and thanks goodness. this is getting pretty aggressive. eventually, it'll move our way. by this time tomorrow morning, a sharp line of thunderstorms. the risk of severe weather doesn't look totally absent, but the vast majority of strong storms should remain well to the north. and highs in the 50s with a lot of wind come saturday. more in the full forecast straight ahead. >> gina: happy thursday. roads are becoming quite a mess out there. this is i-4 westbound near saxon. causing significant delays there. use caution. if you want to avoid the mess, get off on orange camp road. traffic is backed up for three miles. a new crash at colonial and commerce boulevard. partially blocked and causing delay in both directions. use caution if you are out there. another new crash at sand lake and john young parkway.

taking a look at drive times. john young to downtown, i-4, eastbound. and the 408 is, looking good, up to speed as well. >> luanne: all new this morning. sanford police are investigating a shooting that left one person dead at an apartment complex. >> john: this all happened around 10:30 last night at the kensington oaks apartments on melonville avenue, east of downtown sanford. fox 35's jackie orozco is live at the apartment with the latest. >> reporter: good morning. we're waiting for sanford police to get back with us in terms of what they are looking for and what sparked this shooting. all we know is that two people were shot inside the apartment complex behind me. one man was killed. let's take a look at video so you can see how active it was few hours ago. police officers were investigating throughout the night.

and 1030 last night at the kensington oaks complex. they found a woman in her late 20s with a gunshot wound to her head. and a man with gunshot wounds. and he was pronounced dead at the scene. a neighbor said that her boyfriend heard a lot of commotion. they live next door to the apartment where everything happened. >> there was a lot of commotion going on next door. he called 911 because he was hearing somebody say they got shot or somebody is dead. and then he was looking. i guess he saw someone running in and out, kids were crying. >> reporter: still a lot of unanswer questions right now. again, we're working with sanford police trying to get a description of that gunman, and we'll let you know what we find out. jackie orozco, fox 35 news >> luanne: thank you so much for the update. a former apopka elementary school student is in the orange county jail being elwithout

66-year-old donald sharp accused of setionually assaulting a student. the molestation happened in 2009 in the hallway during classes. they want to know if anyone else is out there. >> if they are in a position of trust, violating you that way, it can take quite a while for the courage to come forward >> luanne: they discovered that the orange county public school district investigated sharp back in 2009 for algtedly -- allegedly allowing multiple students to sit on his lap. they requested his file and have not commented on the latest allegations. >> john: meeting this morning to discuss the homeless crisis in their community, that's what they're calling it. they're trying to figure out what to do with dozens who have camped outside of the the

ridgewood and north street, a proposed tent area, has received a lot of backlash. the meeting will be this morning at the historic courthouse in deland. >> john: mcgee is facing a judge for a pretrial conference. being charged for attempted murder. back in october, rivera was carrying money out of the store when he was shot by mcgee several times. had i rivera said he is expected to make a full recovery. west of i-95 and north of maytown road. yesterday afternoon. a swampy area nearly three miles from the main road. the wounded hunter, pronounced

dead on the scene. his friend who accidentally shot him, is 66-year-old le shawn sutton. they said it appears to be an accident, but they are looking into what happened. >> john: wall street is bracing for another rough day. dow futures dropped into triple digit territory, and slumped 100 points. driven by the slowing asian economy. it was down close to 600 points earlier in the day. you decide 2016. jeb bush and marco rubio don't even come close to donald trump here in the home state of florida. poll. >> reporter: if the florida atlantic poll is accurate, donald trump could be headed towards a major win in florida. the numbers that are raising some eyebrows. 47% for trump of republican

the next closest candidate, ted cruz. he's 32 points behind. marco rubio third, with 11%. and jeb bush at 9%. trump is continuing to attack cruz. and hillary clinton campaign is accusing the g.o.p. of purposefully coordinating e-mail leaks to cripple her campaign for president. the democratic. front runner they said that were classified and they described them as beyond top secret, which was discredited previously. they claimed that they worked with republican senators to get them back in the news as a form of retaliation. no matter the outcome, republican presidential candidate marco rubio said that voters should not take the scandal easy.

