>> brian: good morning. we're following breaking news on the east side this morning. a man has been shoot at the illuminating companies service center. >> tia: here's a look at the map of the center. the service center is a large buildingro parking lot. there are some houses right across the street as well. this is at 146th street. nichole vrsansky has details at the alert desk. >> nichole: this was a police-involved shooting. police just briefed the media what happened. investigators say four teenagers were trying to steal scrap metal from the facility this morning. let's listen to them describe what happened. >> about 1:30 this morning my

a group of males that were trespassing on the property. officers arrived a short time later. they found four males inside the property and confronted them. when they confronted them, males began to run. one of the males turned and opened fire on the police officers. both officers returned fire. they struck one of the suspects. the suspects continued to flee, and other officers arrived. we arrested three of the four. >> nichole: that fourth suspect is still at large. police are searching for him as we speak. the suspect shot in the shoulder is in stable condition at university hospital. he's 18 years old. police say they did recover the suspect's weapon at the scene. apparently it misfired and they threw it down. both the officers are okay. they are on administrative leave now pending this investigation. a lot of information still coming into the newsroom right

that and will bring the latest developments throughout the morning. >> brian: this is what it looks like in fargo, north dakota this morning. they are expecting blizzard conditions today in the dakotas and minnesota, anywhere from 3 inches to a foot of snow could fall today. winter storm warnings are also up in nebraska. the snow we're going to get this weekend won't be anything like that, but it's coming. >> tia: yes, it is. >> brian: we're getting some nasty weather. we made it to friday, november 18th i'm brian duffy. >> tia: i'm tia ewing. we may actually have a record high tefrn today, and by this time on sunday some of us have to break out the shovel. maybe some salt out there, too. our team coverage includes sia nyorkor sharing tips to get your car ready with the cold weather. we start out with meteorologist samantha roberts tracking that storm. sam. >> samantha: good morning. yes, we'll delve right into the weekend forecast because that's where the active weather begins. saturday night we have rain.

rain, and then as we get deeper into the evening and nighttime hours, we transition to lake-effect snowshowers which will continue into your sunday. winds this weekend i think will be a bigger issue than the snow. we could see 50-mile-per-hour wind gusts, gale watches are already in effect over the lake, and we're looking at the first am accumulations of the season, especially for my snowbelt folks. time to break out the old shovel, i think. doppler max shows you this morning we're completely dry. today will be beautiful. please go outside and enjoy it, because it is manied mid to late november and we never get weather like this, right? it's so rare this time of year. in fact, if our high for the day ends up coming to fruition, then it would be a record high temperature. so i really want you to take advantage of this. here's the school forecast for today. 55 out at the bus stop this

lunchtime near 70. 75 for that ride home, but it is that south breeze that will keep us warmer. so it is going to be a little on the warmer side. hey, you know it. if you've been following the weather this week, winter returns this weekend. i'm going more in depth and tell you how much snow you may get in your area. that's coming up at 6:15. >> laura: first, we have this gorgeous weather that's out there today, and that means to go along with it. that's definitely the case right now. nothing but green on the roads right now. all the arrows moving along giving us these sensors. only slower spot that's 47 right there around dead man's curve. some slowing through the bratenahl area. 48 miles per hour and nothing major, though. a closer look on the east side at 60 miles per hour. 271 to the south and east side headed towards beachwood and looks good.

let's talk about tires. tires are one of the most four important safety features on your car, so you want to make sure they're properly inflated for traction and handles in the wet or cold weather conditions. you want to have a mechanic check your battery terminals for corrosion and determine if its maintaining a charge. you also want to check your vents to make sure your heater and defroster are working properly. a clogged cabin filter will reduce and should be replaced. now, this is one of the most important things. you want to make sure that you have your spare tire ready. make sure it has the proper air pressure. also, make sure you know where that jack is located and that it works properly. just a little bit ago i was rifling through here and said, where's the jack? here it is. that is something to definitely keep in mind. coming up in the next half hour,

whether he was hit by an rta bus on i-90. this happened last night on the eastbound lanes near west 117th. police say he was trying to run across the highway after his car broke down. no passengers were on the bus. when we get more information, you can look for an update on the cleveland 19 mobile news app. cleveland police un president steve loomis has been suspended for six days. it stems from a fight at the union hall with a policfi member. in a statement, loomis said the incident happened off-duty, and he was not commenting on it any further. loomis is also under investigation for attending a donald trump rally in akron wearing his dress uniform. in cleveland tonight a peaceful protest is planned against president-elect donald trump. when we checked last night, 700 people on facebook signed up to attend, and now this morning more than 900 people say they will be there. we'll see as we will be monitoring that protest.

