right now on wncn today some state lawmakers set to vote on a plan that would send voters to the polls twice in the next few months. plus the next big step towards the presidential nomination is this weekend. we've got a preview of the south carolina primary. and during the busy tax season authorities warn of a new scam. we'll explain. good morning. happy friday to you. so glad that you made it with us right here on wncn today. let's get straight to meteorologist alyssa corfont with our friday forecast. >> good morning. yeah your friday forecast showing lots of sunshine but a bit cooler than where we should be for this time of year. we'll start off with our satellite radar composite there's a cloud or two pack to

than that really a quiet start to our friday. so let's get to the temperatures because you're going to need to layer up for these. you'll need thes gloves and hats. 29 in raleigh, 30 in durham, 25 in roxboro, 24 in henderson, 23 in louisburg and then around the sand hills we have 30 in fayetteville, 27 in neighboring raeford. here's a look at your fast forecast, 30 out the door at 8 a.m. into the mid-40s at noon, 51 our high, that's where we were yesterday but normal for this time of year around 56. now, we're going to jumping into the 60s for the weekend ahead. i'll breakdown the changes coming up. right now here's a look at traffic, this is i-85 and i-40 and man, there's just a car or two in either direction this morning. they open stretch of roadway if you're heading this direction. now, i do have some of your drive times keyed out for you. if you're headed northbound into raleigh the

little slower. u.s. 1 between 5 and downtown about a 17-minute drive. if you're heading in on 401 you're looking at a 21-minute drive this morning. are more in about ten minutes. right now raleigh police investigating a shots fired call. it came in late last night. no one was shot but bullets did damage a vehicle there. the shooting was not random according to police. as of right now officers not filed any charges. a few hours before that shots fired call raleigh police respond today a shooting. police say when they got there they found a man who had been shot and was taken to the hospital but should be okay. police looking for the gunman. call them if you've got any information. later today state lawmaker recess expected to vote on a proposal that would send people to the pol twice in the next few months. justin quesinberry joins us live with a breakdown

>> well, the house and senate will reconvene later this morning. republican lawmakers say by the end of the day they hope to finalize the districts map and they want a time line for primary elections. >> last night the house voted to hold two primaries, the first primary would be march 15th and would be for everything except congressional races those would be june 7th. the reason for all this is because state lawmakers have to redraw the congressional districts, federal judges found two of the current districts were created along racial lines. democrats say the whole situation will further confuse voters. >> i think we just further exacerbate it by continuing to push forward and have elections as soon as we can instead of slowing down and seeing what the courts tell us to do. >> it's going to depend district to district perhaps but i believe that we'll have time between now and june the 7th for voters to be well informed.

filing period for interested congressional candidates. the state maintains the current map is constitutional and hopes that the supreme court will issue a stay, if it does this bill becomes null and valentine's day. here's what some voters in the raleigh area told us. >> it's expensive to do it the way they're doing it. it costs a whole lot more money and means more taxes. >> i think the whole voting rights things has been under attack and the redistricting and so forth should be done in a way that it represents the complexity of north carolina. >> before lawmakers put finishing touches on everything there will be a 9 a.m. public comment hearing on the new map. presidential candidates ramping up for a big weekend tomorrow. democrats will face off in nevada. >> hillary clinton and donald trump still leading nationally

has been cut in half in just the last month. recent polling shows trump with a sizable lead in south carolina and that's where voters will head to the polls for the primary in about 24 hours. and the republican contest is getting ugly. ted cruz taking heat thursday for a photo shopped picture depicting marco rubio shaking hands with president obama. frontrunner donald trump also taking a swipe at cruz at cnn's gop town hall. >> he has a problem with the truth, ask i looked at that photo and i said immediately it was photo shopped. >> and also in south carolina congressman james clyburn is expected to endorse hillary clinton today. it could be a huge boost for here but in nevada clinton and sanders initially tied and both going back

well the pope is very popular amongst catholics and many in our area sided with his critical comments against donald trump. >> his comments were very good regarding, you you know, we have to build bridges, we don't have to knock down the whole world. >> we are getting a lot of like say riftraft from other countries coming in. >> meanwhile donald trump says he's not worried about losing support from catholic and the has no plans to reach out. the pope said he is willing to relax the churches's opposition to artificial birth control to control the spread of the zika virus. it has led some government to say urge women to avoid getting pregnant. flying home from mexico the quote said

welcome back. the sentencing phase continues for smith, the man who killed huggins-jones in her raleigh apartment. the state is preparing to bring in rebuttal witnesses today after the defense rested. smith faces the death penalty. and more than 70 para bragg. today state lawmakers expected to vote on a plan that would send voters to the polls twice in the next four months. and for everything except congressional races. the reason for all of this is because lawmakers have to re draw the districts. we are digging deeper into the accusations against a university professor that's

