they were able to let some of those people leave last night. as darkness fell, it became unsafe, there are people waiting for a forced evacuation this morning at 9:00 a.m. overnight the death toll began to rise, 23 fatalities this morning. some of the most devastating flooding in its history. ten inches of rain pounding west virginia in just 24 hours. up to 500 people overnight. national guard troops built a shoppers trapped over 24 hours. inside this mall after a bridge collapse near charleston. >> i was panicking. because i knew there was no way i could get to my daughter? we're a whole lot luckier than a lot of people. >> reporter: flood currents so swift, they proved deadly. fatality is climbing as hours passed. an 8-year-old boy and 4-year-old toddler among the dead. >> it's been a long 48 hours.

>> reporter: across the state, houses floating by on fire. cars, completely swept away with people still trapped inside. >> i watched my car kind of flip into the abyss. >> reporter: others without electricity. >> nobody has anything. >> reporter: no, you are saying, there is nowhere to go? >> no, there is nowhere to go. >> reporter: neighbors scrambling to recover what little they have left. >> i have been finding parts of it as i searched down i lived around here my entire life. i never seen anything to this level. >> reporter: pain shared by both residents and rescuers. >> in a small town, you might not know everybody's name, you are still familiar with faces and it hurts. >> reporter: right now, 44 counties remain under state of emergency while more than 19,000 homes in the state of west virginia don't have power.

get to these people still trapped inside. >> morgan, thank you. meantime, out west, a devastating scene in california as a raging wildfire burns out of control, more people are fleeing their homes, trying to get out of harm's way. we are following it from south lake, california, good morning. >> reporter: good morning, kate. we now know a little more about the two people killed in this fire. it was an elderly couple they tried to get away and fire crews are still searching to make sure everyone is accounted for. one by one homes exploding from the inside as a firestorm brought on by wind ripped through hillsides and decimated entire neighborhoods. by the time reenforcements arrived, block after block of this california community had been reduced to ruin.

>> reporter: over 100 homes and buildings destroyed, over 100 people in evacuation centers. >> that's all that i have. we got nothing. >> i lost everything i own, literally everything i own, but i'm alive and i have my dog. >> reporter: so far, more than 30,000 acres devoured, destruction so widespread the homes of both these two sisters burned to the ground. >> i think about you know the clothes my grandmother hands to me, they're the picture of my daughters that passed away, they're gone. >> reporter: meanwhile, at the head of the fire, other neighborhoods are under evacuation. families packing up, but also struggling with the idea of having to run away. >> you have a couple dogs, a couple cats. then once you evacuate, they will not let you back. >> reporter: but the danger of this fire now clear to this closed community. fire officials confirming the

>> reporter: today there is nothing left. >> it's going to be all right. i hope. >> reporter: overnight, fire crews arrived, more fire crews bolstering those numbers on the fire line. we are now at more than 800 firefighters protecting more than 1,500 buildings, homes and structures in this fire is only 5% contained. kate. >> gadi schwartz, you really feel for people out there. thank you so much. >> dylan is here for the fires in west. how does it look like? >> it's above average temperatures. it's very dry. winds are gusty. we have red flag warnings in the areas where these fires are still growing. we have humidity dropping down

gusting near 60 miles an hour, it helps to flood the rain. we need an increase in hume, unfortunately, humidity will go up a touch, it's still going to be exceptionally hot. not record breaking. temperatures will be above average. that will make it very, very dichl for the four fighters trying to fight these fires. look at sacramento, 100 degrees, vegas 109. phoeni running five to 10 degrees above average. it will stay hot across most of california. the same goes for southern california with your highs close to about 105 to 110 degrees. we are looking at improvele on the coast, nothing is showing up on the radar right now. tomorrow should be dry. however, i want to mention there is the possibility by sunday that we could start to see more showers and more brief heavy

clinton is working hard to rally the populist in her own party. she is expected to speak publicly for the first time tomorrow in indiana. >> msnbc contributor josh barrow. when you look at the parallels of what happened in britain with voters there and what's happening with voters here in the u.s. as we approach this election, do you parallel situations? >> i think there are broad similarities. i think there was a populist movement behind brexit and donald trump. i think there are differences. first of all, everyone was surprised by the polls. lead led and the polls in the eu rising, it was still basically a tie, whereas, donald trump has trailed quite significantly in nearly all of the polling in

