sean: after a bitterly cold start to the day, temperatures rebounding nicely. kevin: the number of calls for help from stranger drivers and how people are dealing with the conditions. battle for the supreme court. zero plans have not been made for antonin scalia but an epic washington battle is already taking shape. and, a cannon mountain tram, stuck with dozens onboard.

[captioning performed by the national captioning institute, caption content and accuracy. visit ncicap.org] sean: record breaking cold and it' here' s a live look. the city broke a record low today dipping down to -4. good afternoon, i' m sean mcdonald. meteorologist kevin skarupa has days, but changes are on the way. kevin: it is amazing to look at temperatures. the or climb. we have had an increase in clouds through the morning after another cold start to the day, a couple of flakes building northeast. well ahead of the actual storm system that will produce which will develop late this afternoon and into the evening. temperatures near 20, which is double digit below zero we were at this morning. also a much lighter wind. no bitter windchill to go along teens.

pick up and some changes to precipitation. late days now, several inches possible later this evening, before the warm air start to get involved. the heaviest precipitation developing tomorrow afternoon. we will have all the details coming up in just a few minutes. sean: thank you. and new at noon, those temperatures are impacting people, from those visitng the granite state for school vacation, to others just trying to make it through the work day. wmur' s ray brewer is live at mcintyre ski area with some of the people braving the cold. good afternoon, ray. ray: no doubt about it, conditions are improving. when i got up this morning, the temperature was eight degrees below zero. now the temperature is all the way into the teens. >> just unusually cold. ray: aaa crews were kept scrambling, as across northern new england temperatures dipped below zero. the company says they got more

steve smith was one of them, the cold forcing him to change his plans. central high school, i' for students there, and i wasn' t able to make it. ray: plumbing and heating specialists are also fielding a lot of calls. russ small says they' ve had more than 50 this morning, including this one from a shelter. >> you can see this things running -- just no heat. ray: small says that a lot of people are in the same situation, and the problem can >> it' s not a common denominator, some are broken, some are frozen, you know you it' s a lot of different stuff it could be. ray: if your pipes do freeze, small says the best way to deal with them is heat them up gradually. >> if you have more than one zone, crank up the other zones of heat, learn where your shutoffs are at because, if it froze, it could have split. t deterring these skiers, the mountain staff is checking to make sure everyone is safe. >> all our ski school, lift attendants, and ski patrol are out there looking at faces and

s no frost there, frostbite. ray: unfortunately for the skiers and others who like the winter sports, it looks like the next storm heading our way is going to be mostly rain. others though are looking forward to the warm up. reporting live in manchester ray brewer, wmur news 9. sean: depends on who you ask. happening now, the winter weather is having an impact on travel across the region as well. right now at the manchester-boston regional airport there are multiple delays and cancellations, these will last throughout the afternoon. make sure to check with your airline before heading to the airport. we continue to follow new developments about the aerial tramway at cannon mountain that got stuck this weekend. it remains closed today. crews are working to make repairs after dozens of people got trapped in the tram yesterday. this is exclusive video from inside the trams showing the rescues. just before 2:00 yesterday afternoon two cars suddenly stopped due to a problem with a service brake. there were 48 people on board the trams including an eight-month-old baby, including

. paula: it was very frightening actually but they did a professional job and i was happy to get back on the ground. sean: after a couple of hours they all rapelled the 40 feet down to the ground. no one was hurt and cannon provided hot food and drinks to everyone who was trapped. each guest also got a voucher to return another time. new details now on an overnight standoff in farmington. police were first called to the area of maple and high streets around 11:30 last night for a woman calling for help. they say her boyfriend, 43-year-old ivan gagne, got into an argument, grabbed her around the neck and put a gun to her face. when police arrived, gagne allegedly jumped out a rear window and ran off. friend' s house and surrendered to police. new at noon, a man in laconia is arrested for allegedly driving while impaired. it happened just before 10:00 on town line. police responded to the area for a jeep that crashed into a power

they say the driver, stephen azotea, took off but was found a short time later. he' s charged with conduct after an accident and driving while under the influence of drugs or liquor. new details now on an overnight house fire in hillsboro. the two-alarm fire broke out yesterday evening at a home on englewood drive. two adults and three cats were able to make it out ok. and the red cross is helping them out. right now the cause is under investigation but is not considered suspicious. and in massachusetts overnight, the sub-zero temperatures made fighting a fire in worcester difficult for emergency crews. one person inside at the time was able to escape. fire officials say this was the third fire in the city last night. right now the cause of all three fires remains under investigation. a teacher who died when a manhole cover slammed through her windshield along interstate 93 in massachusetts will be laid to rest this week. caitlin clavette was an art teacher in milton, massachusetts. since the accident, on friday