warrant show he was stealing money and sending it to a former student. according to warrants obtained by wncn he told police that he was helping her pay for her medical bills and even bought her a new car. investigators say more than $70,000 was funneled from three different clubs. he served as an inviteder to those clubs. police say you should be on a look out for a tax scam targeting millions of americans. the callers claim to be from the irs and say that they owe taxes. they'll say the money needs to be paid immediately. now, the irs will never ask for card information over the phone and they will never request immediate payment over the phone. if you do get one of these calls you're urge today hang up and call police. looking ahead governor pat mccrory is holding strong to his commitment to support veterans in the state. a job fair will

more than 65 military service members attended a similar job fair last week. today's event will be held from 10 a.m. to 3 p.m.. today is the deadline for drone owners to register with the faa. >> the rule was announced last year before an estimated 1 million drones were sold over the holidays. it's really a simple process online users pay a five dollars fee for a three-year registration and presented with some safety guidelines as well but after today unregistered owners could face real heavy consequences. >> it's $27,000 and a criminal fine of up to $250,000 including imprisonment. so there are some re percussions if you don't register. >> thought worth it for sure. the deadline purchased before last december but anything after the 21st was supposed to be registered before it takes its

and around the virginia border you have south hill and henderson both at 24, roanoke rapids and louisburg both at 23 degrees so here's your hour by hour forecast calling it 31 at 8 a.m. we climb to 40 by 10 a.m., 45 at lunchtime you'll still want that jacket if you're heading out on your lunch hour but he keep the sunglasses with you because i'm expecting just a cloud or two. high today of 51, that's where we were yesterday but keep in mind normal for this time of year is right around 56. now, we'll talk about you your future forecast first and then talk by the temperatures over the coming days. future forecast showing the clear skies outside this morning continuing right on through your lunch hour and through the afternoon drive home no problems expected because of the weather. now, as we head into overnight tonight we are going to gradually turn partly cloudy, that actually means good things for those temperatures tomorrow morning because it's not going to be as cold. i think we could stay above freezing overnight. then we'll see say partly cloudy skies through tomorrow

as a matter of fact we're doing the opposite. we're going to warm up significantly for the weekend ahead. so 51 are or high today, 66 tomorrow, 68 on sunday. then the chance for rain returns as we head into early next week. that's obviously going to have an impact on our temperatures. we fall back into the upper 250s on monday, eventually the upper 40s by tuesday. so for today 51 in raleigh, 50 in durham and 54 in fayetteville. just a cloud or two overnight tonight partly cloudy and like i mentioned, we're going to stay above freezing, here in raleigh a low right around 58 degrees. now, looking at the coming days plenty of sunshine tomorrow. sunday there is going to be the chance for an isolated shower close to sun set. i think most of us stay dry look at the rain chances early next week, monday tuesday and wednesday. i do think the best chance for say a wash-out could actually be on tuesday heavy downpours expected

after the defense rested its case. smith is in the sentencing phase of his trial and is facing the death penalty. he's convicted of murdering huggins-jones in 2013 inside of her apartment. yesterday his step sister took the stand ask him constantly. >> any way possible, physically, leaping on him, punching him, hitting him with things, throwing him. >> her testimony was followed by a series of teachers and psychologists who talked about various educational and psychological exams that were done on him during his younger years which the defense hopes will present mitigating circumstances. documents show the man accused of killing his wife in her wake forest home before leaving town last year admitted to killing her. warrants say that he strangled her to death after hitting her in the head with a hammer.

debt card before leading authorities on a nationwide manhunt. he was arrested in mississippi after authorities say he robbed a bank there. 911 calls just released she hadding more light on a deadly officer involved shooting inside a mall on christmas eve. >> there's a shooter at north lake mall. >> yeah, we've got officers all out there. >> right, in the dressing room. >> about ten of us stuck in the back here. >> an off duty officer shot and killed westbrook. police still investigating the shooting. the officer involved is back at work. >> one person is recovering after a crash that killed a dot work other moore county. the 50-year old died and was hired to trim trees. investigators say he died after a car hit him in a work zone. winter weather brought fresh snow and grid lock to the mountain roadways.

first snow fall in two weeks so those who were worried about not driving cars were able to move about by sled. intense gusty winds follow a record heat spell that dried up grass and brush. wind gusting at 40 miles an hour helping to spread flames. firefighters say no one has been killed or hurt but a number of homes have been lost. here locally, you know, we got past the snow and ice on monday and tuesday a little bit chilly today but the weekend is looking great. >> we do have the blinder on but it is a chilly one are for kids especially as they're heading to the bus stop this morning. so make sure they're bundled up. 30 degrees in many cases temperatures this morning right now any ways in the 20s. as we head into the afternoon hours topping outright around 51 degrees which is still about five degrees below normal for this time of year but it is that time of morning we're starting to see the sunrise.
