately reported and the employee immediately terminated. they call this a very serious situation, and of course we're giving our full cooperation to law enforcement and state agencies involved. the chief says they did the right thing by reporting it. barrow is free on bail and is due back in court march 2. jean: a judge has denied bail for a man accused in the murder of two women.

in the death of charlene ran strom and brenda warner. he was charged but released after three mistrials. he and a codefendant were indicted last year after the case was reopened. the bail order notes new witness statements as reasons to keep him behind bars. josh: another bigger to today coming out of the foxborough as we're learning new e details about an incident that landed chandler jones in the hospital over the weekend. today the star spoke about. >> that ins send has been documented by police as a medical assistance response. according to a report released by foxborough police, officers noticed jones running through the parking area of the police station sunday morning, without any warning police say jones got on his hand and knees, as if to surrender. he identified himself and said he had been told to come to the police station. the report says officers later went to jones' house because he

that's when they smelled marijuana, which prompted a need for medical evaluation. today in foxborough, jones opened up for the first time about the incident and he apologized. >> i want to start off by saying i made a pretty stupid mistake this weekend. right now my main focus is becoming the best player i can be and helping the team. we're focused on kansas city. reporter: coach belichick was asked how this might affect the game on saturday, and the coach said we'll find out on saturday. as for chandler jones, he says he's ready to have the game of his life against the chiefs. josh: thanks very much. patriots fans are wondering how the jones situation might affect the big game this weekend. jean: and also what mother nature might be bringing. let's get the latest snow forecast from mike haddad. mike: we're tracking another system and yesterday looked like this one would track far enough out to sea to give us a light wintery mix.
5:04 pm
impact. however, for the big game in foxborough i think the timing will work in your favor if you'll be out and about late afternoon on saturday. here's a storm developing over the gulf coast states, and as it trucks towards new hampshire it will cause an increase in cloud cover later tomorrow into tomorrow night. notice temperatures are all below freezing now. as we look farther to the south it's not all that cold. there will be a lot warm air that accompanies this system, especially over southern new hampshire. so instead of a blockbuster snow event, it will be more of a wintery mix. the time frame here, early saturday morning, prior to sunrise, some light mixed showers developing, manchester north and west and light rain showers to the south and east. what follows for the rest of the day and what about that timing for late saturday afternoon for the game and the rest of the weekend. we'll look at that, straight ahead. jean: to commitment 2016 coverage now and it's the first republican faceoff of the new year.

hopefuls take part in their sixth debate of the campaign season. but one candidate says he is not going. wmur's aixa diaz is in our washington bureau to explain. good evening, aixa. reporter: hi, jean. rand paul is saying he's boycotting tonight's event because he wasn't invited to the main debate. tonight seven republican presidential candidates take the prime time stage in north charleston, south carolina. >> america's always wondering what donald trump will say next, for better or worse. reporter: once again donald trump enters the debate as the g.o.p. frontrunner, with ted cruz hot on his heels. >> they're the two leaders and one would expect them to mix it up a little bit. we've seen that from trump, but not necessarily from cruz. reporter: also invited, bush, carson, christie, kasich and rubio, who are all hoping for memorable performances.
5:06 pm
there is this feeling that donald trump at the top is going to fall one of these days. >> it a mistake to not have me in the debate. reporter: paul didn't quality foy for the event like he previously has. and even though he is invited to the earlier debate with fiorina, huckabee and santorum, he says he's not going. >> to be sent back to the little kids table, which is what happened to carly fiorina and now rand paul, it's devastating. reporter: after tonight there is still one more g.o.p. debate before the iowa caucuses february 1st. jean: key members of the r. n. c. met in south carolina today to discuss preparations for a contested convention this summer. party officials say it's not a sure thing, but if it happens they want to be ready. also today the chair of the texas republican party withdrew a proposal to change the rules in a way that would have ended new hampshire's first in the
5:07 pm
r. n. c. sources all tell us that another similar proposal was postponed until the party meets again in april. josh: the proposal was part of why many granite staters are concerned that this could be our primary. as we market its 100th anniversary, we're giving you a chance to see an encore presentation of an indepth look at this cherished new hampshire tradition. >> there's a reason why the kentucky derby is in kentucky. there's a reason why the rose bowl is where it is. there's a reason why all kind of different cultural events are where they are, and it's the same reason that new hampshire has the primary. it's here because its birth was here. josh: secretary of state bill gardner there. you can tune in at 4:00 p.m. on sunday for a first in the nation 100 years of tradition.

