>> brian: good afternoon. we start with breaking news out of warrensville heights. you are looking live where there has been a gas leak. warrensville heights police have closed 271 north so, 271 is closed completely at the miles road exit. they have also closed miles red between green and richmond. this is a traffic nightmare in this area. stay away. businesses along that stretch have been evacuated. we are told construction crews hit a gas line that caused the leak. >> tia: the other big story that is going on right now, a sit-in in memory of 12-year-old tamir rice. he was shot and killed two years ago by cleveland police.

wants to keep her son's memory alive. that's why she's hosting this sit-in. harry boomer joins us live. harry? >> harry: all right, brian and tia, i'm outside the police station at west 130th on the west side here. this is where people have gathered since early this morning to commemorate the second anniversary of the shooting death of tamir rice. he was 12 years old, shot outside the cudell rec center wh looked real. the two police officers were never indicted in the shooting death of tamir rice. the family did receive a multi million-dollar settlement, as you said, but to keep it in the public consciousness, they are here on the second anniversary of him being shot to death. a grand jury decided not to indict the two officers involved. officer lohman is the one who shot him within two seconds of his arrival.

protest. one hour each for the fact that tamir was 12 years old. this began at 6:00 this morning. here is tamara forman speaking about why they were here. >> i can't imagine the thanksgiving how she feels. and that's why my husband brought me and i had to drag him to say i'm a thanksgiving, and all lives matter. >> harry: exactly what happened is still in dispute. officers said they told tamir to put his hands up and that he did not do that and that he was carrying a gun that looked real. it was a pellet gun, by the way. and i'll be talking with protesters who are across the street right now as they are holding vigil until 6:00 this evening again to commemorate the fact that tamir was 12 years old

>> brian: all right, and we have breaking news out of kansas this noon. emergency crews are on the scene of a chemical plant explosion. plant packages aerosol liquid and specialty chemicals for several industries. one worker was taken to the hospital. so far, firefighters are hosing off tanks to keep the fire from spreading to other chemical holding tanks. residents are being evacuated from the area and sent to shelters. >> tia: cleveland police, they are investigating the shooting death of a east side. witnesses say the gunman entered the quick food mart on east 116th last night demanding money. he tried to slap the gun away and the gunman fired hitting the 44-year-old. >> brian: a shaker heights family is asking if you have seen dation 'ya miller. police call police. the 15-year-old has been missing since monday. she does have health issues that can affect her memory. she was wearing black pants, a

black uggs. >> tia: the feds are investigating the deadly school bus crash in tennessee. the 24-year-old bus driver is facing charges. the mother of a survivor says the driver asked students, quote, if they were ready to die. >> reporter: a tow truck hauled away the wreckage of the school bus that carried 35 woodmore elementary school children. it had flipped on its side and wrapped around a tree killing one boy and four girls. >> three that are in the fourth grade. one that is in one that is in the first grade. >> reporter: a mother who lost one of her three children on the bus told cbs news the driver asked the students if they were ready to die. moments before the crash. >> my daughter said, right before the bus flipped, that he was speeding around a curve. >> police arrested the bus driver, 24-year-old jonthany walker and charged him with five

kids to shut the "f" up, he got a hangover. >> reporter: for hours emergency crews worked to remove kids from the debris. >> the most unnatural thing in the world is for a parent to mourn the loss of a child. there are no words that can bring comfort to a mother or a father. and so today, the city is praying for these families. >> the bus had a camera on board which investigators obviously will take a look at. >> tia: just horrible story all the way around. an arrest affidavit says walker was driving well above the posted 30 mile per hour speed limit on a narrow winding road. the deadly crash in tennessee has renewed the debate about seat belts on school buses. coming up around 12:14, we are asking top safety regulators whether seat belts would make our buses much safer. former university of cincinnati police officer ray

deadly shooting of samuel debose. earlier this month a judge declared a mistrial because a jury could not reach a unanimous decision on murder or voluntary manslaughter charges. we have learned a change of venue will be requested. >> tia: the feds charge an akron native of distributing carfentanyl and fentanyl resulting in deaths in huntington, west virginia. it it's an that's 100 more times than fentanyl. well cleveland 19 is getting answers on how you can spot signs of opiate abuse. we have lots of information. click on the health tab on the cleveland19.com news app. we wanted to say thanks to those who served. dozens of fire and e.m.s. personnel were there.