>> if she were elected president, she would have to pardon herself. there's a legal element to it. we'll leave that to the fbi and the justice department. >> reporter: so far the justice department has not yet determined if any of the classified information improperly ended up on clinton's e-mail server. >> john: a bill cracking down on iraqi and syrian refugees. it would have halted the resettlement program until that they can certify that each and every refugee is not a threat to the united states. democrats votes against it. in florida alone the feds wanted to relocate 4500 refugees including 400 to the orlando area. >> john: choose your own school. regardless of the county you live in >> luanne: find out about the new plan on the table right now for families here in florida. >> luanne: plus winter weather so bad it delayed the presidential motorcade.

their kids in high performing schools and others believe there would be an influx of schools in county lines just to play sports. some believe that it would take money out of districts that have the struggling schools. despite, the republicans support the bill. >> any time you give parents more choice in choosing the educational setting for their child, that's a good bill. >> luanne: this bill now moves to several education committees for further debate. >> john: a winter weather alert. even the president can't escape the snow in the northeast. president obama's motorcade was delayeded in traffic last night. and they couldn't take the helicopter because it was so bad. the city is it facing major gridlock after an inch of snow fall and they have a lot more coming. the motorcade struggled to get

and slipping on roads there. they could get up to two feet of snow this weekend. >> john: in georgia, forecasters have seen more than two inches of snow and sleet in the last two days. they are canceling school for once again today. they have been treating icy roads since tuesday. >> john: the airlines are offering refunds for people affected by the storms. carriers, american, united, delta, southwest, and jet blue, are offering travel waivers for those cities expecting the bad weather. jayme, maybe we'll see an influx of people down here? >> jayme: probably. we typically do this time of the year. there's a tug boat and two shrimp boats off the shoreline of cape canaveral. have you seen the shrimps? that he are jumbo sized. that time of the year.

the seas today are tolerable, under four feet. the boating conditions have vastly improved. that's out of the coast. this is in the interior. and this is our visit orlando cam on fop top of the hyatt regency. and looking eastbound towards the shore line. you can see puffier clouds out of the distant atlantic and the gulf stream waters. the water temperatures near 80 degrees. the closer to shore, the colder it gets. and you get the cumulus developing now. puffy, cotton ball looking clouds. we're at 30s and 40s in the area. not as cold as this time yesterday. that really remains the case in all locations. from the far north to the far south. and the numericals are showing an uptick -- gainesville, and orlando more of the same. everyone is seeing additional

2:00 p.m., a much warmer day. a nice day. chilly start giving way to the chamber of commerce weather. the uv index is at 5. despite the winter sun angle and cloud cover streaming high overhead, protect your skin. you always need to do that in our far southern latitude. the sun is always quite strong. look at the temperature differential going north to south. enhanced risk through here today. some of that gets into the florida panhandle at the far western edge. from pensacola east to the state capital of tallahassee. and more snow is likely through a band. it'll come racing through here as a broken line of weather. as we distance ourself from the

actual area of low pressure. it reduces the risk of nasty weather, any severe weather. i am looking for a few stronger storms. a shield of rain. moving through quick like the last couple did. and then cooler, mid-to-upper 50s. a distinct chang of temperatures in the 30s on sunday morning. >> gina: happy thursday, everybody. sky fox is over a crash at colonial and commerce. doesn't look to be too significant. not causing any delays. no roadblocks. earlier, it was causing quite a bit of backup. i want to bring you back out to the crash at i-4 westbound, right near saxon. causing significant delays in the area. the backup is pretty bad there. you can get off the orange if

when the road looks rough ahead >> luanne: welcome back to "good day orlando" on this thursday morning. a special good morning to our fox 35 friend of the day. remember, there's a new friend each and every day right here on "good day orlando." you can find us by going to facebook and searching fox 35. >> john: on the health watch this morning. the safety of clinical drug trials is now in question. >> luanne: a man died in a french hospital on sunday after taking part in a trial for a pain killer there. five more people were hospitalized with some possible brain damage. french prosecutors have now launched a manslaughter investigation into the case. many are now asking whether or not it's safe to pay people to test new medicined. joining us this morning with the fox medical team is beth galvin. good morning, beth. this is really scary.

