>> a maryland man hospitalized after a all day standoff in north carolina. moments before the video was shot. 33-year-old robert looney tried to escape from a house using a woman as a human shield. police say he nearly ran over pplice with a car. police shot him three times. tonight he is in guarded condition. >> hello, i am jeff barnd. jennifer gilbert has tonight off. that situation lasted nearly 12 hours. from rocky mount north carolina. suspect called our fox 45 newsroom. jeff abell takes a close look at the desperation, and the demands. >> here in the newsroom editors talked to dozens of news makers every day, but this morning, they received a call like they have never heard before. a fugitive was on the line. and making demands. >> what is going on? why are you running out offtime? >> panic calls came five separate times. >> are you inside of a house right now? you are? you are inside of a house? >> on the other end of the line

was robert looney, a man wanted in baltimore for attempted murder. but early thursday morning, he bare caded himself inside of a home in rookie mount north carolina and holding a hostage. >> he called our newsroom aking demands. >> i better not lie to him. because he was going to kill this woman if he found out i was lying. very, very intense. very angry. very upset. >> looney demanded our news desk help to connect him with an attorney. >> we will try to help you out. it is okay. yeah, we really need to make more calls. i am trying to get him right now. >> seemed scared, panicked. you can hear it in the voice. and there was a lot of music in the background too. i asked, what are you listening to? why is there such music in the background. and he said so people cannot hear me.3 cannot hear what i am doing. so incredible. >> so someone from the u.s. marshal's office will come to the station? >> soon, federal and local >> last time he called was

out. >> looney is wanted for attempted murder in the shooting of a gang member. still no arrests in a bizarre situation in pikes vilinvolving a alleged cult. police responded to a home on michele way tuesday night that led to a police barricade. they will not say what was found in the home. the group is denying allegations it is indeed a cult. and instead they are on "youtube" saying they are being hassled by wisconsin police. >> do you mind if i ask who you are? does not matter? just asking. does it matter? >> the samanta roy institute of science claims to be a non-profit organization. expert claims a baltimore police officer was justified when he shot and killed a man back in 2008. it happened at the hamilton park shopping center. officer tom sanders is on trial for manslaughter. he told jurors wednesday he

believed edward hunt was reaching for a gun as he ran away. expert said sanders followed his tracking. hunt's family however tonight disagrees. hunt died at the scene after shot twice. >> a woman in a wheelchair is struck and killed in annapolis today. it happened on west street near brewer avenue before 1:00. marla mcfarland was crossing street when suddenly struck and killed. police say charges are pending against the driver. >> a major drug bust earlier today in charles village. police arrested 39-year-old joseph batson and his wife. he was arrested carrying a semi automatic weapon and drugs. police searched his apartment and found several other weapons there. and more than $140,000 worth of drugs. today's bust comes after a month lonn investigation by the city police force. >> baltimore catholic schools are faced with series budget concerns tonight. but they are getting help to sort it all out. karen parks live at saint thomas

aquinas school with word of a long-term proposal for catholic education throughout the city. karen? >> catholic schools in baltimore have struggled over the past few years, and are in what school officials call a financial enrollment emergency. and now the blue ribbonn3 committee on catholic schools has developed a long-term plan for cathhlic education in baltimore. recommendations include the creation of arch die and i say catholic school board, expanded tuition assistance for students and financial support of catholic schools by all catholic parishes. >> it offers leadership and promise. it anticipates the opportunities that have yet to come. >> there really is a great demand for our product. the problem is, so many parents want the to send children to our schools, but they cannot afford it. >> this plan is expected to be implemented november 1. reporting live in north baltimore, karen parks fox 45

news "late edition". >> all right karen thank you. lots of sunshine out there today. heat is on the way. possibly some rain. chief meteorologist vytas reid joins with us a first look at the sky watch forecast. a pope lot of summer weather. >> yeah. meaning a lot of different weather for this weekend. and it will be something for everybody. because we will see more sunshine. beautiful start to the weekend. with sunshine and warm temperatures. but it will be warmer. if you like the heat and hudity that comes for saturday and sunday. looking at the radar. mainly clear conditions scanning the skies. put it in motion. yyu can see off to the west there is showers and thunderstorms west of us and northwest. but not getting here until saturday evening. 78 in baltimore. 79 in d.c. 75 in hagerstown. winds shiftinggout there. but we will continue to see beautiful sunshine tomorrow. kicking off the weekend with temperatures in the lower mid 80s. detailed look at the weekend outlook comiig up.