900 manhole covers on the highway and says they are safe. right now, students at mit are looking for solutions to prevent suicides on campus. a wave of new student projects aim to defuse to the stress of campus life before it leads to a crisis. mit officials say they support the student projects, and recently awarded thousands in grants to cover projects dealing with mental health. this week, the coast guard will be holding a public hearing on the loss of the el faro. the first session of the public marine board investigation will focus on the condition of the ship before it sank in hurricane joaquin. two people from massachusetts were among the 33 who died when the ship sank in october. coming up, fight for the supreme court. it' s been just two days since justice antonin scalia died. now the fight for who gets to nominate his replacement is heating up. what brazil' s president says about the upcoming olympic

sean: welcome back. right now, the battle over the supreme court is setting up a political grudge match between republicans and democrats. just two days after justice antonin scalia died. the fight over his successor is making headlines from washington abc' s lana zak has the latest. lana: justice antonin scalia was arguably the brightest conservative legal mind in america and the implication of his sudden passing on the upcoming elections could not be more profound. >> we ought to make the 2016 election a referendum on the supreme court. lana: less than an hour after scalia' s death was announced, the political jockeying began. senate majority leader mitch mcconnell declared, this vacancy should not be filled until we have a new president. but it is the president' s constiutional right to appoint a judge to the supreme court, and there is no exception for an election year. >> i plan to fulfill my

to nominate a successor. there will be plenty of time for me to do so and for the senate to fulfill their responsibility. lana: the senate has the consitutional right to confirm or deny that appointee, something they may choose to do, after the election according to senator lindsay graham on "gma." >> when an election is over, the president wins, they have a chance to send qualified nominees of their philosophy to the senate and i will vote for them if they' re qualified, even if i would not have chose them. lana: so what appointee might the president put forward? among the most common names being mentioned, sri srinavasan, confirmed unanimously as a circuit judge, he would be the first asian-american on the supreme court. lana zak, abc news, washington. sean: pope francis is continuing his trip to mexico this noon by visiting one of the poorest and least roman catholic parts of the country. over the weekend, the pontiff condemned the drug trade calling dealers "merchants of death" and

s lust for money. his trip this week also includes a stop near the u.s. border to highlight the problems facing migrants. new developments in the global brazil' s president says the outbreak will not compromise the upcoming olympics in rio de janeiro. president dilma roussef says brazil will have considerable success fighting mosquitos that carry the zika virus. zika is mostly harmless for adults, but it' s been linked to a serious birth defect among newborns. the olympics in rio de janeiro gets underway in august. are asking for the public' s help in solving a disturbing crime. they say two people were walking on the golden gate bridge friday afternoon when they were hit with blow darts. thankfully, no one was seriously injured. the five-inch long darts are now being tested to make sure they were not coated in any chemicals. bizarre crime. order to subside.

sean: let' s get you updated out of some breaking news out of manchester. a two alarm fire on elm street is forcing the road to close. the fire is in a large brick building that houses businesses. no word on how it started, the building has been evacuated. officials say there are no injuries to report right now. kevin: what a weekend it was as far as the cold and gusty winds. wind chill' s near 40 at times.

of the bitter cold along with the wind to go along with it. we are now watching that air mass retreat into canada, fairly light wind in the afternoon. all things considered, a fairly normal midwinter day. the next system starts to arrive late in the day and into the evening. portsmouth, a record of four below, so at least we have a record to attach to that. we will continue to see the clouds lower and thicken through the afternoon. you will notice on storm tracker, a little bit of light snow reaching the ground at the berkshires. as this gets to the southwestern part of the state, there is the potential in a few southwestern spots to see a couple of snowflakes. not expecting any more than a light coating. as we go through the remainder of the afternoon, it is this

that will activate more snow, which will fire up after 7:00 and then traveled north by midnight into the north country. that will be the first salvo of the system. temperatures have recovered nicely compared to where we were earlier this morning. in a single digits below zero, got up to about 20 degrees. we have gone up about 30 degrees in some spots. here is a look at the numbers. as far as the accumulating snow is concerned, this continues to navigate north. a pretty good burst of snow where we could see some flurries after 8:00. after that first wave heads north, it goes dramatically warmer. temperatures by early tomorrow morning likely above the freezing mark.

s with a wintry mix. from there, lighter showers into the afternoon. this wave of moisture crosses the state from southwest to northeast late tomorrow, likely for the evening commute and through the evening. skies will clear quickly behind that. we cannot rule out a couple of gusts possibly over 35 miles per hour out of the southeast. the potential of two to four inches of accumulation. a little bit less in for the northern areas. from there, the wind excited to pick up out of the east, pushing temperatures into the 40' s and lower 50' s. compared to where we were over the weekend, that is a huge jump in temperature. lower 40' s through the end of the week. no arctic air mass building behind the system. let' s go over to cook'

what we have is onions and pancetta. sean: that is my favorite part. >> now we will wait for this -- sean: we should mention, michael is going on a trip. >> in a few hours, ongoing to rome, and we figure that we would dedicate this. we are going to be there in a couple of hours. >> i say i make mine better than the money in rome. he is going over to make sure. we will see. some tomato. michael, cut some tomato? >> yes, we have some plum and cherry tomatoes to give it a different taste.
