good morning it's i'm ryan elijah. i'm amy kaufeldt. here is a look at this morning's top stories. first-- winter garden police looking for the driver... who ran over a three-year- old boy with his car... and just drove off. we have the latest details on the investigation. plus-- we are in for another cold morning. temperatures are down in the 40s! brooks tomlin has more on what you can expect when you head out the door. and today--florida lawmakers will head back into session. coming up... we'll have a breakdown of the bills that will be discussed.

police in orange county are on the hunt for the driver who hit a 3-year-old and then drove off. the boy was struck on east cypress street in winter garden--and the car us abandoned a few blocks away. fox 35's jackie orozco is live from the scene. good morning jackie. winter garden police say it happened right

deputies need your help finding a missing teen with autism. investigators say she never returned home from school. the sheriff's office says -- one of their deputies spotted 17-year-old margaret lehman walking away from belleview high school around 9-30 yesterday morning. the deputy took margaret back to school -- but she never returned home later that day. she was last seen wearing a purple and blue jacket -- blue jeans and a panda if you spot margaret call the marion county sheriff's office. new this morning... deputies are searching for a following a home invasion in orlando. the orange county sheriff's office tell us this happened they say the group broke into a home on broken pine circle... people while from inside. deputies say one of the victims suffered minor injuries in all of this... but they'll right now

any of the suspects to pass along. keep it here to fox 35 for the latest updates on this story. developing in jacksonville-- new charges are being considered after authorities say they found the remains of missing toddler lonzie barton. fox 35's andrea jackson joins us with more on how the remains were found. lonzie's mother, lonna barton and her boyfriend ruben ebron have already been charged with child neglect and lying to officers... however deputies say ebron-the boyfriend- actually led investigators to the remains. they were found in a wooded area off of u-s 1... about 10 miles from where police say lonzie was first reported missing. so far no word from investigators with regard to the condition of the body or how barton may have died. trt-25 oc-garbage heap 16:44:07 "that little boy didnt need to be discarded like piece of trash, and today able to take what we believe to *2i=5 being disposed just like that in the hopes that he can spend eternity somewhere that's peaceful and not somewhere that is basically a garbage heap." cont vo more than 400

searching for lonzie last july, along with help from 40 different agencies until the search was scaled back in early august. as for ebron-- he idis right to a speedy trial. officials have yet to confirm if a plea deal is in play following his help leading investigators to lonzie's body. amy & ryan - back to you. breaking news-- 10 people are dead... another 15 injured after an explosion in turkey. it happened in instanbul's historic district overnight. state-run trt televeision says the blast was likely caused by a suicide bomber... but authorities have not released a cause. the explosion is under investigation. president obama will deliver his final state of the union address tonight. the president is expected to paint an optimistic view for 20-16. this is based in part on 2015- which saw u-s auto sales hit an all-time record of 17-point-4 million. last year saw the

second best for job creation since 1999. also on the president's check list include renewed relations with cuba... ....an iran nuclear deal, and initiatives on climate change and trade. the state of the union starts at 9 pm, eastern time. that is followed by fox 35 news at 10-- once the address is over. and we will have analysis-- of the big speech-- during the newscast. the new florida legislative session begins today in tallahassee. governor rick scott will open the session with his annual "state of the state" speech. meanwhile-- lawmakers are talking everything from the budget.. to refugees. here's a look. lawmakers start with a surplus this year-- as they prepare to negotiate a budget which will start july first. governor scott has proposed a 79-point- spending plan. among his proposals-- per- public schools.. development incentives and tax cuts. work on making changes to florida's testing system. some lawmakers want schools to use tests other than that florida standards assessments.

