amy: good morning, this november 27th, 2016, i'm amy coveno. first, josh judge has the weather. you're talking about the sun perhaps? >> finally, it's been a few days since we saw the sun. the exception in the forecast today as well. there will be a lot more clouds in the north country and in and around the mountains the moment. a look at your high temperatures to expect 30's to the north and then mostly lower to mid 40's in central to southern new hampshire. a mixture of clouds and breezy, again, those mountain snow showers. the sunshine will continue longer, but certainly, a big batch of rain is on the way ahead as well.

>> now, meteorologist josh judge with your form watch 9 forecast. josh: and here is a look at manchester. we've got clear skies out there this morning. it's a nice start to our day, but a little bit on the cool side. mast those winds out of the northwest will actually strength and little bit as we go through the day today. we'll see the wind gusting, perhaps, up to maybe 20 or 25 miles per hour at the most. shouldn't be all that bad. a big difference between today and this morning, look at that, the visibility, 10 miles plus, except for in the north country where there's some snow showers, following areas of fog and cloudness there. look for that trend to continue through the day off and on, but

much drier day and we've got sunshine at times as well, that's on the way. temperatures right now, fairly similar, all across the region, yet again this morning. a little milder. mid 30's, lower half of the 30's everywhere else and there's a look at breaks in the clouds that have been forming during the overnight hours and snow showers in the north country as i mentioned. this is how it will play out. a good amount of sunshine, breezy and that's about mountains, but everywhere else, that will not be the case. look at this. lots of clouds, and in this case, lots of snow in the rockies and points west. this will sort of consolidate into an area of low pressure and stream toward us and it makes it in here on tuesday, and what it means for us is a good amount of rain, possibly beginning as a brief mix of icy freezing rain before it goes over to rain on

decades. waste water treatment plants that have been around 35 to 50 years. they're getting old and we have pipes on the ground and these are infrastructures that need to be replaced, upgrade is it and make it more energy efficient. fred: i'll ask you about the money in a minute. victoria, roads and bridges and things we travel on every day, those marks were the same as back in 2013? >> yes, there's been transportation, specifically at the federal level. they increased the allocation of dollars to new hampshire, and we had the gas tax increase of 4.2 cents, but even those additional investments meant we are not keeping pace. >> and we have some bridges? >> and the riderless bridges, that are reaching the end of their service life. we try to address that, but the

you said. >> yes, we have increased investment slight will you, but unfortunately, the number is expected to climb, and the condition is remaining about the same. fred: we're talking a lot of money here and the state and federal money. but as you look ahead and you've been in this position years in environmental services, where do you see the funds coming from? >> they need to come from where they came from before. state and local governments. as we look out the next 10 to 20 years, very conservative estimates, we're going to spend $3 billion. that's billion with a b, to address our waste water, storm water management as well as our dams.

money. fred: yes, it is. we've done that with state and grant dollars and local dollars as well as a match, but in recent years, in fact, in the past eight years we have not been able to fund any new projects in the state of new hampshire. other than limited projects that we've been able to to fund with dollars from the american recovery and reinvestment act. and so, municipalities have been largely on their own to try to finance these projects, for limited loan dollars. >> victoria, same questions. where does the money come from roads and bridges? you have some dedicated funds also? >> we're very much reliant on federal and state gas tax to pay for infrastructure. that being said. the d-o-t has been pursuing grant opportunities. recently we qualified for a loan

it's nice to see some of us already, a little bit of rising sunshine out there for a change. we'll see more of said sunshine as we go through the day today. there's barnstead, it's 36 degrees, winds out of the northwest, 8, 9, 10 miles per hour or so, great visibility away from the mountains in stark contrast to yesterday at this time, when we were so socked in with dense fog. today not the case, and around the mountains. the temperatures are what you would expect, upper 20's and lower 30's and those winds will get busier than this during the day today. so we'll call it a little breezy. winds out of the northwest through the day today, and anywhere from 5 to 15 miles per hour on average, but they could

right through the day. look the a the temperatures, lower 30's in northern and western new hampshire. farther to the south and east, warmer. up to 37 right now at portsmouth at the seacoast. there are a few clouds hanging on here and clearer skies and then back and forth with sun and clouds or developing sun, rising sun in northern and western new hampshire. there's a closer look at snow showers. they're going to change in they break apart for quite a while and reform. if you're in this part of the state you could see snow during the day, but it won't be all day long for sure. off to our best, it's the clearing area, moving in tonight and into tomorrow. today, it's partly to at times mostly sunny and mostly sunny skies, blue skies all day tomorrow. and then the dip in the jetstream here is a big system that will bring rain later this week, let's take it day by day,

mountain as we've discussed. breezy conditions there. clear to partly cloudy for tonight. as we head into the day tomorrow, those clouds shrinking and tlirnging until pretty much nothing in the north country by tomorrow afternoon. mostly sunny by tomorrow. the system i mentioned over and the western part of the country will move in. monday and news the rain pushes in and then if it early in the morning, it could be colder, a mix of snow in northern new hampshire if it moves in the morning. heavier rain down for us, condition rule out a rumble of thunder in this. it pulls away tuesday evening into wednesday morning, wednesday a bit of a break and another system wednesday afternoon into thursday means more rain and downpours. several inches could fall as this system will be around here.