>> tia: we start out with breaking news. this is this out of warrensville heights. there's been a serious gas leak there. warrensville heights police have closed i-271 north and southbound at the miles road exit. that can get really dicey because a lot of cars start to

this time. they have also closed miles road between green and richmond roads. businesses along that stretch have been evacuated. we are told construction crews hit a gas line causing that leak. well the deadly crash in tennessee has renewed the debate about seat belts on school buses >> yeah. people always wonder why are there not seat belts on school buses? five children were killed monday when the bus flipped and wrapped around a tree. chris is getting answers on whether or not seat belts sho >> we know that seat belts will save lives if we put one for every kid on every school bus -- >> the head of the national highway traffic safety administration says three-point seat belts like the ones in your car that go across the shoulder and waist should be on every school bus but there's no federal mandate. six states require them, but only california meets the ntsa

whether to mandate it for four decades. >> we aren't denying this will be a challenge but we are looking at everything from research to funding to help everybody nationwide get their kids even safer. >> ntsa estimates four children die every year in large school bus crashes. it believes seat belts would reduce those deaths by half. this rollover test shows the impact of a crash on unbuckled children. >> the belts are good. and they are certainly very good in a rollover where you might be ejected if you didn't haveha >> last year, ntsa predicted it would cost between $7300 and $10,000 to retro fit each school bus with seat belts. with an estimated half million school buses in service, the cost would be in the billions. administrator rosekind suggested new bus cost come off the assembly line standard with seat belts. >> the manufacturers could do this on their own starting now. >> because of the cost, it could take up to a decade or more, if ever, to get a regulation in

seat belts would improve school bus safety. >> tia: a health alert now about starting family later in life. it may help the mother's longevity. a new study found first-time moms who are over 25 are more likely to reach their 90s than younger moms. women who have more than one child are also likely to live longer. more research is needed to determine why and doctors still advise against waiting t children due to increased risk. a new study released this morning suggests pregnant women who lie on their backs in the third trimessiter may be at increased risk of a stillbirth. doctors in new zealand found pregnant women lying face up can add extra stress on the fetus and reduce its oxygen consumption.

been treating you well. it's been kind of a cloudy day, right? another cold day, too. the good news is, temperatures get just a little bit warmer as we approach the thanksgiving holiday. for the rest of today looking at 30s for most of the day. about 39 at 1:00. i think we hit 41 at 3:00 and then drop to about 39 by 5:00. no rain or snow this afternoon. we will stay dry. so if you want to get home from work and hang up christmas lights or do some outdoor decorating, shouldn't have any weather-related issues. wind has finally backed off, too. hasn't been quite as windy today. more clouds than sunshine for us today. and then mostly cloudy for tonight. our temperatures slowly drop tonight. 36 at 7:00. 34 at 9:00 and we will hit about 33 by 11:00. eventually by tomorrow morning we drop into the mid 20s. it's going to be cold out there tomorrow morning. tomorrow morning looks dry.

here's why. we have this area of low pressure situated out over the plains states. and as that draws closer to us, rain and maybe even a little snow, those chances begin to increase. again tomorrow morning we are fine. i want to take you through futureview. we will start off at 7:00. here is the clock right there in the top right hand corner of the screen. we will be cloudy tomorrow morning, but in terms of rain or other types of precipitation, i really just don't see much in the morning. it's not until 11:00, 12:00 that those chances go up. and this isn't going to be a snow event or anything like that. it's just rain moveing in from our west and might mix with a little sleet or grapple or snow mixing in as well. but i'm thinking we see mainly sleet mixing in with the rain. low impact because temperatures will be on the warmer side, well into the 30s at this point. showers continue into your evening if you will be working

final day before thanksgiving or maybe you are traveling, i would say the worst time to be traveling through here would be in the evening. because we'll have rain showers sticking around you this the afternoon and into the nighttime hours as well. what about thanksgiving? will the rain move out in time? i'm not so sure. that system i was showing you is moving pretty slowly. so i think it's going to take a little while before it gets out of here. we could be left with a little light rain on thursday morning. now, by should be drying out. so that would be ok for your afternoon plans [gobbling] but deep frying that turkey on thursday morning might get a little wet out there. we have another system, guys, probably going to bring us a little shower activity on friday. mainly light rain and then as we look deeper into the seven-day, that weekend forecast, let's quickly touch on saturday. right now i have us with a little light rain or snow popping up. but there are also indications
