assembly draws near. >> this is not a drill. this is real. >> the plan to balance baltimore's budget. how it could cost you. >> and airline charges. what you could be paying for now. >> live in high definition, from wbff tv in baltimore, this is fox 45 news "late edition". >> hello again, i am jeff barnd. >> and i will jennifer gilbert. we are down to the final minutes of the 2010 general assembly. lawmakers are busy trying to pass last minute legislation. john rydell is standing by live in annapolis, with a story of one bill that made it through. john? >>well, the mother of a young salisbury girl that was killed late last year is pleased with the outcome of this key compromise. the bill closely followed throughout the 90 day session. well lawmakers tonight, have agreed to increase the mandatory minimum sentence of those people convicted of the

second-degree-rape of children from five years to 15 years. >> some had sought 20 years with no parole. but the mother of sarah foxwell is pleased with this outcome. >> it is a piece. you know, nothing will ever bring back sara a but it is a piece knowing we can continue to advocate for our children, and now we have laws in place to protect our children. a lot more than they did before. >> now, another action tonight. the general assembly has failed to enact another bill that would crackdown on first time drunk drivers. it would have required those drivers to use an ignition interlock system. but the house and senate could not reach any kind of compromise. and this bill has failed. live at the statehouse. john rydell, fox 45 news "late edition". >> john, lawmakers worked on other things as well. in annapolis earlier today. child support payments will change for the first time in 20 years. increasing to $15,000. 16-years-old will be allowed to register to vote. but will still be unable to vote

unless they are 18 years of age. using a hand-held cell phone while driving will be ban. drivers would be fined $40 the first time. and $100 if they are caught again. >> and senators have weakened a measure concerning reading texts and driving. banning it only when a car is in motion. lawmakers need to hash out now the differences between the house and the senate bills. >> the final day of the session led to a tea party rally in annapolis. same group speaking out against federal spending today was protesting against state spending. the people that gathered in annapolis city dock say more needs to be done to cut the budget and limit government. >> now, folks are incredibly upset with the way governor o'malley managed the budget. we have the largest state budget deficit in history. and they want to see changes. they want to see somebody, policy changes, for somebody that will manage the budget. >> more than 50 people showed up for the rally. >> baltimore city's mayor unveils her budget plan for the

next fiscal year. she will not raise property taxes or cut police but they say it does include major cutbacks and it will cost city essence and mayor stephanie rawlings-blake is trying to fix a $121 million deficit. and her plan calls for both deep cuts and new taxes. the mayor said she will cut $70 million from the budget. to do so, at least, 250 city workers are laid off. plans to increase taxes and create new user fees that would generate another $50 million in revenue. with it, the mayor said cutting police and fire would not be necessary. >> this is not a drill. this is real. and if we don't fix a budget right away. public safety and central services at-risk. >> the mayor wants to raise income, hotel and energy taxes. but one of the biggest increases would affect parking rates. by raising parking taxes, fees and fines, the rates of meter spots in neighborhoods would

double. and some drivers don't like that. >> it is kind of hitting you twice. economy is bad. and now you have to pay more for parking. kind of a double hit for working people in the city. >> i think everybody is willing to pay their fair share. as long as they know the government is going to do their job, and keep the costs in line. >> and 1 more controversial cost. the mayor wants to add a surcharge to beverage bottles and cans. four cents per container. that alone could generate $11 million for the city. but all subject to council approval. melinda roeder, fox 45 news "late edition". >> and that now brings us to the question of the day. how do you think baltimore city should balance its own budget? so far 63 percent say cuts. 25 percent say new revenue. 12 percent say both. tia writes on facebook, budget should be balanced slowly. mayor stephanie rawlings-blake is making sharp cuts in all programs, all at once. >> that could hurt recommend

involved in the fight are named in the lawsuit. each being sued for $10 million. >> hard to see the weekend when it is this nice on monday. >> it was beautiful. chief meteorologist vytas reid is here with a look ahead at the forecast. vytas? >> yeah, generaler and jeff. beautiful weekend to be out and about. and it looks like we started the work week nice out there. with sunshine. mainly clear skies. few high thin clouds working in. now on hd radar. we have showers dealing with tomorrow. and, in fact, looking at the radar. nothing out there right now. but over parts of the great lakes. we see shower activities, from wisconsin, northern suburbs up there of chicago. we will continue to see the rain move across the state of michigan, down over ohio. and by tomorrow, we could get rain here. highs today in the lower 70s. but we are seeing the temperatures currently in the lower 60s and some upper 50s, 49 in northern virginia and winchester. we will see cooler temperatures tomorrow, on the next day planner. expect showers by the actual keep the umbrellas with you.

with the temperatures topping out only in the mid to upper 50s. back to you guys. >> enough is enough. that's what one senator said when it comes to one airline's plan to charge for carry on luggage. last week spirit airlines announced it would charge up to $45 for carry ons. and today new york senator charles shurmur said the plan is outrageous and he wants to pass legislation that would stop t spirit executive say it would reduce the number of carry on bags and speeding up boarding. and another airline is coming up with creative things to charge for. european discount airlines ryan air is working on a plan to develop coin operated toilets. airline plans to charge $1.30, to $1.50 to use the bathroom on the airplane. >> the gang members busted for

>> a major heroin bust in the city of baltimore. tonight how two of the suspects charged are linked to a program that received hundreds of thousands of dollars in city grant money. keith daniels explains tonight, from the federal courthouse. >> well, according to the affidavit, these two suspects worked for the coil community group. and we have learned that group received about $400,000 in city grants, in 2007. now federal prosecutors have charged 13 people believed to be associated with the baltimore gorilla family. one of the city's deadliest gangs. group accused of distributing heroin. now according to the affidavit, the suspects and their gang tried to control the heroin trade in baltimore. with violence that includes murder, and prosecutors believe this bust is a giant step in the fight against violent crimes in baltimore city. >> just by prosecuting individual members of the gang you do not necessarily stop the violence. in order to stop the violence you have to get at the

leadership of the gangs, and the structures of the gang. >>well, among those charged, todd duncan, aka donnie. accused of leading the gang's operation in baltimore. and also arrested ronald scott. aka piper. federal investigators say these two worked for communities organized to improve life or coil. a non-profit in west baltimore that runs adult literacy programs and provides other community outreach services. federal prosecutors say so far no one has been charged with gang-related charges. but they say this investigation is not over. we're at the u.s. federal courthouse. keith daniels, fox 45 news "late edition". >> investigators say human error most likely caused a plane crash that killed poland's and the almost 100 others. today rescuers recovered the body of poland's first lady. the plane's black boxes revealed the pilot decided to land
