california and hawaii's coasts were under tsunami advisories. it was the biggest quake to hit chile in five years. a missing boy from flash floods. the 6-year-old was in one of two vehicles swept away. he's the last person still missing. 12 people have been confirmed dead after the wall of water hit the vehicles. flash floods also killed at least six people hiking in nearby zion national park. big announcement that may have an impact on your pocketbook. the federal reserve scheduled to reveal whether it'll raise short term interest rates that hovered near zero for almost seven years. hi, dominic. >> the reason this is a big deal is it will be the first time our nation's central bank has raised the benchmark interest rate in close to a decade. it influenced everything, from your home mortgage, auto loans, credit cards, all of that is influenced by the fed.

at the same time, it's not as big of a concern for a lot of investors and traders out there, because even if they were to raise interest rates, it would be by a quarter of one percent. for perspective, on a $150,000 mortgage, that raises your monthly payment by about $20. on the typical auto loan in america, you're talking about a $3 increase to your monthly payment. it is a big deal, and it symbolizes the u.s. economy is getting back on track and no longer in crisis. remember, these interest rates, for as low as they've been, helped stock investors and bond investors and homeowners, but disadvantaged retirees because you can't get interest on your savings accounts or cds. this is a huge decision for a lot of folks. we'll be all over it. it happens 2:00 p.m. eastern today. >> we'll be watching cnbc to watch what happens.

fight rightening moments of a train slamming into a school bus minutes after the kids escaped. it was stuck on the tracks in germany. the driver evacuates all of the 60 students. a couple minutes later, you see the train plowing into it. one train passenger suffered minor injuries. the kids on the bus, all okay. three people are behind bars this morning following a dramatic high-speed car chase in kansas city. officers caught up to the suspect at the gas station, but the suspect rammed the stolen vehicle into the police car and started driving away. the officer then opened fire at the vehicle, but the suspect kept driving. after leading police on a chase, the car finally spun out after hitting a spike strip. police took the driver and two passengers into custody. all summer long, we've been showing you baseball fans catching foul balls. some holding babies.

visit. >> if anything good is to come, at least he gets to have a trip of a lifetime. janet >> check of the weather now from dylan. >> we talked about the tsunami and the threat for the california coastline. when you have an earthquake that happens under the water, which happened off the coast of chile, underneath, and the water above it rises and flows out in different directions. that's why, even though it's thousands of miles away, we will see higher wave heights than normal along the coast of california, and also across hawaii. that means waves inundate this area, and we could end up with danger rip currents and a higher storm surge. something to keep in mind. some beaches are closed in california because of the threat of that tsunami. it's just an advisory, something to be mindful of. especially along the coast of california and in hawaii, especially today around noontime, when the high tides kick in. across the eastern half of the

but i am feeling better. when you combine up the physical and the mental, i feel like i'm the poster child for recovery. i'm feeling good. >> well, you look like the poster child for recovery and resilience, for sure. vicki, normally, if i talk to somebody who has been through something like this, i think i can't imagine what it must have been like, but unfortunately, in this case, so many people, including your husband, saw this unfold on television. i know that you decided to watch that video. why was that important to you? >> yes. well, we certainly want to get -- your mind can conjure up all sorts of things. i wanted to make sure that what my mind is think and reality match up. i think it's very important. this is not something you can suppress. you just really need to face it and piece together those pieces of the puzzle. it's helpful for everybody. >> vicki, i know you remember every single thing about those moments.

take me back to that time. what was going through your mind? how did you survive? >> well, i will say, let me start quickly of saying, in preparing for this, the whole idea was a great, big celebration of the 50th anniversary of smith mountain lake. what can we do to showcase this? we had ideas four years in the working. ideas galore. lots and lots of fun. when alison and adam and i got together, we began sharing all of these things and saying, how can we put it all into three segments of a live show, we had a great time in doing that. so it unfolded as meeting with them and showing them all of our materials and, you know, how can we best portray? adam was a pro at finding the best angles and working off of alison, of how can we say this

in the best way? so we did the first segment there at the visitor center. alison. then in the second segment, it was -- you know, which was probably 30 minutes later, we had another person, marketing person, jerry hale, who came to help us out and describe another aspect of what will be happening for the next year. he did just a remarkable job. thankfully, jerry stepped away and said, "i have a lot of other meetings." i thank -- thank goodness that he left. the third segment was to be done outside, as the sun was coming lake. the office and visitor center is there on the water, so what a perfect setting for us to go ahead and do this third section.

create everything, trying to be focused on the camera, focused on alison standing next to me, and then probably the part that everybody has heard over and surreal. we saw movement behind us. i saw movement behind us, of somebody coming up. not knowing what their purpose was, not knowing if it was a maintenance person looking for answers, you know, just not understanding. i saw somebody that looked a little boxy and which, of course, the full armor gear explained that. rapid. it d unfolded from there. his arm went up and so unexpected. a mind can't conjure up reality, even though you're living it. he was shooting. we did, youiknow -- again,

you've seen many things that transpired. adam went down. all of the fire happened to be at face level. alison had moved off in a different direction, and my -- i just felt the best thing was just to drop, to pretend as though i had been hit and drop and go into fetal position of which, of course, it was somewhat quiet. he did whatever it was that he did that i couldn't see because of my position, and then he came back, just i guess to be sure, and shot me in the back. then from that point, there was a lot of things. a lot more than i can explain at this point. rescue came in. everything that anybody could possibly do to take this tragedy