wmur.com or with our free mobile app. jean: let see how things are moving out on our highways. we'll start with live pictures in manchester. 293 near exit 5, a little slow going near the granite state bridge. peggy james joins us with a look at the evening commute. peggy: good evening, jean. we have one road closure, this is on 102 in hudson through the derry area. we've got a road closure due to an accident investigation, and they are detouring traffic onto cutler road, that's on the eastbound section of 102. west bound is getting by. coming up from the massachusetts border on 93, sluggish between 111 to 102. and also up toward manchester due to an earlier accident just before 293. 293 is a little bit busy, but moving well by the mall and in the mill yard. 93 north minor slowdowns through the hooksett stretch, and a good ride into concord.
5:09 pm
through bedford. and the everett turnpike is getting busy northbound between exits 10 and 11. no issues to and from manchester to hampton on 101 and the spaulding turnpike northbound congested at this time. i'm peggy james for wzid. jean: some frightening moments inside boston's o'neil tunnel today. josh: a crash happened right in the middle of rush hour, that story next. jean: plus there's no single jackpot winner from last night's powerball. there are three. where the winning tickets were sold and how new hampshire fared. mike: another weekend just about here and this one looks to feature quite a few changes, the forecast coming up. josh: then, the state has handed out its first certificate for

control, hit the left wall, then came across the other lanes. no other vehicles actually hit this car, amazingly, and no one was seriously hurt. josh: back now to commitment 2016 coverage. with such a large republican field and a bull horn candidacy of donald trump, a lot of the media's focus in this primary has been on the g.o.p. but there's also a reeg dog fight shaping up in the race for the democratic nomination, especially in the early states, and it's a dog fight that even republicans weren't expecting. since the beginning there has been one name in the republican feel while -- >> i'm going to keep my eye on the ball. >> the way to beat hillary clinton is to point out that she doesn't have a track record of accomplishment. >> hillary clinton, that's part of the problem. josh: often she is mentioned with her former boss. >> i don't do the constitution the way president obama and hillary clinton do it which is
5:14 pm
josh: but it bernie sanders who leads in new hampshire and is now rising in iowa. but his name is usually mentioned by g.o.p. candidates as more of a caricature than a real threat to win the democratic nomination. >> please, f.b.i., please, go after hillary, i want to run against bernie. >> it's still tough for me to see a situation where bernie sanders becomes the nominee, but we could be looking at a long slog. josh: he believes clinton still faces pit falls, and history show what is can happen. >> the worst case for her would be something like what happened in 2008 where early losses lead to a lot of people who would assume that she was going to be the nominee and were supporting her for that reason to take a second look, taking a step back and maybe start embracing sanders. josh: even so, clinton is looking past the primary with the focus on the potential republican opponents in november.
5:15 pm
out of them. >> one of these republicans -- >> carpet bomb them into oblivion. >> could actually be president. >> sit down and shut up. josh: that ad is running now. bernie sanders is in new hampshire tonight in hanover, while hillary clinton has had a couple of people stumping for her this week, her husband and her daughter, chelsea. jean: the powerball fever has broken and now the record $1.6 billion jackpot will be split three ways with winners in florida, california and tennessee. this is video of the crowds chanting at a 7-11 in chino hills, california, the owner of that location says he is thrilled. >> i'm excited. jean: a million dollar bonus will be shared between the store owner and the 7-11 company.
5:16 pm
didn't win millions, new hampshire stores did celtic it's $700,000. this is believed to have been the largest sales period of lottery tickets ever in this state. although big jackpot is now gone, the next one is now worth a biddy $40 million. a bristol man thought his big win was a prank, but turned out to be true. jean: michael berube won the sailor jerry sweepstakes from the new hampshire liquor commission. here's his prize, a custom blue 1966 dodge charger. he says the car brings him right back to his childhood and he's looking forward to showing it off. mike: a few changes today, started with quite a few clouds, a few flurries in some areas. developing sun during the afternoon. out on the newfound lake we still have a lack of ice out there.
5:17 pm
busy winds today, but not as strong as yesterday. with those winds continuing to drive in chilly air, on average in the 20's for highs today. a few flurries drifting in from the north and west may clip the north country, white mountains and great north woods up until midnight with a spot coating in a few areas. outside of that it will be dry for the balance of the night. and the rest of the day tomorrow. as for temperatures right now between 20 north and mid to upper 20's south, running just a couple notches below the average for this time of year. wind coming in out of the west, not all that strong, 5, 10 miles per hour. but top of mount washington gusting close to 60, 70 miles per hour, so that wind chill factor is something to contend with, especially in the higher terrain. as for overnight lows tonight, with mainly clear skies developing late, down near zero north, teens for many and a couple of low 20's manchester, nashua and along the coast. leading into this weekend yesterday looked like a developing storm to our south