afternoon starting at 4:00 on "cleveland 19 news." as for the trump transition to the white house, cbs news confirmed president-elect trump has asked michael flynn to fill the job of national security adviser. flinn is a life-long democrat and former head of the intelligence agency and informally advised trump on foreign policy during the primary campaign. and we will continue to fight this thing until we get you >> tia: that's ohio congressman tim ryan from the 13th district. he is making a run at the democratic leadership position in the u.s. house of representatives. ryan has been a congressman in the youngstown area since 2003. he will challenge nancy pelosi from california. there's driving through this in denver, colorado this morning, and sam, it's no doubt coming our way. >> samantha: yeah.

week. snow is on the way for the weekend. today is going to be beautiful. if you're out early this morning before the sun comes up, check out the meteor shower. that is peaking right now in the predawn hours before the sun comes up. it's a modest meteor shower that produces 15 meteors per hour. you don't see a ton of meteors. there's cloud cover out there, and of course the moon is very that may obscure your view a bit. if you're out before sunrise, i would try to look up and see if you can see any meteors this morning. your snowy weekend forecast coming up after the break. >> brian: all right, sam. 6:11. next, an update at the shooting at the illuminating service center. we have new information from the

>> nichole: time is 6:14. i'm nichole vrsansky. we continue to follow breaking news. a police-involved shooting overnight at the illuminating company's miles service center on east 146th street. cleveland police say four teens

at the facility. this is a service center where they repair illuminating vehicles. when officers approached them they ran and one shot at the officers. the officers were not hit but returned fire. one suspect was shot in the shoulder. he's in stable condition at uh. two others are in police custody. police are actively searching right now for a fourth teen. the suspect's weapon was recovered at the scene. >> we did recover the weapon that the suspects used to shoot at our malfunctioned and they threw it down. >> nichole: both of the officers are okay on administrative leave. standard protocol pending this investigation, and they are still searching for that fourth suspect. we will keep you updated as this story continues to develop. tia. >> tia: thank you, nicki. the minnesota officer charged with fatally shooting an african-american man at a traffic stop over the summer

milk? >> samantha: tea? a frosty? time is 6 identify -- 6:16 on this friday morning. we made it. today is beautiful. we've earned this gorgeous weather. you can see that on the satellite map. we have minimal cloud cover and a few clouds moving out towards cleveland's east side, and no rain but it all comes to an end this weekend. here's why. i have an area of low pressure out over the heart of the nation, and that is headed in our direction. but its a actually going to bring us the biggest problems. that front will move in tomorrow, bringing in rain and bringing in colder air and colder air this time of the year coming out of the north. you guessed it. lake-effect this weekend. here is the timing. saturday we're going to start with rain. it may move in as soon as 2:00 this morning -- excuse me. 2:00 tomorrow morning, but we may see, you know, a little bit of sprinkle activity midnight through 2:00.

then we transition over to snow on saturday night. then more lake-effect snow on sunday. 6:18 now, and here's what i'm thinking in terms of impact. it's not just going to be rain and snow. i think a bigger issue than the precipitation is actually going to be the wind. winds will be sustained 20 to 30 miles per hour this weekend. maybe some 40 to 50-mile-per-hour wind gusts, which as you know, can cause sporadic power outages, so through the weekend i would keep a f phones, tablets, et cetera, so you can still receive important weather information, right, from the cleveland 19 first alert weather app. temperatures through the weekend in the 30s and 40s, but it will feel in the teens and 20s. please enjoy today's weather while we have it, because you will be dreaming of it come this weekend. how much snow will we see? i've drawn a map for you. be aware this is our first map, so this is subject to change as

i think the greater totals will be out here in northwestern pennsylvania, places like oil city up into erie. 1 to 4 inches for my friends here in geauga, ashtabula, trumbull, and then over into youngstown out to the west and portage company. those four-inch totals will be more prevalent where we have bands setting up and lasting for longer periods of time. trace to 2 inches for about 80% of our area. cleveland, akron,nt again the higher range of that, the 2-inch totals, those will be where the bands set up and are more persistent than just decorative flakes farther to the west. if you hoped for snow and live somewhere like marion or far western richland county, you won't see a ton of snow there. for all of us, this is more of a wind event than anything else. today's forecast looks like this, 50s this morning and

monster parking lot. there are some houses across at 146th street. nichole vrsansky has been working this story and she's at the alert desk. >> nichole: we've been following this story all morning. here's what we learned from cleveland police. this happened around 1:30 this morning. four teens were apparently trying to steal scrap metal outside of the service facility. when the officers arrived, those teens took off. one shot at the officers. the offic they did return fire, hit one of the suspects in the shoulder, and that suspect now in stable condition at university hospital. two other suspects are in police custody. here is what investigators say is happening right now. >> the detectives will talk to the officers and interview the suspects. from there we decide if we can identify or figure out if we can identify that fourth individual and get a warrant out for that person's arrest and move on from there.

