happens to some customers who must wait until that new system goes on line. brandi proctor gets a water bill every quarter from baltimore city's public works department............but when proctor opened her latest water bill.. she was flooded with frustration. the city sent her a bill for nearly a hundred dollars for water usage.. at a home under construction. the billing period is february to august 2nd. the home burned to the ground in march. still, a bill comes for service at a house that's gutted. 3 "if we were running a car wash or some kind of laundry service or something out of here, then maybe, but there's no way that in 6 weeks we consumed more than we did in the entire quarter prior to it, it's impossible." tonight a public works spokesman says proctor's bill will be adjusted. allo... the department says if you don't want your property billed because of any type of vacancy.... you have to submit
