cleveland 19 news is sponsored by mall carpet mill outlet. ohio's flooring superstore. asking questions and getting answers. cleveland 19 news starts now. >> to be honest with you we were planning on doing the story down the road. but we had to come out and tell you today. we knew you would want to know immediately. >> denise: a berea mom reaccount as to our investigation that found lead in her water. water she gives her toddler a bath in. our investigation started when a viewer complained of discolored and odd tasting water. so we tested the water from three homes and we just found out one of them had lead in it. high, but tolerable levels of iron in all three.

sample of berea against a clean sample. as soon as we found out we told the berea water department and the city. paul orlousky is getting answers from berea. >> reporter: this is berea's municipal water plant. it draws from lake erie. it draws from the rocky river's east branch. on average two million gallons a day. it has an in take pond and t big pangs and two pools known as clarify yes, sirs. by the time it gets through berea 1k3 olmstead falls -- berea and olmstead falls it looks like this. bath water starts out slightly yellow, but as the water gets deeper, so does the problem. >> it ranges from urine colored to like a dark almost browner yellow. it is gross. >> reporter: on the day we visited it wasn't great, but it wasn't horrible.

it gets. in one a deep brown at bedtime. >> i get grossed out in a bath. i feel like i am cleaning her in water that looks dirty. >> every pipe is clogged. the shower heads don't last. all of our stuff dies in six months and it is supposed to last years. >> reporter: she is not alone. things got so bad they installed a water filter to protect her family of the as she changed the cartridge she could see the problem. >> this has >> reporter: the filter on the right is a new one, the same color on the left was when it was installed two weeks ago. before we arrived sandy put a new filter on as an spearment. >> i was in the shower for five minutes and that is five minutes of water. >> reporter: another experiment. she washed dishes for a short period of time. and lighter took a picture of what the small amount of water did to the filter. they documented e-mail exchanges who in june he said had just become aware of the

rattling new zealand. a 5.2 magnitude quake struck about two hours ago. that was preceded by a 5.2 aftershock moments before. now there are worries about land sleds and flooding being triggered by the aftershock. the damage is widespread and air force helicopters are rescuing people trapped by the flood waters. others are being told to conserve their food and supply. >> chris: here at home we are keeping an eye on a 6th night of anti-trump protests. this is in seattle where three people were arrested. at one point more than a hundred demonstrators were in the middle of a busy downtown intersection. we haven't heard of any reports of these protests turning violent. as for the president-elect according to the associated press rudy guiliani is the

ramona? >> romona: looking ahead to thursdaying a state committee will vote on whether or not to recommend changes to ohio's sex offender register list. could these changes affect you and your family's safety? dan deroos is getting answers from the answer center. >> dan: these changes are being considered by the criminal justice recodificat oi n committee. they code sex offenders and criminals coming out of system. in ohio it is a three-tier system for sex offenders. th ier one is the least strict -- tier one is least strict. there is no actual touching. maybe they possessed child porn. tier two is compelling prostitution. now they are disseminating child porn. kidnapping with sexual motivation, but no rape in this case. tier3 is the most serious of all sex offenders.

with sexual motivation and kidnapping of a minor to engage in sex. the reason this is so important is because of how they have to register as a sex offender. they have to register once a year and they have to do it for 15 years. tier2 is register every 180 days for 25 years. then you get to tier3 and they have to register every 90 days for life. the change they are considering is having a reassessment a and if one of these sexual predators or sexual offenders comes forward to a judge and goes through an assessment a judge would now or could have the ability to take them off the registry list or down a tier. this is just being considered and there is a vote on thursday. any changes will have to be voted on by the state legislature. also included is a statewide registry instead of what we

getting answers in the answer center, denise? >> denise: thanks, dan. two students at shaker heights high school were suspended after they threatened to expose another classmate's racist social media post. the aclu is getting involved. shelby miller is getting answers on what this self-rights group hopes -- on what this civil rights group hopes to accomplish. >> the students were being punished for exercising their first amendment rights. they have been in touch with one of the student's families who goes here toha she is set to serve her suspension tomorrow. this comes after last week's insurance department. they say two students were critical of racial commentary posted on-line by a fed -- fellow student. they said in part x quote, the situation has been addressed with all parties involved. while we cannot comment further due to student privacy please know we follow the disciplinary protocol. the aclu of ohio's legal director tells me shaker

toyota in kent this is cleveland 19 news. >> you ma i be one of the millions of americans who went to college hoping for a brighter future. instead you ended up deep in debt. >> stuck with tens of thousands of dollars in student loans that you may never payoff. the colleges and the private companies cashed in. the chief investigator carl monday getting answers on that growing problem. >> when sawyer college in cleveland suddenly closed its doors it left shamika ferguson without a doubt. >> you go to school and take out these loans. you are not getting jobs in the field you went to school for. >> no job as a medical assistant and no money in the bank. saddled with a government loan she may never be able to pay back.

don't want to add more debt. >> frustrated and alone it totaled $1.3 trillion. credit cards and auto loan debt. >> i wanted the american dream. that dream meant taking the path of a college education. at 30 years ole -- 30 years old road of life hit college debt. has derailed danielle's plans. >> i will never get married or buy a house or buy a new car or any of that stuff. it is out of the picture. kids, all of that. why would i do that to my children? >> they head up student loan justice.org. >> there are people who have been forced off the grid. they are marginalized into second class citizenry because of their government loans.

problems identifying each school's repayment rate and the percentage of students who succeed in paying loans back. >> we ask where do ohio colleges stand on student debt? of all of the states ohio ranks 29th with a repayment rate of 60%. that means 40% of all allowed college students have yet to repay their loans. all told 2100 colleges across the country have less than 50% of their former repaying their loans. that's roughly one-third of the colleges the government tracks the data from. we researched the college rate from northeast ohio. the lowest was 1% at case western reserve. >> it is hugely problematic. >> deb bree cochran with the institute of college access and success. >> when we look at the default rates and look at repayment

not just where students are struggling with loan debt, but we have severe questions about college quality. schools that are just enrolling students and encouraging them to take on high levels of debt and knowing they won't be able to repay them is a debt factory more than anything else. >> while former students struggle student debt is a $140 billion a year industry. in one year alone the government made a 20% profit on the loans. collect the debt will earn $2 million in commissions and students loans have been a cash cow for the colleges themselves. >> unquestionably the people making the most money on the loans are the schools. >> ben miller with the center for american progress. >> this is revenue for colleges and it is their life blood. without the student loan program uh the lo of them couldn't -- a lot of them couldn't exist. >> a lot of them don't look at college accountability and say what we have is good enough. there is way too many schools

regular basis, typical students with debts they can't repay. either they are not paying down their debt and they are ending up with ballooning balances or ending up in default and it is not acceptable. >> a college debt crisis leaving former students and their families in chaos. jay we are already seeing family for make as being stalled. major life purchases, homes and automobiles stalled. people are taking employment that they would otherwise not want to take. loans than i do on my house. i owe triple my student loans than i do on my house. >> the picture is bleak. $280,000 in student debt. $110,000 of that is interest. she has two msers degree -- masters degrees, but has a job that pays her about $40,000 a year. 20% of her monthly income goes to payoff a loan. payments she will likely make until the day she retires. >> it is a pretty piece of