sea so we could just get a light wintery mix, maybe a coating or an inch or two of snow where it stays all snow. right now odds favor the storm to track closer, that means more of an impact around here early saturday morning through at saturday. but also notice how warm the air is down to our south. and it's not all that cold over north. so we don't have a lot of cold air to drain into this storm, that means we'll likely see at least a mix or rain in some parts of new hampshire when that storm arrives. as for tomorrow, a little fading clouds. here's the storm we're tracking for the weekend, and here's a look at the timeline. after flurries this evening give way, it will be mainly clear. a little sun early tomorrow, then the cloud will take over, but it stays dry through tomorrow evening. good news for travelers for tomorrow night. however, changes come in predown hours of saturday morning, a few light showers of rain or freezing rain, maybe a few wet flakes in some of the higher

and lakes region. then be the brunt of this storm hits during the morning hours on saturday through about 1:00 in the afternoon, mainly snow white mountains, great north woods, mainly rain manchester to the coast. and in between will be that tricky part as we go through the first part of the weekend. will it be all wet snow or a mix at this point looks like a mixed start and then over to a period of wet snow as the storm cranks up. then mainly rain again at the coast. this is expected snowfall right now, could change a little bit. but with mainly rain manchester to the coast, at most maybe a coating to a half inch of snow. the tricky part again from concord to the monadnock region, on average one to three inches of wet snow. and on average 2 to 5 from the lakes region points north. that could change a little, so stay tuned to updated forecasts. again it does change by later in the afternoon. looks fairly nice for late saturday afternoon into sunday, seasonable temperatures as well.

air behind snow squalls late sunday night, early on monday, beyond that a lot of cold air. jean: thanks, mike. josh: up next, candidates sit down with news 9 to talk about the issue of health care. jean: and students in one school are getting extra days off if they make the grade, that's
5:21 pm
josh: commitment 2016 now, we asked every major candidate what they think the federal government can do to ensure access to quality, affordable health care. here are the answers from the first group of candidates. >> the most important thing we need to do is to build upon the success of the affordable care act to cover more people and to get more people into the insurance pool, if you will. but at the same time we also have to bring down the costs that are at the center of health care in america. right now we pay more per cap that than any other nation. we're number one in terms of what we pay for health care, but we're number 27 in terms of outcomes. and what we found in my state of maryland was that by moving out of our hospitals out of the old antiquated fee for service, where they make themselves more profitable by how many sick bed nights they can keep filled in the course of the year, and