for discussion-- is if lawmakers will continue giving teachers bonuses.. baswed on their a- c-t or s-a-t college-admission test scores. and a bill filed yesterday-- would block any state and local officials from letting refugees enter florida.. who are considered "restricted persons". the bill states those people as any refugee or immigrant who quote, "originates from.. or is close to.. any location where invaders are known to originate or train for violent acts of war." governor rick scott has already called for the closing of florida's borders to refugees from syria. there are several other bills under consideration this session. coming up in the next hour-- we will look at health care.. gambling .. and guns. at this hour... authorities are investigating if the florida native killed in italy on saturday... had a stalker. ashley olsen was inside her florence apartment... with bruises and scratches on her neck. the 35-year-old originally from "summer haven" posted two pictures taken of her on

captions that read "stalker alert". right now it's unclear who took those photos. we're getting an up-close look at the shootout that led to el chapo's arrest last friday. this video follows the 17 mexican marines who captured the drug lord at his safe- house... as the team closes-in while grenades and guns go off all around them. five of el chapo's men were killed in this raid... another six were arrested. an attack in baghdad leaves at least 18 people dead and fourty other wounded. it happened yesterday at a shopping complex. the attacked included a car bomb...followed by gunmen going on a shooting spree before detonating their bomb vests inside the complex. the islamic state said it was targeting shiite muslims in their attacks. college football crowned its ion just after mid-night... after the crimson tide outlasted clemson. .. got off to a slow start...

developing this morning-- peta is now speaking out about the ringling brother's barnum and bailey circus retiring their elephants early. while they're happy with the decision... they don't believe the conservation center in polk city is the best place for the animals. this comes after the circus announced yesterday they would be retiring elephants from its shows in may... two years earlier than expected. instead the 11 elephants touring the country would live out their days at the ringling brothers elephant conservation center in polk county. 29 elephants are already at the center. the director of the center says the facility can handle the additional animals. but not everyone is convinced this is the best place for the elephants. despite criticism, ringling is moving

shot at him. that story kicks off our morning rush. police are releasing this picture of the suspect and a car they believe is the getaway vehicle. they say the homeowner heard a noise in his garage... and found a man stealing something from his garbage. the homeowner fired one round at the suspect and he took off. it is unknown if the suspect was hit by the bullet. anyone with information is urged to call crimeline at 800-423-tips. a judge is expected to decide whether a teen accused of running down an orlando police officer should be allowed to bond out. orlando police officer william anderson and his wife were in court yesterday asking the judge to keep edward kelty behind bars. kelty is accused of running over anderson after the officer stopped the

student housing. hoverboards are getting more and more popular at u- c-f. but-- students who live on-campus came back from winter break to find... they ep their board in their room anymore. flyers like this were posted outside of u-c-f dorms and apartments after winter break. it says that hoverboards are no longer allowed inside-- because of recent safety investigations. federal investigators have been looking at hoverboards after recent complaints that their batteries can catch fire. as oil gets cheaper and cheaper per- barrel... analysts warn that businesses will suffer because of the plunging prices. reuters reports-- the value of oil is down, and only getting lower. china's suffering economy is a big factor... since they are the number-two consumer of oil. morgan stanley warns-- if the chinese currency keeps going down in value... oil prices could go as low as 20-dollars a barrel. the oil could be so cheap to sell... companies will struggle to stay afloat.

time to take a look at the stories making headlines around florida. a blind man and his service dog are now recovering... after they were attacked by 2 other dogs. richard draper says he and his service dog "andie" were out taking their daily walk in their sarasota neighborhood last week. all of a sudden... he says two pit bulls came out of nowhere and started attacking them. one of the dogs grabbed andie's neck-- the other latched on to draper's leg. a bystander was able to pull the dogs off the pair. the owner of the pit bulls was issued a citation. a st. pete man faces child neglect charges-- after police say a 3-year- old girl in his care ate synthetic marijuana. pinellas county deputies arrested 45-year-old christopher clark on sunday. investigators say clark had the drug in his pocket-- and at some point, the girl took it out and ate it. the child was taken to the hospital and is expected to be okay. clark is in jail on 20-thousand dollars bond. a woman accused of hitting a string of jewelry stores across the south--