much snow we see this weekend, we have to talk about what's coming down the pipe for today. today whim be an amazing weather day, but we have rain on the way for tomorrow. then that snow on sunday. it's friday, of course, so we're looking ahead to what we can expect for this afternoon. i am thinking that we'll get off to a dry start and we'll probably stay dry all day. we're in the mid to upper 50s right now, and cleveland. we have that south breeze. that means we are warming up. i'm putting a coconut drink and a flip-flop on this weather graphic, because today is going to be awesome for november! 65 degrees at 11:00. 70 by 1:00, so whether wlen you go out to lunch today, you might want to find yourself sitting on a patio. 75 at 3:00. if you walk through public square, they have the big christmas tree going up.

emergency kit. this should include things like a blanket, bottles of water, and a medical kit. so in preparation for this story, i opened up my trunk, and i went looking for some things. i found some extra windshield wiper fluid, so you definitely want to have that. i found this little package from mom, blankets just in case you get stuck in the cold. so in addition to extra cell phone chargers, batteries and car ready. unfortunately, i couldn't find my snow scraper, so don't be like me. get that. go to the store. find it and do what you got to do so your car is winterized and ready for snow. we get answers on cleveland's west side, i'm sia nyorkor, "cleveland 19 news." >> tia: snow scraper? i don't have one of those. >> brian: you went through the whole winter last year without one? >> tia: it only snowed like three days it seemed like. >> brian: last year was pretty

this circle who are impacted by the storms will get the alert. if you're down in canton, and the storms aren't going to affect you, you won't even be bothered. it's an incredible feature, and our app is free, unlike some of the weather apps in our area. you don't have to pay for it. so it's excellent. i would encourage you to download it, because you will need it this weekend, especially if you are on the east side. you really need it this weekend. >> brian: all right. thanks, sam. we're still waiting for more test results on the water in berea. at least one home tested positive for lead earlier in week. cleveland 19 investigator reporter dani carlson found among 400 complaints about the water filed with the city in the last five years, one was from the cleveland browns. >> reporter: some said the water was salty, smelled or tasted bad and are metallic. not individual residents

browns reported discolored water and particulates in the pool in the facility. >> brian: after complaining, most people were told to flush their pipes and call back if the problem continues. our investigative unit will continue to look through complaints looking for answers. if they find something, we'll push it out on the "cleveland 19 news" alert app. >> tia: children getting into a stranger's car is every year? carl monday found local uber drivers are picking up passengers as young as 14 years old, which violates the company's policy. an uber spokesperson says it's up to the driver to enforce it. we found a 14-year-old volunteer and randomly tested three drivers. all three failed, and they had the same general reaction. >> no one has told me that. >> no one has told you that? >> no. no. >> reporter: seriously. >> are you serious, you can't

>> nichole: time is 6:44. we've been following this breaking news story all morning long. an officer-involved shooting at the illuminates company on et one suspect was shot and two others are in custody right now, and cleveland police are actively searching for a fourth suspect. this started at 1:30 this morning. police say four teens trying to scale scrap metal the facility. when officers arrived the teens fled, and here's what happened next. >> they found four males inside the property, and they confronted them. when they confronted them, the males began to run. one male turned and open fire on my police officers.

they struck one of the suspects. the suspects continued to flee. other officers arrived, and we ended up arresting three of the four. the fourth one we're still looking for. one of the suspects was shot in the shoulder, and he's in the hospital in stable condition. >> nichole: the suspect's weapon was also found at the scene. both officers are okay and on administrative leave pending this investigation, which is standard protocol. now, earlier in morning i did speak with an company employee that worked at the facility. he says this is where mechanics service equipment and vehicles for the illuminating company. only two or three people would have been inside the building at the time. police say that facility will be open today. brian. >> brian: nicki, thank you. a warning for amazon users. one woman says a criminal hacked her account and spent nearly $1700. she said she changed her password, but the hacker kept getting in and placing orders as