it is a little bit scary. we're looking at a total of six volunteer, all of them men between 28 and 49. all of them healthy going into the study. january 7 started to take this experimental medication, as you mentioned, this pain killer. very quickly, within a day or two, started falling ill and being hospitalized. so a really kind of sort of gave the scientific community, i think, pause, just the fact that you have perfectly healthy volunteers going in and getting this sick this quickly. >> luanne: yeah, beg, we know it was a phase one drug trial. the first time the treatment was being tested on humans. what kind of protocols are in place to protect patients? >> reporter: tremendous safety steps they put into place. it's the first time they're doing this to humans and they very closely watch.

is the drug safe and well tolerated. what dose seems to be the best dose to give the patients in the study. so at every step in the process, generally, in of the phase-one studies, the volunteers are carefully watched for the negative side effects. it is it is stopped if it is determined that it places anyone in danger. they sign consent forms which is a lengthy packet that you get, that you have to read through, and it explains all of the risks involved and all of the unknowns involved. so you know what you are getting into before you start taking this drug. and in this case, luanne, i feel like they must have signed an in-forled consent. i am not sure what the french law is there, but just talking about healthyre or do we see

trials pretty frequently? >> reporter: i would say it's extremely rare. there are thousands of phase-one trials that go on without a hitch. and in 2006, there was a case in england, six people ended up in intensive care testing a new drug which turned out to be very problematic. it was also a phase-one trial, and they were sickened very quickly. it's not unprecedented but very rare. there are so many safety sort of kroafls in the process that generally this doesn't happen very much >> luanne: do you think, beth, this case could affect the research here in the u.s.? >> reporter: i don't know. i think it definitely has sort of made the community make a step back, the research community, and look at sort of everything we're doing. buff i really don't -- dew i -- but i

don't feel that it would have a big impact. it's totally controlled. and you are looking at healthy volunteer, one losing his life, and a couple perhaps having permanent brain damage because of the drug. it does give people resident reservations on whether it's a good idea to pay the healthy volunteers to take these if it causes real harm. >> luanne: thank you for being with us this morning. we appreciate it. >> reporter: thank you. >> luanne: coming up, never threaten a mother when she is with her kids. >> john: that's for sure. this mom goes into mama bear mode after she said that a man tried to carjack her.

back through here. vigorous storms through the gulf south. the storm prediction center in norman, oklahoma, weaves in on the -- weighs inen to the daily assessment of who will see severe weather. there's an enhanced risk of severe weather. they're looking for something big to unfold there. some of that gets into the western panhandle during the course of the day and north of that. and we see some activity mid-to-late morning. severe is up for debate. i believe it'll stay;| north. windy behind the departing system. 50s on seat. -- 50s on saturday, and very windy. and lows on sunday morning into the 30s. >> gina: a new crash i-95 southbound, at the u.s. 92 ramp. the emergency vehicles just

fox 35's jackie orozco is at the apartment complex with the latest. >> reporter: the investigators were here throughout the night collecting evidence and interviewing witnesses. we spoke with the next door neighbor who lives just right over here. we spoke with her earlier in the morning, and her boyfriend heard a lot of commotion next door. heard kids crying. surprisingly, she did not hear gunshots. when officers arrived around 10:30 last night, they discovered a man dead inside and a woman who was shot in her hand. they have not released their names yet. we're staying in touch with the sanford police. we're trying to discover the motive of the shooting and how many people were involved. once we get that, we'll let you know. >> john: it's 7:34 here on "good day orlando." also in the news right now, one of the three teens charged in the brutal crowbar attack against another teen are due back in court.

