jean: tonight an employee at a care facility for the developmentally disabled in hollis has been charged with two counts of misdemeanor sexual assault. good evening, i'm jean mackin. josh: i'm josh mcelveen. police arrested charles bureau who they say worked as a direct support professional at this facility. jennifer crompton joins us now live with the latest on these allegations. reporter: hollis police say they were contacted about the alleged assaults on december 31st by the state office of elderly and adult services, and that prompted their investigation. 72-year-old charles barrow of nashua was arrested yesterday, he had been employed as a direct support professional at i believe services network. isn provides daytime support for

according to the chief, he's accused of engaging in sexual conduct with a 37-year-old woman who is not considered able to give consent. >> i believe there were some observations made by staff that led to this breaking. it very similar to what you see in a sexual assault involving children where there's an inability to concept or communicate properly. reporter: isn released a statement today saying it was immediately reported and the employee immediately terminated. they call this a very serious situation, and of course we're giving our full cooperation to law enforcement and state agencies involved. the chief says they did the right thing by reporting it. barrow is free on bail and is due back in court march 2. jean: a judge has denied bail for a man accused in the murder of two women.

in the death of charlene ran strom and brenda warner. he was charged but released after three mistrials. he and a codefendant were indicted last year after the case was reopened. the bail order notes new witness statements as reasons to keep him behind bars. josh: another bigger to today coming out of the foxborough as we're learning new e details about an incident that landed chandler jones in the hospital over the weekend. today the star spoke about. >> that ins send has been documented by police as a medical assistance response. according to a report released by foxborough police, officers noticed jones running through the parking area of the police station sunday morning, without any warning police say jones got on his hand and knees, as if to surrender. he identified himself and said he had been told to come to the police station. the report says officers later went to jones' house because he

didn't win millions, new hampshire stores did celtic it's $700,000. this is believed to have been the largest sales period of lottery tickets ever in this state. although big jackpot is now gone, the next one is now worth a biddy $40 million. a bristol man thought his big win was a prank, but turned out to be true. jean: michael berube won the sailor jerry sweepstakes from the new hampshire liquor commission. here's his prize, a custom blue 1966 dodge charger. he says the car brings him right back to his childhood and he's looking forward to showing it off. mike: a few changes today, started with quite a few clouds, a few flurries in some areas. developing sun during the afternoon. out on the newfound lake we still have a lack of ice out there.

busy winds today, but not as strong as yesterday. with those winds continuing to drive in chilly air, on average in the 20's for highs today. a few flurries drifting in from the north and west may clip the north country, white mountains and great north woods up until midnight with a spot coating in a few areas. outside of that it will be dry for the balance of the night. and the rest of the day tomorrow. as for temperatures right now between 20 north and mid to upper 20's south, running just a couple notches below the average for this time of year. wind coming in out of the west, not all that strong, 5, 10 miles per hour. but top of mount washington gusting close to 60, 70 miles per hour, so that wind chill factor is something to contend with, especially in the higher terrain. as for overnight lows tonight, with mainly clear skies developing late, down near zero north, teens for many and a couple of low 20's manchester, nashua and along the coast. leading into this weekend yesterday looked like a developing storm to our south

sea so we could just get a light wintery mix, maybe a coating or an inch or two of snow where it stays all snow. right now odds favor the storm to track closer, that means more of an impact around here early saturday morning through at saturday. but also notice how warm the air is down to our south. and it's not all that cold over north. so we don't have a lot of cold air to drain into this storm, that means we'll likely see at least a mix or rain in some parts of new hampshire when that storm arrives. as for tomorrow, a little fading clouds. here's the storm we're tracking for the weekend, and here's a look at the timeline. after flurries this evening give way, it will be mainly clear. a little sun early tomorrow, then the cloud will take over, but it stays dry through tomorrow evening. good news for travelers for tomorrow night. however, changes come in predown hours of saturday morning, a few light showers of rain or freezing rain, maybe a few wet flakes in some of the higher

and lakes region. then be the brunt of this storm hits during the morning hours on saturday through about 1:00 in the afternoon, mainly snow white mountains, great north woods, mainly rain manchester to the coast. and in between will be that tricky part as we go through the first part of the weekend. will it be all wet snow or a mix at this point looks like a mixed start and then over to a period of wet snow as the storm cranks up. then mainly rain again at the coast. this is expected snowfall right now, could change a little bit. but with mainly rain manchester to the coast, at most maybe a coating to a half inch of snow. the tricky part again from concord to the monadnock region, on average one to three inches of wet snow. and on average 2 to 5 from the lakes region points north. that could change a little, so stay tuned to updated forecasts. again it does change by later in the afternoon. looks fairly nice for late saturday afternoon into sunday, seasonable temperatures as well.