and turn it into the very best scenario they could, they did. with our rescue team, ur police, with everyone. >> vicki, as you said at the beginning, you are the absolute picture of resill yans and ience and recovery. you survived in an unthinkable situation. tim, i know was happy to talk to you. you spoke to him in the ambulance on the way to the hospital. we're so happy to see you, see what good condition you're in. i know how much you feel passion for that community, and we thank you. you're the best advertisemena for the town of smith mountain lake. thank you for your time. we appreciate it. >> well, if i can just say one last thing, i do want to say that this community, what i want to showcase, is what a community does right when a tragedy happens. we hear a lot of communities that just don't know how to deal with it. this community did it right. they pulled together. they continued to be respectful. and

thank you for being here. it's great to be home. >> but the story became controversy because the account of lynch aggressively firing back against enemy captors had been exaggerated by the government. in fact, lynch had been knocked out during the ambush. in 2007, she testified before congress. >> the bottom line is the american people were capable of determining their own hero -- ideals and they don't need to be told lies. >> while lynch continued the road to recovery, she earned two degrees. in 2007, she also became a mother to dakota ann, named after her best friend who didn't survive the ambush in iraq. >> jessica lynch joins us now. good morning. good to see you. >> thank you so much. >> we love seeing dakota ann, 8 years old. how is she? >> wonderful. she's upset she had to go to school this morning and not be able to watch it. >> you know, we've kind of watched you grow up before our eyes. one of the things i like about you, jessica, is you always tell

it like it is. i know the recovery has been hard. the physical recovery. let's start there, you've had 22 operations. you're still in pain. >> i'm still in physical therapy therapy, too. i'm still, every day, i go at least two to three times a week, depending on my schedule. i work really hard at just trying to keep up the strength and the mobility. i'm so fortunate to have such a good pt team that keeps working with me and allows me to continue to get better. >> somehow, you've managed to have a baby and a family, get two degrees. you teach, you speak. >> yes. >> how is life treating you? >> it's been crazy. it's been a hectic life but, you know, for me, it's always been about the military and how i can still give back. make sure that we continue to support our troops that are overseas. i'm very fortunate and very lucky and blessed that i have

i've been able to do. such as the schooling and education because that was one of my main reasons of going into the military, was to be a kindergarten teacher. yeah, it's been a crazy, hectic past 12 years. >> i know there have been good >> yes. >> even just recently, you talked about seeing a therapist and working through some of these emotional issues. >> right. >> how is that going, and are you surprised that those terrors are still with you to this day? >> yeah. i mean, it's getting a little better. having somebody besides family and friends to talk to, an actual therapist, that kind of knows what some of the other troops are still going through. being able to just lay it all out there for her, it's kind of a -- it's been an amazing healing process for me. i still have the nightmares. i still am dealing with a lot of the pain that goes with the traumatic injuries. the leftover.

i think it's just one day at a time, and still working with it. >> one thing that kind of surprised me to read, that you told our producer, is there are still people out there that are skeptical about what happened and the story. you said it as clearly as you can. what do you do with that at this point? >> really, because that's been one of my biggest struggles, is handling the whole criticism that has come with the bash lash of the stories that were created. the fabricated stories. even though i've come out and told the truth and tried to do my best to set the record straight, and make sure the ones that were in my unit, such as sergeant patrick miller, that actually did the -- a lot of the killing, i want to make sure the people that deserve the credit get the credit. not me, who was knocked unconscious and didn't even get to fire off a shot. it's kind of amazing that, you

less entitled child is our parenting expert, the author of the me, me, me epidemic. good morning. >> good morning. >>@ we see kids seem to be more entitled these days? >> well, there are some societal differences. the fact we don't need our kids to contribute for our family to survive like we did generations ago on the farm. we have social media, technology and reality tv, which plays a role. the biggest cause is the over parenting. over indulge, over invested in success, jump through hoops, it makes them believe it's all about them. >> let's get to your tips to combat this. let's start with what's to expect more. >> our kids are more capable than we give them credit for. we need to expect them to -- toddlers to teens to contribute every day. family contributions that they are responsible for, and expect them to take on more responsibility down the road. they'll learn life skills and be happier for it. when kids tribute, they're happy about that. >> you say that means doing

chores and adding to whatever it is that needs to be done around the house. >> absolutely. those are all really important. then one of the other strategies we have to think about is giving up on giving in. so often, parents say yes when they really should say no. we do that because we don't want the battle. we need to stop that and have the courage to say no. we'll have to put up with pouting and disappointment in the short term, but in the long term, it'll teach the kids they don't get what they want because they whine enough. >> handing over the reigns. >> every time we rescue our kids or we intervene on their behalf, we rob them of the opportunity to take responsibility for themselves. figure things out, maybe face a scary situation. little by little, they stop trying. we need to hand over the reigns and let our kids be responsible. it's their job to remember their homework. we want to role play, how they can have a conversation with a teacher about a grade or withfi the coach about more playing time. we'll be there to support, but it's their responsibility. >> i love this next one.

you say it's time for parents to shut down the atm. what is the best way? i've wondered about this. setting up an allowance for your kid. i pay my son $1 a day if he makes his bed and does everything i want him to do. the thing we want to stay away from is handing over $5 and $10 every time they ask. a week allowance is important. we wantto make sure they have a list of expenses they're responsible for. little kids cover toys and thtreats when they go to the store. older kids budget their allowance for school lunches, clothing, entertainment, but that allowance and expenses formula is key so that they learn how to manage money. so when they have a real paycheck and bigger expenses, they'll be prepared. >> you do the point system in your house. >> earn or lose points, and it's building up to a goal. >> sure. >> the last one, uncenter their universe. this was about gratitude. >> kids think it's all about them, so we have to focus that to the world around them.