about new investment in infrastructure across the country. the obvious question is what about new hampshire? i'm going to talk to my two guests about the need for infrastructure new hampshire. first let me go to this report card that was put out a couple of years ago, 2013, by the american society of civil engineers. here is new hampshire's infrastructure report card then. roads, c-minus, bridges, c. drinking water, c-minus, transit c-minus, sch these, waste water c-minus and hazardous waste c. that's a few of what are 19 different components of infrastructure in new hampshire. with me to talk about a couple of them are my guests, victoria sheehan commissioner of the new hampshire department of transportation, welcome. >> good morning. >> nice to have you here and tom from environmental service, welcome, nice to have you here. >> thank you. >> those marks that we put up on the screen, tom, are they still

infrastructure in new hampshire overall is fair to poor. we have a lot of drinking water systems that have been in place for many, many decades. some 50 to 100 years, waste water treatments plants around from 35 to 50 years. >> really? >> the pipes in the ground, this is incredible, they're clogged and leaking and we need to replace this and upgrade it and make >> i'll ask you about the money for that, victoria's roads and bridges, things we travel on every day, those marks, the same as they were back in 2013? >> yes, there has been a slight increase in investment in transportation, specifically at the federal level, they increased the allocation of dollars to new hampshire and we had the gas tax increase of 4.2 cent cents, but even though additional investments mean

>> and the riderless bridges. >> those are reaching the end of the service life and we try to address as many as possible each year and the number keeps increasing. fred: we're playing catchup as you said. >> yes, we've increased investment slightly, but unfortunately the number of bridges are expected to climb and condition of our pavement and roadways across the state remain about the same condition the next ten from for this infrastructure? we're talking a lot of money and state and federal money, but as you look ahead and you've been in this position for ten years and environmental services. where do you see the funds coming from? >> the funds are going to need to come from the same places they've come from before. federal, state and local governments, but we'll have to have a lot more of them. as we look out, the estimates and conservative estimates, we are going to need to spend at

b, to address our waste water, drinking water, storm water management, as well as taking care of dams. that's a very significant amount of money. and we've done that with state, grants and funds and local dollars as well, as a match. but in recent years, in fact, for the past eight years, we have not been able to fund any new projects here in the state of new hampshire. other than a limited number of projects we've american recovery and reinvestment act. and so, municipalities have really been largely on their own to try to finance these projects except for limited loan dollars. >> victoria, same question. where does the money come from from roads and bridges? i know there are several pots and you have some dedicated funds also. >> we're very much reliant on federal and state gas tax for infrastructure and that being

grant opportunities. most importantly, recently we qualified for a tifia loan program, a federal program backed by our gas tax and helped us finish widening 93 and bridges across the state. we're excite today hear that the conversations are occurring at washington. we're eager to see how much additional money may be coming towards the states, but at this happening very closely and we're hoping that the work that we've done to advocate for infrastructure investment will mean that this is no longer a partisan issue, everyone is supportive of the investment and recognizes the need. >> maybe it's bipartisan at this point, tom? >> i think that's right. it does appear bipartisan support for infrastructure investment. that's vitally important for all of us.

morning, but now, the sun is out and the temperatures should start to rise a little bit more. 37 in portsmouth. as well as exeter, hudson, nashua reporting 37. 32 degrees in swanzee. lower 30's in southwestern new hampshire. 30 in gilford at the moment. our weather watcher in dan berg says 31. there's a look the stuartstown, 26 degrees, 28 at francona and lower 30's been some light snow. you may be waking up to a fresh dusting to maybe half an inch or an inch in a couple of spots there. it could come back in time as winds pick up out of the northwest through the day today. that may force more light snow in the mountains. a lot of it localized in the northern and western slopes. mountains, as the wind banks into the mountains there.

mostly sunny skies in the state. that's where this area is and that's our weather for tomorrow headed in this direction. of course, pulling up the rear here and take a look at this. lots of clouds and in this case. a lot of snow and a little bit of rain as it comes in our direction and most of it comes over to rain and heads in our direction like this. it becomes a bit more organized and then steams in on tuesday. and then the jetstream ridges over us. that's the ridge right there that brings up the warmth. milder as we get into the middle part of the week. here is the jetstream, also, steering that system toward us and then cooler air moving in for next weekend. does it stick around though? well, beyond next weekend it pulls on out and we see temperatures go back to average this time of year so no deep cold spells although it will be cooler next weekend. a good amount of sunshine and some of the snow showers in the mountains.

to wall sunshine for your monday. but then as i mentioned things will change, on tuesday, here is what happens. we cloud up monday night and tuesday morning and the rain begins as mix or snow in central or northern new hampshire and then some heavy duty downpours at times on tuesday afternoon into tuesday evening. those are your temperatures for today to expect and for tomorrow, fairly similar, with more sunshine and less wind and the tuesday through thursday time period, showers with breaks in the middle. now we check out your scores. now, news 9 sports. >> and good morning, everybody. a quick check on your sports, start with unh hockey, take on cornell at the frozen apple at madison square garden. they lost 3-1. and monarchs on the road and ran into trouble. the jackles beat them 5-3. former unh star with a goal and