>> another plan to raise taxes in baltimore targets manufacturers, business owners say it could force even more layoffs. the plan would tax manufacturers and warehouses. it is expected to generate around $8 million a year. the idea is getting a cool reception however from business owners and at least one city council person. >> half the manufacturers left3 the city. we want them to stay here because they pay high property taxes. pay millions and millions of dollars in taxes. employees looking at a piggy-back tax, we cannot afford more layoffs or manufacturers to leave the city of baltimore. >> you are looking live also at the very iconic domino sugar sign in locus point. domino said if city council passes the energy tax they would consider turning off the famous3

sign because it will be too expensive to light. >> earlier tonight we asked you will the new fee in taxes make it harder to live and work in baltimore? so far 75 percent say yes. 25 percent say no. jenny writes on facebook. the increases are not big so it won't affect my choice. of living in the city. the problem is that for all that we spend to live here, the city services get worse and worse. >> some baltimore city council members approve a measure to reform the pex system for police and firefighters. city leaders say this will save $400 million over five years. it requires police and firefighters to work 25 years before they are eligible for the pension. union leaders stay violates the contract. >> disingenuous in front of this body to indicate that it was just a tax pay, as we participate in this plan. over the last 10 years, police and fire employees have contributed $154 million to this plan. >> the union still plans to file suit to block the new plan from

taking effect. >> absolutely beautiful out there today. weather wise. chief meteorologist vytas reid returns to tell us how long the warm weather will be sticking around. vytas? >> yeah, jeff, looks like a nice day setttng up to kick off the weekend. with sunshine and comfortable temperatures. we will see the humidity though, creeping back into the forecast. as we get into saturday and sunday. but nonetheless, looos like a fabulous start. again, referencing the domino sugar factory there. you can see the lights lighting there. 72 degrees. not too bad. looking at breaks in the clouds. not many clouds really. mostly clear. winds are calm. and we will see humidity levels comfortable at 61 percent and thanks to high pressure in the neighborhood. we are staying dry for about the next day or so. until some of the moisture builds in from the west. 78 degrees, and 79 in d.c. and baltimore. looking at 75 hagerstown. 61 degrees out in western maryland. where things are slightly cooler. and zooming out the bigger picture. we can kind of see across the area. temperatures. cleveland at 70 degrees.

74 in indianapolis. down in lexington. 75 degrees. so mild to warm air is moving up oust south. cooler air bottlenecked up north of us boston 55. cooler night up there. we saw shower activity north of us, that has pretty much dissipateed at this time. so we will continue to see that push off to the east. but we have high pressure over parts of pennsylvania, that is allowing for us to warm. and continue to see the warming trend through the next several days with that clockwise rotation of air around high pressure. so the southerly flow will help to bring the temperatures up and also bring in the humidity toward the weekend. so the chance for showers and thunderstorms will increase. but until then looking at nice dry conditions. plenty of sunshine friday to start off the day. through the afternoon into the evening. now on saturday probably start the day off with clear conditions. but as you look off to the west. some of the moisture starts to work the way in from the midwest. we will see the showers starting to come in. maybe after five to 8:00. then that will be the chance for rain, maybe, late saturday night

to sunday. chances as well. so looking at clearing conditions through the overnight tonight. 67 degrees. winds out of the northwest at about five to 10. then for tomorrow looking at 83. beautiful day downtown. and if you are headed out to the beach. it looks like we will see maybe showers toward sunday. but for the most part temperatures increasing, it looks like a good forecast. then around here, those scattered showers possible on saturday and sundaa. getting up to 90 on sunday. then monday and tuesday back to the mid 80s. back to you, jeff. >> that major oil leak in the gulf of mexico and as you can see even with a containment cap on top. if you can see it at all. a lot of oil is gushing out. government now estimates the oil has been flowing at a rate of 40,000-barrels a day, far greater than the 5000-barrels bp originally said. bp is planning to use a new drilling rig to help stop the oil. the white house hooes it will trap, at least, or about 420,000 gallons a day by early

afforded to loved ones. >> the army reprimanding the 19 year superintendent of the3 cemetery, john metsler that last month announced his resignation. he was asked about the discovery of a urn full of cremateed ashes dump order a pile of dirt. >> that is upsetting to anyone, to have that found. but you know, things like that do happen unfortunately. and this is an active burial area, someone did not follow the instructions. >> he was issued an official letter of republic man today. he said the resignation has nothing to do with the six month review of the problems. and they have place mets lurz's deputy on leave. and new director position at the cemetery and formation of an independent advisory panel. >> and sedg mccrew said today an earlier investigation back in 1997, turned up very similar problems here at the cemetery. and they were never corrected.
