"nightly news" begins right now. this is ""nbc nightly news" with lester holt reporting from the summer games in rio. good evening, as athletes from around the world play for gold and national pride in these olympic games, the humiliating defeat has been suffered by russia's the entire team banned from competing in rio. it's the latest shoe to drop that has tarnished its athletes just weeks before the start of the paralympic games. miguel almaguer has details from olympiapark. hoisted in olympic village under a cloud of controversy. it will not fly here

games start. the national olympic committee did what the committee would not. banning the entire russian delegation after allegations of doping. the unprecedented move means all 267 athletes cannot compete in september. >> i believe the russian government has catastrophically failed its paraathletes. their medals o disgusts me. >> it violates everybody's innate sense of justice to paint every single person in russia, every single person on the team with a a broad brush. it violates every standard of justice. >> unlike the olympics, the international paralympic committee has more troll and overe sees ten of its sports. russian fans on the

howling gusts as strong as 35 miles an hour torn the venues and ripped off banners including a mural. high winds forced officials to close an olympic store and an athlete's cafeteria for safety reasons. canoe salom was delayed. serena williams easily won her match. >> we'll probably see a lot of that on very blustery day. >> rain in the afternoon may have contributed to this crash. a dutch cyclist flipped off the road. she suffered minor fractures to her spine. the best place to be by far was inside where an olympic record was broken in the 400 meter freestyle qualifier. she's back in the pool tonight swimming for a medal. >> i feel like i have a handle on how i want

>> reporter: scattered peaceful protests and demonstrations across chicago this weekend. >> we do not need white officers policing the black community. >> reporter: outrage by the shooting of unarmed paul o'neill, who was fleeing police in a stolen vehicle. >> a lot of people are upset by what they saw and quite honestly they have a right to be upset. >> reporter: the police superintendent speaking out for the first time. >> i was concerned by some of the things that i saw in the we took such swift action. >> reporter: unpress dented swift action. while the department acted quickly in releasing the video, several officers appear to fire in the direction of each other and a police suv while shooting at o'neill. the moments before the shooting and after caught on video.

the officer who fired that fatal shot turned on his camera after he fired. police say what happened to that camera is being investigated. >> i don't believe that story. i think we need to investigate more. >> reporter: activists and protesters unsatisfied. the three officers involved in the shooting were immediately stripped of their powers pending an investigation. there's a small protest that started minutes ago. it's been peaceful so far. lester? >> all right, thank you. in the middle east tonight, there are reports that rebel groups in syria have made progress in thundershower counteroffensive in aleppo where thousands have been cut off by a government siege. this has been especially heroing for the children of aleppo. but a place that gives them a welcome break.

at this summer's games. she's the first american athlete to ever compete in the olympics wearing a hijab. >> it's a part of who i am. my faith comes first. >> reporter: she grew up in new jersey, the daughter of eugene and denise mohammed. she caught a glimpse of her future from her mom's car window. >> i see these kids with these masks on. i said i don't know >> reporter: it was the only sport she could stay completely covered. she trained at a fencing club in new york city. it's where she coaches today. >> she is an absolute role model for the children, for our organization, for islamic people, for all americans all over the world. >> if she can do it, maybe i can. >> this is our fencing

almost a million and a half people in florida are under a flood watch tonight. people are being told to prepare for several days of rain that could be heavy at times. the area from tampa to pence is expected to see the worse with up to a foot or more of rain predicted in some places. some residents have started sandbagging.