electorates are different here in the uk. 83% is white. 63% in the u.s. is white non-hispanics. they are a lot easier to succeed in britain that is more homogenous over there. >> this was an emotional vote, because britain of all the countries didn't have the most reasons to leave the eu. >> yeah, the eu is a flawed institution t. biggest s relate to the euro, the currency, that caused big economic problems, especially in places like greece and italy. the uk isn't in the euro. it doesn't have the problems that continental europe had with not being able to control its borders. a lot of the complaints about the eu made lessens from the uk. i think in large part, this wasn't about the economy. you had experts lining up saying this will be bad, predicting what happened in the markets yesterday. one of the leading campaigners

>> this morning on "today" food, we're wrapping up our week long series. we have the author of the vegetable butcher. kara, you believe the vegetables should be the main part of every meal? >> absolutely, put them in the middle of the plant. >> today's meal will be eggplant. >> i love eggplant. >> i saw pictures. what are the ingredients first? >> we are doing grilledgg balsamic production. >> okay. >> eggplant, inland tomatos. fine, also, i think the heir loom add color and flavor to the plate. >> first step, we're going to brush our eggplant with a little olive oil. you can do this with a generous smear on both sides, sprinkle it with salt. we are using a globe egg plant

slices. >> is the globe the typical? >> your standard italian egg plant. then we throw these right onto the grill. then you can see here, we have these wonderful grill marks we have going. >> how long do they need to cook? >> they need five minutes on each side. you want them to be nice and smokey and add a ton of flavor to this. >> can you cook them in the oven? >> absolutely. you can put them in the oven. you want to through. the egg plant is grilled. now we want to cut our tomatos. so this is an important tip. you want to use a serrated knife. it won't tear the skin. it will give you a nice clean even cut. which i think is important. >> even a bread knife is better? >> than a standard knife. we get to have fun. >> i think we will be stacking things. >> get our hands dirty here. there is no right or wrong way

eggplant. sorry. we will do a tomato first. >> i like that idea. >> you can start with egg plant if you wanted to. take a nice big slice of tomato. >> do you match the sizes or? >> you want to start with a large one. we will season it with flakey sea salt and a little pepper. >> i can just eat salt and tomatos. that's all you need. >> you want to add eggplant, map that size or do ill i it smaller. different it a walnut basil pesto. >> what is your technique with making pesto? >> this is parm sand basil. you could certainly use mint would be really good or you can use any kind of nuts on hand, pistachios, pine nuts will be food. >> that shows more flexible than you think? >> totally, absolutely. >> on top of that, we will add a nice piece of fresh mozzarella.

>> i like to mix up the colors here. >> then we will add a balsamic reduction, this is reduced balsamic vinegar. that cooks down and becomesifies and concentrated and syrupy. >> you are chowing down. >> this is delicious. >> you cook it down until a quarter of what you started with. top it with a beautiful basil leaf there. >> give it another sprinkle of that flakey sea salt on >> this is awesome. >> they travel well to gatherings. you might want to put the drizzle on when you get to your final destination. it's easy. >> you also have eggplant in the stir fry, which i never thought of stir flying egg plant before. >> it's another great way to feature egg plant and put it in the center of the plate. it's soft, ginger, scallions, oil. i like to serve it over rice. can you do whatever kind of rice you want.

run. >> ray villeda joins us live with what we know about the suspect. ray? >> reporter: good morning. this accident, this crash happened just about five hours ago. it happened here on will low and 6th. and you can see where the markings are. that's where the man's body ended up lying as he was crossing the street. now i want you to look at the surveillance picture of the car police believe was involved. this is a black cadillac escalate. hitting this man who ended up dying shortly after. police are not releasing much about this pedestrian except he appeared to be crossing the street when he was struck. neighbors are waking up to this news. they tell us they did see the police activity and are now realizing that a man was killed. >> people need to slow down and stop worrying where they got to go and everything in life. some kid died last night. that's brutal, man.