>> luanne: she is scheduled to make a plea deal today. the attack happened last february in satellite beach. two other teen es were also charged in the attack. they attacked the 17-year-old boy outside of his home because they thought he stole marijuana from them. >> john: police chief mike chitwood tried to block teens and they sideswiped his cruiser and caused him to spin out. damaged. police arrested the three teens inside the car. >> luanne: are a high tech plan to capture wild coyotes is on hold. florida wildlife trappers and rescues pulled their traps and the drone out of the park.

that they have the wrong permit to trap the wild coyote -- the florida fish and wildlife said. >> luanne: a vision to have a 3 to 5-acre farm surrounded by 700 homes. several developers have expressed interest in the project. now members of the community would be able to buy a subscription for goods from the farm. they could also run their own plots or buy from a farm stand. there would also be community garden, trails, and a river overlook. not everyone supports this plan. >> now you're going to build 1600 square foot home, 700 of them across the street from me, and thinking you're going to help he? no. you are not helping me. you are not helping the people. >> we don't have the capabilities of handling all of this in this area. >> luanne: there would be another reading next month. if the council approves the plan

again, construction could begin again very soon. >> john: a fox 35 news followup to a story we brought you last year. a proposal brought about because of a ucf student who died in a car accident is in the senate committee. a student died after losing control of her car on 408. it flew off the alafaya ramp exit and into the retention pond. the new law would mandate guardrails along bodies of water. state senators introduced the bill late yesterday to the transportation committee. we'll let you know what happens as the bill moves through tallahassee. >> luanne: names star wars and navy. the buffalo bills just made nfl history. they hired the first full-time female coach. they promoted katherine smith to take over as the special teams

you will get a form 1095 talking about what you have paid in premiums and what your potential tax credit is. keep an eye out for that. on the 1040 there's a new entry, line 61. that's where you will attest that you have health insurance. and that's a trigger for procedural audit, from what i have read. make sure you attest that you have health insurance. >> john: it'll be interesting to see how they enforce. those that didn't get health insurance will not say. they face a fine. will they enforce? >> what i read, the i.r.s. has become the enforcer of the situation. they are putting it on the tax forms. as if if the i.r.s. didn't have enough to do, they now get to enforce. you have to declare that you have health insurance, how you got it. did you get it from your employer, a private company, or from healthcare.gov. >> john: our account said he

their own taxes each year because of the updates are that thick. what should we be on the look out. >> we talked about last year that they want you to back up data. you look at receipts from 10 years ago, and they are blank. you can't see anything. they said back up the data. keep it electronically, in case you are audited. that's one of the big things. if you do the taxes online, or use specific software, like turbo tax or anything like that, you want to be sure you create really good passwords. that's where identity theft is occurring. they have your full name, address, social. they say create great passwords and if you are going to e-mail something out to your cpa or anyone else, make sure you encrypt it. encrypt your documentation. >> john: and file early. we found out last year that a lot of the scammers filed right away. made the fraudulent tax

let them be taken. she fought, dragged the guy out of the car and they both ran away like cowards >> luanne: yeah she was not playing. the officer spotted the suspects speeding away. all were arrested with carjacking and fleeing police. >> john: how about this video. sharks and manatees hanging out together in the water trying to keep warm. near a power plant in apollo beach, in the tampa area. in this case, the sharks and manatees seem to get along together just fine. when it's this cold, you don't want to fight. or fish either. >> jayme: that's up for debate. i have been out on some chilly mornings. temperatures now, 30s and 40s for us. believe it or not, these are way warmer readings than yesterday. the colorful map show the warmth, colors, and the increase in temperatures over the last 24 hours. you compare the 24-hour switch

dry skies and much warmer today. we're going into the 70s. do you like my all caps much warmer? you deserve it. it was a cold one yesterday. we pump in additional moisture off the atlantic and bring in this behemoth in the making. the northern canopy dense white snow. south of that, it's a severe weather festival. several tornado warnings have popped off over western and central louisiana. the florida panhandle is subject to a round of severe -- weather. i think a lot of the stuff will be staying far removed from central florida. not to say we won't have stronger storms. we'll be here in the weather center watching. you see the line here, crashing on through between late morning and early afternoon. beneficial rains and then plain
