we want to go to breaking news in japan where we see people being plucked from rooftops because of massive flooding. heavy rains caused a river northeast of tokyo to breakthrough a levee. one person is missing. but the disaster is unfolding. hundreds of thousands of people are under orders to get out. we're going to follow this story and bring you developments throughout the morning. right now, though, people on staten island are watching the sky and hoping that the rain holds off. crews pumped out water that overtook neighborhoods there. "today in new york's" lori bordonaro is in south beach to take a look at what's happened. lori. >> reporter: hi, michael. the rain has been fast and furious on dote i avenue last night and this morning. there's quite a bit of water still here on this street in south beach. nothing compared to last night. take a look at some of this video we have. it's a scene residents have rile gotten used to. some telling us that the flooding here reminded them of

hurricane sandy. one neighbor says the water rose to 4 feet, even higher than it did during sandy. many shocked at how quick it happened. the damage done in about 45 minutes of heavy rain nall. take a look at this person. he was stuck on his car. one neighbor yelling out to see if he needed help. the driver was able to call 911 himself. others spent the night bailing out water as best they could. here's what they had to say. >> we're pumping water from the basement and from the outside. >> reporter: and many around here complaining that this block needs sewer drains. i guess they added more homes around here, but no sewer drains and a lot of neighbors have been upset about that and say something needs to be done. michael and darlene, back to you. >> we hope that rain holds off. thanks very much, lori. preventing a school bus driver strike will reportedly