josh: commitment 2016 now, we asked every major candidate what they think the federal government can do to ensure access to quality, affordable health care. here are the answers from the first group of candidates. >> the most important thing we need to do is to build upon the success of the affordable care act to cover more people and to get more people into the insurance pool, if you will. but at the same time we also have to bring down the costs that are at the center of health care in america. right now we pay more per cap that than any other nation. we're number one in terms of what we pay for health care, but we're number 27 in terms of outcomes. and what we found in my state of maryland was that by moving out of our hospitals out of the old antiquated fee for service, where they make themselves more profitable by how many sick bed nights they can keep filled in the course of the year, and

payments where they make a certain amount in the course of the year, but they can reduce avoidable hospital room admissions by keeping people well. we found that that helped us save $100 million. >> well, what the united states can do is in fact join the rest of the industrialized world. as you may know, we are the only major country on either that does not guarantee health care to all people as a right of citizenship. we have a program called medicare today which is a pretty good program, i believe we should extend medicare to every man, woman and child. when you do that not only will all people have health care, the cost of prescription drugs will go way down, and you'll have a much more cost effective health care system, which will save middle class families thousands of dollars. >> i want to make sure we begin to bring down the cost of prescription drugs, which are going up faster than nearly anything else in a family's budget. we need to make sure that once and for all medicare can negotiate for lower drug prices

we should not give them a tax break for advertising, if they want to do that that should be on their own money. we want them to spend what they spend on more research and development. we need to expedite the process for more generic drugs through the food and drug administration. and we can't forget that mental health is also health care, and right now we're not doing the job we need to to make it available for all the americans who require it, along with those abuse. and care giving, something i hear a lot about here in new hampshire. so i have a broad agenda, but it will be built on the foundation of the affordable care act. josh: you can find all the answers to all the questions in this series on wmur.com. you'll hear from republicans on this issue coming up in our next half-hour. jean: straight ahead at 5:30, new england will be represented at in year's oscars.

josh: now at 5:30, clearing the way for medical marijuana. new hampshire has just approved the first location for cultivation. jean: it a different kind of school break as we reach mid terms, some students are being told to take the day off. mike: quiet now, but a storm will be inching closer to the granite state by the start of the weekend, what it will bring to new hampshire. josh: and some flyers are frustrated after one airline's computer system breaks down, logan was one of several airports affected by the glitch. josh: tonight new hampshire has awarded its first certificate for the cultivation of medical marijuana. welcome back. i'm josh mcelveen.

this designation comes right on the heels of the first cards for patients to buy medical marijuana. josh: tom griffith is here with a look at where those plants might be grown. tom: the department of health and human services issued a conditional certificate for the cultivation of therapeutic cannabis to a firm called swankary atc. it will be located in rochester, new hampshire and it is the first to receive approval to begin cultivating it in the state. the state plan will include four dispensary locations and three cultivation centers. once the company has completed cultivating its they are apeut ig can abusiness, the state will inspect it, its dispensing location, which is up in plymouth, to determine if it is ready to begin its operations. after all that happens, a registration certificate is issuing, allowing swank water to begin dispensing to qualifying patients and designated caregivers. the dispensary is expected to begin operations sometime in the

tom griffith, wmur news 9. jean: it is mid term at high schools across new hampshire next week. but a new initiative at bedford high school is raising eye brows for some parents, they are introducing competency recovery days, allowing students who reached a certain level to take time off. shelley walcott joins us live from bedford to explain. shelley: this is certainly a plan that's causing some controversy. bedford high school will an justing their schedule next week, and any -- essentially students who need extra help in certain subjects won't be the only ones required to be in. the district superintendent says students who are up to speed can come in if they choose to, to use the library, catch up on material or work on community service credits. and he says most parents have

>> if a student is passing, then they wouldn't necessarily need to report to their testing session next week. that's actually much like we've been doing for years in most high schools, public high schools in this state. that there's the option, if a student is passing their class, that a teacher can waive the mid term. reporter: the superintendent says the goal of all this is to focus on students who haven't reached the level of competency this they should be at, essentially to focus on them and give them extra help. live in bedford, shelley walcott, wmur news 9. josh: bail for the man accused of trying to kidnap a teenager at the merrimack outlet is now $50,000 cash only. 25-year-old desmond mighty had been released on $100,000 cash or surety bond. a judge made the change after mighty was cited in his home state of connecticut for

