gilbert. >> fighting back against crime on the streets of baltimore city. >> it was a dramaticcscene tonight after police tried to check out a stolen car. the suspect took off and crashed into other vehicles. one juvenile was taken into custody. and fox 45 news is now stepping up to help residents clean up their streets. here's a look at the city's new crimefighting tactics. >> reporter: in talking with the police department today, it's clear certain policing tactics are being reworked, and they're similar to what's being done in washington, d.c. the commissioner said he wants to make better use of technology, take advantage of community intelligence, and analyze trends, especially when it comes to gang activity. this approach focuses onú predicting where and when the next crime could occur. >> i think there's some critical breakdowns that are concerning to me. i don't think that we're using

%-enough to gatherrlocalng hard intelligence. >> i talled with business owners today in highland town where there's been a spike in crime. many say they say police drive by but rarely does an officer get out of the car and talk with them. baltimore city's mayor jooned people trying to fight crime in northeast baltimore today. mayor stephanie rawlings-blake joined the ednor gardens community this evening as they walked the streets, all in an attempt to prevent crime in their region. baltimore city leaders say they want to evict landlords who aren't doing enough to keep their residents safe. on monday the city filed a notice of intent to revoke the owner's license at madison park north apartments. the housing complex has been plagued by crimes for years. the city said the owner has done nothing to improve the sai. >> there's been no significant

improvement of the conditions here. in faat, they've gotten worse over the last six weeks. >> if the apartments are shut down, housing officials say most residents will receive federal assistance. a hearing over the matter is se. they wanted justice, but tonight the parents of a dead teenager are outraged over the outcome of their case. jeff able standing by at the courthouse with the story you're seeing first on fox. jeff? >> reporter: well, this is a huge blow to the parents of annie mckahn. charges against the defendant in the case have been dropped. it was almost two years ago when police found the body of 16-year-old an m 16-year-old annie mccan stuffed behind the dumpster at a baltimore housing project. later they charged 21-year-old darnell kenlaw and two juveniles with stealing her vehicle. today the family learned those charges have been dismissed and it appears no one will be prosecuted in the case. >> we're not the only ones.

inch and a half, maybe as much as 3 inches depending across parts of central maryland. it's definitely going to come down at a pretty good pace. right now let's look at what's going on to the south. we have activity pushing in. it looks like we'll continue to see this line of showers push up from the south, and there's a trough that's running juss to the south that's going to continue toopush our direction. it will be this area of low pressure that's going to ride along that trough that will give us the potential for heavy amounts of rainfall. that's what we're watching as we go through the overnightt expect to see those showers pick up through the day today. pick ukeep the umbrellas near by. i'll have when the rain will end in the forecast in just a few moments. first on fox tonight, a baltimore city firefighter is suspended after police say he assaulted a prostitute. jerry majet was charged with assault and robbery. court papers revealed that he used a hammer in the attack after realizing the prostitute was a transvestite. he was suspended tonight pending

the outcome of the case. new now, new tonight, charges against three people accused of raping a 12-year-old girl at skate works in woodlawn. two are teenagers and they'lllbe charged as adult. 23-year-old da von perry, 17-year-old ca deem sanitiful and 15-year-old tracy hancins space where she was held down -nd rrped. they're all being held without bail. an early morning carbon monoxide leak sends four children to the hospital. it happened in middle river on maple crest drive. all four, ages four months to ten years, are expected to recover. there have been problems at the complex in the past. co detectors alerted families of the problem this morning. ooficials say vent pipes from the water heaters could have been the cause. the governor swears in a new ú%dge for the court of special appeals and makes history at the same time.

michelle hotton was sworn in today. she will serve on the court of special appeals, the second highest court in the state. %-woman to serve on a staterican apellet court. we caught up with her after her swearing in where she got very emotional about today's events. >> it's just -- i'm sorry. i said i wwsn't going to do this. it's just wonderful, absolutely wonderful. what an honor. i ccn't even explain it. >> before her appointment she served on the bench in prince georges county for 16 years. to hear ore of the judge's thoughts on her historic appointment, go to our website, foxbaltimore.com and click on %- a new tudy finds a stunng increase in the rate of hearing loss among american teenagers. that report says nearly 1 in 5 teens has at least slight hearing loss and the cause is a mystery.

night. looking at the clouds gathering, temperatures at 79 degrees, winds calm, humidity levels sitting at 74% as we ontinue to see moisture building from the south. our temperatures across the state are relatively comfortable, and we'll continue to see some cooler temperatures building in from the wwst as we go through the next day here, so it's not going to be as hot as what we saw today but it looks too bad.ll see temperatures not 84 in baltimore, 83 in d.c., 78 in hagerstown, looking at 78 in winchester ii northern virginia. we have to be concerned with the potential for some flooding, especially in low lying areas where we see heavy rain anywhere from 2 to 3 inches possible as we get through the day tomorrow. in fact, flood watches already in place stresmg fro stretching from baltimore county down to anne arundel county aad prince -eorges and other places south of us in the d.y. area as well.ú urban areas are the concern because you get heavy amounts of rainfall coming down and the streets run off and then you get rapid rising of some water, eepecially in low lying areas where some of the drainages aren't cleared well.

you have to be concerned with ttat, especially in the metropolitan areas. the bigger picture here, we can see where the rain is at this time. the clouds are starting to3 filter in. some of that rain is starting to push its ay up. it will be riding along stationary front that's retracting back into the area. an area of low pressure will continue to wrap in atlantic moisture, and this moisture will continue to feed into the storm. it's going to slow down over the rainfall.drop plenty of this is going to continue to be a problem for the day tomorrow, and you commuters out there, take note that you can run into some hydroplaning on the roadways when you get puddling water out there. drive carefully on your commute to work and your commute home. looking at fuuure scan at 9 a.m., heavier showers buiiding across the southern portion of the state. thit picks up over the central portion of the state by 1. it continues to fall. the model takes the moisture off to the east, but still there's going to be showers and pop up showers behind the system because it may hang around a little longer. tonight those showers are moving in, temperatures down to 77 degreesswith tte northeast wind at 5 to 10.

for tomorrow, expect to see heavy rrin through the mid morning and into the evening potentially with techtio temperatures topping around 80 degrees. we could see embedded thunderstorms and lightning coull be a problem, but the main concern will be the rain that's coming down. looking at the forecast for wednesday night, showers taper off into thursday. remember the flood watch is until 3 a.m. thursday morning. friday we start to clear out which is good news. we start to get some sunshine, plenty of sunshine. temperatures back at 91 degrees. saturday ooking at 86 with partly cloudy skies. so for the first part of the week it looks pretty decent and a chance, only a 30% chance for pop up showers on sunday with high of 88. women who drink beer on a regular basis may be increasing their risk of developing psoriasis. researchers tracked the women over 15 years and they reported their alcohol consumption and if they had been diagnosed with the skin disorder over the course of the study. scientists found as little as