5:22 pm
payments where they make a certain amount in the course of the year, but they can reduce avoidable hospital room admissions by keeping people well. we found that that helped us save $100 million. >> well, what the united states can do is in fact join the rest of the industrialized world. as you may know, we are the only major country on either that does not guarantee health care to all people as a right of citizenship. we have a program called medicare today which is a pretty good program, i believe we should extend medicare to every man, woman and child. when you do that not only will all people have health care, the cost of prescription drugs will go way down, and you'll have a much more cost effective health care system, which will save middle class families thousands of dollars. >> i want to make sure we begin to bring down the cost of prescription drugs, which are going up faster than nearly anything else in a family's budget. we need to make sure that once and for all medicare can negotiate for lower drug prices
5:23 pm
we should not give them a tax break for advertising, if they want to do that that should be on their own money. we want them to spend what they spend on more research and development. we need to expedite the process for more generic drugs through the food and drug administration. and we can't forget that mental health is also health care, and right now we're not doing the job we need to to make it available for all the americans who require it, along with those abuse. and care giving, something i hear a lot about here in new hampshire. so i have a broad agenda, but it will be built on the foundation of the affordable care act. josh: you can find all the answers to all the questions in this series on wmur.com. you'll hear from republicans on this issue coming up in our next half-hour. jean: straight ahead at 5:30, new england will be represented at in year's oscars.

tom griffith, wmur news 9. jean: it is mid term at high schools across new hampshire next week. but a new initiative at bedford high school is raising eye brows for some parents, they are introducing competency recovery days, allowing students who reached a certain level to take time off. shelley walcott joins us live from bedford to explain. shelley: this is certainly a plan that's causing some controversy. bedford high school will an justing their schedule next week, and any -- essentially students who need extra help in certain subjects won't be the only ones required to be in. the district superintendent says students who are up to speed can come in if they choose to, to use the library, catch up on material or work on community service credits. and he says most parents have

and what i would do is provide health empowerment accounts for everybody, but pay for them with the same money that we pay for traditional health care. we spend twice as much per cap that as many other countries. it would also give people the ability to shift money within their health empowerment account. that way 80 plus percent of all encounter with the health care profession will be done through your health empowerment account. your catastrophic insurance will drop dramatically, because very few things are coming out of that. and you could buy across state lines. that would take care of the vast majority of people. when it comes to medicare and medicaid, we refashion those programs in a way that gives people options, because we spend five plus thousand dollars on each medicaid recipient and quite a bit more than that on each medicare recipient. >> what the federal government should do is get out of the way and they should revert this back

i'm a cancer survivor, i understand people need help sometimes. we need to try the one thing we've never tried in health insurance, which is the free market. it's always been a cozy little game between regulators and health insurance companies. the only trouble is that game doesn't work for consumers. so let's try the free market real competition. and finally let's ensure, and the federal government can play this role, let's ensure that every health care provider publishes on a regular basis their costs, their prices, and their outcomes. because the truth is patients have no information today, and because they have no information they have no power. and in something as important as your family's health care and your own health care, you need power. josh: of course we'll hear from 5:00. you can find out much more on where they stand on this issue and all the other ones in the politics section of wmur.com. jean: right now a rare storm is churning off the atlantic coast.

a look at hurricane alex. hayley: it's hard to believe we're talking about a hurricane in mid january, but this morning the national hurricane center upgraded this storm here in the eastern atlantic ocean to hurricane status. a rarity for january. hurricane alex, which is located about 490 miles south of portugal's azores islands, which now is under part of a hurricane warning, can you see the azores there, the little dots, alex is the first named storm for the 2016 year. it's also the first named storm to form in the atlantic in january since 1978. but the most interesting stat is that it's the first january born hurricane since 1938, and just the fourth known storm to arrive in the month of january since records began. as of 5:00 it has winds up near 85 miles per hour. and it's going to move to the north and will impact the azores over the next couple days.