school bus which was picking children up. his trial on new hampshire charges will start next month. police in maine made a gruesome discovery, the body of a woman found inside her wells trailer. authorities believe that lucy mcnulty died two and a half years ago, she was last seen in the summer of 2013 after a stay in the hospital. the maine medical examiner's office say she died of cardiovascular disease, but what makes this case unusual is the time between when she died and when she was found. >> the town was about to foreclose on the house because of the unpaid taxes. so it was determined that we had to go in. josh: a friend called police after the christmas card he sent was returned and asked for a welfare check. but police said when they did, she never answered the door. jean: the boston police swat team is welcoming back a familiar feline. they shared this picture today showing the return of the swat

and what i would do is provide health empowerment accounts for everybody, but pay for them with the same money that we pay for traditional health care. we spend twice as much per cap that as many other countries. it would also give people the ability to shift money within their health empowerment account. that way 80 plus percent of all encounter with the health care profession will be done through your health empowerment account. your catastrophic insurance will drop dramatically, because very few things are coming out of that. and you could buy across state lines. that would take care of the vast majority of people. when it comes to medicare and medicaid, we refashion those programs in a way that gives people options, because we spend five plus thousand dollars on each medicaid recipient and quite a bit more than that on each medicare recipient. >> what the federal government should do is get out of the way and they should revert this back

our belief is that each state should have the ability and the obligation to determine what kind of health care system happens in their state. hampshire. about the same size, 9 million people in nawj, 1.3 million in new hampshire. in new hampshire the problem is distance for access. that's not the same system we have in new jersey where we have a densely populated state. each state should have the obligation and the ability to decide for themselves. it's closer to the citizens and it respects our constitution. >> obamacare has been a disaster, millions of americans have lost their jobs and been forced into part-time work have lost their health insurance, their doctors, have seen their premiums skyrocket. in new hampshire premiums skyrocketed under obamacare, it's not working. if i'm elected president we'll repeal every bit of obamacare and then pass common sense health care reform that expands

insurance personal and portable and affordable. that will begin by allowing people to purchase health insurance across state lines. so we have a true 50 state national marketplace, that will drive down costs and enable people to aafford low cost catastrophic health insurance. second expand health savings accounts, for more routine needs and prevention. and third we'll work to dealing health insurance from employment, so if you lose your job you don't lose your health insurance, it goes with you from job to job just like your car insurance or house insurance. >> we're not being helped by obamacare so we must repeal it. it is so complicated that it creating crony capitalism, the drug koition are getting bigger, the health insurance companies are getting bigger, the pharmaceuticals are getting bigger. we need to repeal it. we need to give to states the money and the responsibility to manage high risk pools so that

a look at hurricane alex. hayley: it's hard to believe we're talking about a hurricane in mid january, but this morning the national hurricane center upgraded this storm here in the eastern atlantic ocean to hurricane status. a rarity for january. hurricane alex, which is located about 490 miles south of portugal's azores islands, which now is under part of a hurricane warning, can you see the azores there, the little dots, alex is the first named storm for the 2016 year. it's also the first named storm to form in the atlantic in january since 1978. but the most interesting stat is that it's the first january born hurricane since 1938, and just the fourth known storm to arrive in the month of january since records began. as of 5:00 it has winds up near 85 miles per hour. and it's going to move to the north and will impact the azores over the next couple days.

mixed showers begin early saturday. then as precipitation increases, we'll have rain, and a mix of snow before it wind down early saturday afternoon. so real messy saturday morning across new hampshire, especially where it stays frozen. the best chance for that north and west of concord. temperatures in the 20's statewide from the mid to upper 20's along the coast to the low to mid 20's in the merrimack valley, in the monadnock region. similar temperatures in the upper valley, a bit cooler in the lake sunapee stretch. on average the lakes region between 20 and 25, give or take a degree or two. and colder to the north, down to 10 in pittsburgh, and teens to low 20's elsewhere. tonight we will fall back to near zero in the north country on average. teens to near 20 in southeastern new hampshire.

and the warming trend that continues tomorrow leads us right into the start of the weekend when this storm gets close to the granite state. and that means enough warm air mixes the snow and any mix over to rain for some part of new hampshire, especially southeastern zones. having said that, it could be tricky as the storm gets closer during early saturday as temperatures will be near freezing. intensity may be a theme in this. north and west of concord, showers or wet snow early with rain and a little mixing in southern parts of the state. aas the rain increases in southeastern new hampshire, the precipitation bumps into cold enough air for snow to the north and west, that's where we could see several inches piling up before it wind down early saturday afternoon. so right now mainly rain with possibly a coating to a half irnl in southeastern new hampshire. one to three to the north and west and southern lakes region.
